HomeMy WebLinkAbout09/08/1969PLANNING COMMISSION TOWN OF LOS ALTOS HILLS MINUTES OF A REGULAR MEETING September 8, 1969 Secretary Priscilla Weisbart called the Regular Meeting of the Planning Commission of the Town of Los Altos Hills to order at 7:50 P. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. The following members answered roll call: Present: Commissioners Dawson, Hibner, Minckley, Weisbart. Absent: Commissioners Lachenbruch, McReynolds (arrived at 8:06 P. M.), Chairman Perkins. COUNCIL REPRESENTATIVE: Councilman John M. Fowls APPROVAL OF MINUTES: august 25, 1969. Commissioner Dawson moved, seconded by Minckley, and carried unanimously that the Minutes of August 25, 1969 be approved as submitted. City Manager noted the following: 1. Special Meeting of the Palo Alto Planning Commission on Wednesday, September 10, 1969 at 7:30 to review the General Plan. Meeting to be limited to a two hour OAF discussion. Commission concurred that Commissioner Weisbart attend as Los Altos Hills representative. :�Ifl4�(N11�3W4M0i�:iF.� 1. Staff report was presented on Howard S. Bobb Final Map, 2 lots, Black Mountain Road, noting City Council requested Commission review of the road dedication requirement along Black Mountain Road. Staff noted the normal 30 foot road dedication was not being proposed as the property contiguous to the center line of Black Mountain Road was owned by the adjacent property. Commission discussion ensued with Floor participation by John Riley, applicant's engineer, and Mrs. Donald Miller, 13076 Vista del Valle Court. MOTION, SECONDED AND CARRIED: Commissioner Dawson moved, seconded by Hibner, and carried unanimously that this item be postponed to the next Regular Adjourned Meeting of the Planning Commission when facts concerning the Dreesen Subdivision and Bobb Final Map have been established. PUBLIC HEARING: CONSIDERATION OF ADOPTING HOUSING ELEMENT OF THE GENERAL PLAN Town Planner George G. Mader reviewed memorandum of July 25, 1969 stressing adoption of a Town Housing Element is necessary to comply with State Code require- ments. In essence the proposed housing element will reaffirm the Town objectives of maintaining rural living and limit housing densities thus preserving the natural beauty of the community. Public Hearing was opened to the public at 8:10 P. M. for consideration with Floor participation by Mr. Donald E. Spencer of 27490 Sherlock Road. Public Hearing was closed at 8:12 P. M. t PUBLIC HEARING: Adopting Housing Element cont'd 4 RESOLVED: THAT the Planning Commission of the Town of Los Altos Hills does hereby approve endorsement of the Work Program as shown on Page 12 of the General Plan Revision, such Work Program being a part of the Housing Element; U BE IT FURTHER RESOLVED, that this Planning Commission approves the proposed Housing Element for transmittal to the City Council of the Town of Los Altos Hills for further endorsement and approval. x x x• x• x x x x• MOTION, SECONDED, AND CARRIED: Commissioner Minckley moved, seconded by Dawson that the above resolution be adopted, was carried by the following roll call vote: Ayes: Commissioners Dawson, Hibner, Minckley, McReynolds, Weisbart. Noes: None, Absent: Commissioners Lachenbruch, Chairman Perkins. VARIANCES: MEGAN FRANCIS J. JR. (1-335-69) - Request for 16' reduction in side setback to 1 ' for residence at 12540 Minorca Court. Staff report was presented, reviewing letter from applicant outlining basis for 16' reduction request. Letter from Dr. Richard Allen, 12510 Minorca Court, was read requesting the variance request be continued for 30 days to allow additional review. Commission discussion ensued with floor participation by Mr. Megan, Mr. Stark, applicant's engineer, and Mrs. Donald Miller. Mr. Stark requested a 30 day continuance not be allowed to avoid conflict with construction timetable. MOTION, SECONDED, AND CARRIED: Commissioner Dawson moved, seconded by Minckley and carried unanimously, that this variance be postponed to the next Regular Adjourned Meeting of the Planning Commission so Dr. Allen may have an opportunity to review the maps and accompanying literature of the Megan Variance. DIVISIONS OF LAND; Tentative Map AINSWORTH, FRANK H. (359-69) - 2 lots, 2.4 acres, East Sunset Drive. Eagr. J. W. Riley. Staff report was presented noting the proposed subdivision would revise existing lot lines so as to enlarge the .66 acre parcel and thereby create an approved 1.1 acre building site. Staff recommended approval subject to In -Lieu road and path payments for the entire frontage bordering on East Sunset Drive; a conditional exception be granted allowing a 40' right-of-way on Fast Sunset Drive; and special design be exercised and appropriate planting required for the driveway areas to the newly created parcel. Commissioner Minckley presented Map Committee report questioning location of access to the newly created parcel. -2- DIVISIONS OF LAID: Frank H. Ainsworth - Tentative Map cont'd Commission discussion ensued concerning available parking area, driveway access, and conditions of the subdivision with Floor participation by Frank H. Ainsworth, Mr. Ernest W. Schmidt, 407 Sherman Avenue, Palo Alto, Mr. Jones, prospective buyer, Mr. John Riley, applicant's engineer, and Mr. A. M. laws, 11210 Hooper lane. Commission concurred it would be desirable for the Town Engineer and Town Planner to meet with applicant's engineer in the field and review driveway access to the newly created lot. MOTION, SECONDED AND CARRIED: Commissioner Hibner moved, seconded by Weisbart and carried unanimously that the Tentative Map of Frank H. Ainsworth be continued to the next Commission meeting, September 22, 1969. OTHER BUSINESS: Commissioner Dawson suggested Commission adjourn to attend the Palo Alto City Council meeting re: Proposed Development in the Vicinity of Arastradero Road. Commission concurred and Chairman Weisbart adjourned the meeting at 9:21 P. M. to the next Regular Adjourned Meeting, Monday, September 22, 1969.
