HomeMy WebLinkAboutItem 3.1 SupplementalTO: Planning Commissioners RECEIVED Mr. John Hapootlian, Chair JUN 0 3 2009 Mr. Eric Clow, Vice Chair Mr. James Abrahams TOWN OF LOS ALTOS HILLS Ms. Ray Collins Mr. Carl Cottrell Ref- Site Development Permit 25621 Vinedo Lane (AKA Lot -2) The following is a summary of issues pertaining to the Development Plan for Lot -2. 1 — Bulk; Privacy and Profile 1.1 - The house is only one story high located in a lower area compared to all neighboring lots except lot #1. Hence the house does not create privacy or high profile issues. 1.2 - No exceptions for setbacks or heights are requested. 1.3 - There is substantial tree mitigation of old and newly planted trees in all directions to mitigate any privacy issue, if there is one. 2 — Grading exception. 2.1 - Only two grading exceptions are requested. One for the subterranean garage and one at the north-west corner of the house. Both are not visible from other lots or streets (See staff report). 2.2 - The subterranean garage adds more covered parking hence less outdoor parking. 2.4 — Although not visible from the outside, terraces of 4' high were added to mitigate the height of the retaining walls. 3 - Trees 3.1 — Only 6 unprotected trees will be removed. They are: * 5 old Cypress trees that are within or very close to the construction and grading areas. * One tree that is tucked between two large oak trees (18" and 35") at the north west corner of the lot, to allow better and healthier growth of the oak trees. * 2 trees (Walnut and Elm) at the back of the lot which are in poor condition are optional. We have planted other trees in that area. 3.2 — Substitute trees will be planted if requested. 4 — Waive Pathway Fee The Pathway Committee recommended a fee for NOT requiring a pathway. We ask that the Planning Commission waive the pathway fee as the lot is not situated on the Pathway Plan and no pathway is feasible in that area. We ask that the Commission adopts the Staff recommendation to approve the site development as submitted, and waive the Pathway fee.
