The new owners will of course ` have an even better view into our bedroom because of the floor _ length glass door. The same visual exchange exists between the proposed exercise room and the Hickman pool and back yard. This situation is not acceptable. For many of the issues described in these e-mails, the developers will say screening will be added. If the project is not rejected completely or if the project is not substantially altered, we want all screening to be in place and reach required height and density before any other construction starts. We are the owners of the house located at 26510 Purissima Road, Los Altos Hills. Due to job relocation to Massachusetts,we are not residing, but still own the house. We were informed recently b}- our neighbors about the proposed development at 26462 Purissima Road which is adjacent to our house. We are very concerned about the potential negative impact on our house caused by the new development. Some of the impacts are listed as follows: Eloise: The proposed new structure will reflect the traffic noise from adjacent freeway 280 to our house. A possible mitigation is the developer to build a sound barrier wall along and immediately adjacent to freeway 280. This is the most effective way for freeway noise abatement for all houses including the new development. Drainage and Septic: The proposed development can cause flooding of the low level areas to the north, including a part of my driveway. In addition, it can impact the effectiveness of existing septic systems. These problems need to be addressed by the developer. Landscaping: The proposed large house will drastically change the rural nature of the neighborhood. Mature trees surrounding the new house should be a part of the proposed development. Lighting: Proper design of the outdoor lighting to avoid negative impact on neighbors should be required. Run-off and flooding This picture from the Kirkpatrick home shows the location of the proposed house,water collecting at the Kirkpatrick culvert and Purissima Road. - -' Pond equilibrium of inflow and out flow was reached with a water head of about 8 inches above the top of the culvert. The picture was taken during the rain storm of January 4t'. Runoff will increase if the developers plan is executed. Our discussions with the developers indicate about 1000 cubic feet of water will run off for every inch of rainfall. This bucket in our yard was emptied and placed in an open area from 9 AM to 3 PM on the fourth. ._ P The volume of water was measured with the 2 cup kitchen measure and the opening of the bucket was measured. The rainfall for this 6 hour period was calculated to be about 2.9 inches. A few days after the heavy rain, this picture was taken. A more clear picture of the puddle location is shown below. The point of the 2 pictures, taken days apart when little rain had fallen, is an indication of how ''^�"�` ► . -' �''` "��_ slowly water percolates into this saturated ground. The most recent (January)plot plan 3= ;: shows a storage capacity of 1900 ._ : . cubic feet. I may have made mistakes in the 2.9 inch rainfall calculation, but if it is close, the storage system is inadequate to hold the 2,900 cubic feet of runoff What is new to the January plan is a 6 inch diameter pipe for outflow when this pipes' level in the containment pit is reached. Unless there is more operational information forthcoming, the 6 inch pipe guaranties system failure. This is not acceptable. With regards to the proposed development, we would like the City&the developer to take the following points into consideration. 1. Privacy: - Keep the current trees and bushes to ensure the privacy of our house. - Plant tall trees to cover the areas not covered already along the perimeter. Request to plant these trees ahead of starting major construction closer to our house. 3 J-1 �F - 2. Drainage: - Take into account the water flow from La Polama via our house to your property in your flow/absorption calculations. - Water flows from this property to our property at the west side corner. This flow has to be directed towards their drainage system 3. Compound wall: - If the proposed compound wall requires us to alter any of the existing driveway/drainage flow/removal of plants or trees etc, adequate time needs to be given for the review/comment on the proposal as well as adequate time for making such modifications. 4. Location& Height: The current location of the building is acceptable as long as a)Location: Privacy and drainage aspects mentioned above, are taken care. b)Height of the building at the current location: The proposed building is a two floor house. Currently, our house is a single floor house. So,this different in elevation might give the owners access to views over our property. However, we have considerations to build two floors in the future. Hence,the owner needs to mutually agree not to object to any future development in our property as far as the height and view are concerned, provided it complies with the City's height requirements. In previous FAST TRACK hearing,there was discussions about an alternative of moving the building laterally, behind our house. If there is a consideration of this alternative, such a move will bring a 27 ft building at 5 ft relative height from our house point of view, resulting in 31ft. obstruction. Our house is at 381 ft from sea level while proposed building will sit at 385ft. This means - Our privacy will be severely impacted as the proposed building is a two storey building and it is very close to our property. It will be impossible to hide such a tall building with bushes when the building is close to our property line. - This tall building will obstruct the natural hill views that are available today at our backyard. Hence, we strongly object to this alternative and suggest other alternatives be considered. Views from our livin room the alternative discussed will im act the view In summary, building could be constructed at the current location as long as the issues mentioned in section 1 through 4 are addressed.
