Spain Saturday, July 19, 1958 at 8:30 A.M. at the Town Hall, 26379 West Fremont Avenue, Los Altos Hills. ROLL CALL: PRESENT: Commissioners Case, Hayes, Mellquist, Williams, Spain ABSENT: Commissioners Dawson, Holm, Tantau MINUTES: July 3. 1958. Corrections: Page 3, Item #3 Pink Horse_Rapoh - change to read "be subject o sten ar fees for improvement of roads and drainage". ACTION: Adopt minutes of July 3, 1958, as corrected. CORRESPONDENCE: 1. Ljeague�of Cgligornis Cities - Letter, dated July 10, 1958 and Signe— d by Gordon—Forrest, Field Representative. Re: Free- way location procedures. ACTION: Letter filed. 2. Lemma a o€C-al _i—fornia Cities - Letter, dated June 27, 1958. Re; &25� Conference. ACTION: Letter filed. 3. A letter was received from the County Engineer's office stating that copies of maps should be sent to their office for their recommendations. Walter Stromquist, Architect. Plot plans were received showing preliminary site development plan for the Palo Alto Unified School District for their site on Fremont Avenue in the Fremont Hills subdivision. ACTION: Deferred to preliminary discussion. 5, Tri -Count Planni Council - Notice was received regarding the ummer inner eeting to be held on July 25, 1958. 6. Hart Tantau - Letter dated July 17, 1958, was regarding the meet ng between Nestor Barrett, Planning Consultant and Com- missioners Dawson and Tantau. Purpose wasto review the Town's thinking on a master plan or a general plan. Mr. Tantau stated that "it will be very desirable to have a master plan in effect when we start negotiations with the State Highway after the freeway route is announced. It is important that this so-called general or master plan be in resolution or ordinance form and not in the conversation stage." NEW BUSINESS: 1. William E. Doud Co. - Abandonment of lane off Stonebrook Ave. Letters were read from the file and Commissioner Mellquist, a resident in the area, said this strip had never been used and that another 32' strip was the access to his home and the Ford Country Day School. RECOMMENDATION: It is in the public interest to abandon this 20' strip and the Planning Commission approves said abandonment. 2. Variances: a) LaPointe Roland P. - Use Permit for removal of excess in on chro1 property o££ Page Mill Road. Mr. La Pointe, the si,pl-cant appeared. He wishes a permit to remove the fill which he said was 85% top soil. He said he would use small trucks, The following neighbors appeared in opposition: 1. Mr. Harold Wood, 27861 Moody Road. Objected strenuously to this operation or to any removal of dirt or stone from this area. Said the -3- i dam built on the Schroll property was improperly constructed and caused flood damages in this area last winter. 2. Mr. Kirkpatrick, 7421 Cul de Sac Way. Stated access roads to this site are inadequate and objected to the use of trucks on the roads. 3. Mr. Janes, 12600 Page Mill Road. Felt the dam should be reconditioned if the pile of dirt at the top is removed. Any work on the dam should be done with the supervision of an engineer. 4. Mr. Stevens, 13516 Page Mill Road. Stated that the road was inadequate for trucks and school buses to pass. They were very alarmed by the water damage when the dam broke last winter. Councilman Treat commented that construction of the dam was in- adequate and a source of concern to the Town. It had been built before or at the time the Town was incorporated. Chairman Spain summarized the points the Planning Commission would like clarified. 1. What are the Schroll's present and future plans for the use of this property? 2. What amount of fill is to be removed and at what rate? 3. Where is the fill to be used? 4. What type of rigs are to be used in hauling the fill and what routes? 5. What is the City Engineer's opinion on flood potential if fill is removed? 6. What type of dust control is planned if the operation is permitted? 7. What are the future plans for the dam? That this application for a permit be referred to the Map Committee with the request that the Map Committee consult 6 with the City Engineer and the applicant before the next - 4 - taw meeting of the Planning Commission on August 7, 1958. MOTION: Mellquist; SECOND: Case; VOTE: Passed Unanimously 3. Division of Lands: a) Taaffe. Martin J. (115-58) - 3 lots. Mr. Teaffe wished the removal of a restriction placed on his division when it was originally approved. It had been specified that Lots 1 and 2 share a common driveway. Mr. Taaffe and Engineer Tom Floyd appeared and explained their reasons for believing this restriction unsuitable in this location. RECOMMENDATION: To amend the original approval to read "and subject to non -access on Concepcion Avenue and non -access on that portion of Lot 1 on Purissima Avenue within 60' of the center line of Concepcion Avenue. MOTION: Mellquist; SECOND: Hayes ROLL CALL: AYES: Case, Hayes, Mellquist, Williams NOES: Spain ABSENT: Dawson, Holm, Tantau b) Tovon Tract (78-57) - 11 lots. Engr. Macabee. Questions were asked concerning the two residences shown on the Lot lettered A. RECOMMENDATION: That this map be referred to the City Attorney for his opinion on whether or not this map can be approved under Town Ordinances with two residences on on parcel. MOTION: Mellquist; SECOND: Hayes; VOTE: Passed Unanimously c) Johnson, Ragnar (114-58) - 4 lots. Engr. Plehn. Engineer Brainard Plehm and Real Estate Agent Carr appeared. RECOMMENDATION: That, subject to approval of all agencies, the Planning Commission approve the tentative map of Ragnar Johnson (114-58) and require a 20' dedication along West Fremont, but permit the subdivider to include the 20' dedication 5 — in computing the net acreage of Lots I & 2. This is done because the Planning Commission wishes to increase the right-of-way along West Fremont to 1001. The cul- de-sac shall be not more than 850' long. MOTION: Williams; SECOND: Mellquist; VOTE: Passed Unanimous- ly PRELIMINARY DISCUSSION: 1. Westerman Gaorae W. Request for addition to summer kitchen and or division of land. Mr. Westerman did not appear to answer questions and discussion was put over until he could appear. 2. Preliminary site plan of the Palo Alto Elementary School to be built on West Fremont were studied. Mr. Stromquist, Architect, was present to discuss the plans. Commissioner Mellquist observed that in the original thinking on the layout of this school no access onto West Fremont was contemplated. General discussion ensued on parking and layout problems and from which directions the children and traffic would be coming. It was suggested that exits and entrances off of West Fremont might be limited to right turns only and that private car parking and circulation from Ascension Avenue could be provided on the school property. Mr. Stromquist agreed to consider these points with his board. 3.' Mr. Charles Coburn, Engineer, -and Mr. Carr, Real Estate Agent presented a map for Mr. E. T. Colvin who is considering the purchase of six acres on West Fremont Avenue. This property was seen a year ago by the Planning Commission as the Evelyn Hyman property. It was the opinion in general, of those members present, that a private road 40; in width could adequately serve this division. It was hoped that both rows of trees could be saved perhaps by two lanes separated by one row of trees. Commissioner Williams asked to be excused at 11:55 A.M. 4 4. General discussion was held regarding 1' setback for John C Keller. ACTION: To be placed on agenda of August S, 1958 meeting for reconsideration.
