TOWN OF LOS ALTOS HILLS
MINUTES OF A REGULAR MEETING

October 13, 1969
Chairman William A. Perkins called the Regular Meeting of the Planning
Commission of the Town of Los Altos Hills to order at 7:50 P. M. at the Town
Hall, 26379 Fremont Road, Los Altos Hills, California. The following members
answered roll call: Present: Commissioners Dawson, McReynolds, Minckley,
Weisbart, Chairman Perkins. Absent: Commissioners Hibner (arrived 7:58 P.M.)
and Lachenbruch.
COUNCIL REPRESENTATIVE: Councilman L. A. Helgesson
APPROVAL OF MINUTES: September 22, 1969.
Commissioner Hinckley moved, seconded by Weisbart and carried unanimously,
that the Minutes of September 22, 1969 be approved as submitted.
1. Jack Giosso, Chairman of the Palo Alto Planning Commission, dated
October 6, inviting Town Commission to a joint informal discussion of mutual
concerns and requesting agenda suggestions.
Commission concurred to discuss this matter under OTHER BUSINESS on the agenda
1. The Committee for Green Foothills is sponsoring a conference re
"Building Around Geology", to be held Saturday, October 25, at the Menlo
Park Recreation Center.
2. Chairman Perkins stated Commissioner Dawson had requested a discussion
of Sherlock Road be placed on the next agenda.
COUNCIL REFERRAL:
City Manager stated the Council had requested the Commission to review Town
ordinances regulating the control of vicious dogs.
MOTION, SECONDED AND CARRIED: Commissioner Minckley moved, seconded by
Weisbart and carried unanimously, that the Commission set a Public Hearing
on this matter at the next meeting.
Commission requested Staff to prepare a report on this subject, prior to
the next meeting.
Town Planner presented memo dated October 13, 1969 entitled "Progress Report
on General Plan Revision Program". Town Planner noted the remaining planning
budget should be adequate to complete items 1 through 7 of Phase I.
Assistant City Manager stated that during the first three months of the
fiscal year $1,702.78 had been expended from the $S,OOO.GO budget for General
Plan Review and $976.97 had been expended from the $2,300.00 budgeted for
miscellaneous planning studies.
Commission concurred a General Plan Progress report should be presented at
the first of each month.
COMMITTEE REPORTS cent I d.:
` 2. Mrs. M. Saviano, Chairman of the Pathway Committee, presented policy
and priority report, and requested Staff action on construction of
Purissima and Fremont Road paths.
Commission discussion ensued concerning path priorities, with Floor partici-
pation by Frank Downs, 26323 Purissima Road, Mrs. D. Miller, 13076 Vista del
Valle Court, David Janssen, 27440 Sherlock Road, and Mrs. M. Steers, 11641
Buena Vista Drive.
Commission urged citizen attendance at Pathway meetings held the third
Thursday of each month.
DIVISIONS OF LAND: TENTATIVE MAPS:
1, Noller, Carl (360-69) - 2 lots, 9.89 acres, La Paloma Road. Engr. J. W.
Riley.
Staff report was presented recommending approval, subject to the following
conditions:
1) A 30' road dedication along the frontage of La Paloma and Purissima Roads.
2) A Conditional Exception be granted to allow a 50' right of way along
Alta Tierra Road, instead of the 60' right of way required by ordinance.
3) Parcel A be declared "Not a Building Site".
Staff reviewed letter from City Engineer dated October 10 recommending the
location of the septic tank and drainfield be shown for the existing
residence, that the proposed boundary lines between Parcels A and B, shown
as 250' in length, be rotated to more closely parallel existing contour
lines, an existing 5' strip along Alta Tierra Road be labeled "Future Street
Line", and requesting technical changes in the engineering data.
Commission discussion ensued, concerning the subdivision and preparation of
a Check List, with Floor participation by J. W. Riley, applicant's engineer,
and Mr. Frank Downs.
Check List was prepared, with the following additional conditions:
1. The Subdivision of Carl and Edna Noller be considered as subdivided
under Section 3:40 of Ordinance No. 69, with Parcel A designated "NOT A
BUILDING SITE".
2. Conditional Exception be approved allowing 50' right of way on Alta
Tierra Road.
3. The last two engineer's notes be deleted from the map.
4. Existing septic tank and drainfield on Parcel B be shown.
5. The lot line between Parcels A and B be rotated by swinging the south-
westerly end of the line 50' to the east, in accordance with the City
Engineer's recommendations.
6. Conditions 1 through 3, as noted above in the Staff Report, be
incorporated in addition to those conditions stated in the City Engineer's
letter dated October 10, 1969.
MOTION, SECONDED AND CARRIED: Commissioner Minckley moved, seconded by
Hibner and carried unanimously, that the Commission recommend approval of
the Tentative Map of Carl and Edna Noller (360-69) 2 lots, in accordance
with the conditions of the Check List.

OTHER BUSINESS:
1. PRESENTATION OF PROPOSED CHANGES TO SITE DEVELOPMENT ORDINANCE NO. 133.
Commission discussed proposed revisions to Ordinance No. 133, noting the
major change proposed would eliminate the present 200 cubic yard minimum
limit for requiring a Site Development Permit.
Commission concurred this matter should be deferred to a Study Session at
the next meeting.
2. DISCUSSION OF PROPOSED FOOTHILLS DEVELOPMENT ADJACENT TO LOS ALTOS HILLS.
Town Planner reviewed the proposed Foothills development located adjacent
to Los Altos Hills, noting 1,776 dwelling units were proposed for the 528
acre parcel. Mr. Mader reviewed proposed locations within the development
for patio homes, town houses, apartments, commercial and office buildings,
noting the primary circulation for the development would be provided by
Arastradero as relocated. Mr. Mader stated the first Public Hearing for the
proposed development is scheduled by the Palo Alto Planning Commission on
October 15.
3. DISCUSSION OF DEVELOPMENT IN THE VICINITY OF THE ARASTRADERO ROAD
CORRIDOR.
Town Planner reviewed Town's concern regarding development adjacent to the
Town along Arastradero Road, noting Arastradero is entirely outside of Town
limits from Fremont Road to Horseshoe Lane, and portions of Arastradero Road
are entirely within Town limits between Horseshoe Lane and the Freeway.
Mr. Mader reviewed traffic circulation patterns for proposed roads A and B
on the Stanford University property and the Page Mill Road intersection
traffic movements.
Mr. Mader noted the City of Palo Alto has assumed a 90' right of way would
be available along Arastradero Road for construction of four lanes, and that
a 65' right of way presently exists. Mr. Mader stated four lanes could be
accommodated within the 65' right of way, if paving was brought completely
over to the Town boundary and no median was provided.
4. JOINT PALO ALTO/LOS ALTOS HILLS PLANNING COMMISSION MEETING.
Commission discussed proposed joint meeting with the Palo Alto Planning
Commission, concurring as follows:
1) An informal exchange of information should be held in Study Session with
public attendance, but no audience participation.
2) Chairman Perkins should communicate with the Palo Alto Planning Commission
concerning proposed agenda items for the Arastradero Road discussion.
3) Chairman Perkins should suggest a tentative meeting date of December 10
and the Planning Commission should hold a Study Session November 24 concern-
ing items to be discussed at the December meeting.

There being no further business, Chairman Perkins adjourned the meeting at
