Spain Saturday, August 23rd, 1958 at 8:35 A. M. at the Town Hall, 26379 West Fremont, Los Altos Hills. ROLL CALL: PRESENT: Commissioners Dawson, Hayes, Mellquist, Tantau, Williams, Chairman Spain ABSENT: Commissioners Case, Holm MINUTES: August Z, 1958- ACTION - Adopt 8.ACTION: Adopt minutes of August 7+b, 1958 as submitted. CORRESPONDENCE: 1. Committee for Economic D velo merest - Letter dated August 4m, 1958 and signs y o e an requested information regarding Plan- ning organization in the Pown of Los Altos Hills. McCandless & Jett - Letter dated August 122, 1958 to George S. Nolte, Sagineer, was regarding the road improvement of South E1 Monte in the Hugh Monahan Subdivision, Tract 2043. Filed. 4. Kra. Gladys A. Whitcomb - Letter dated August 12th, 1958 requested 3n ormation relative Eo the construction of an apartment building on property located at 26970 Arastradero Road in Los Altos Hills. Chairman Spain will reply. 5. Ward Cr - Letter dated August 21, 1958 requested the Planning ommiss on's consideration of a tentative map filed too late to be placed on the Agenda. L Deferred to the end of the meeting. �r 6. Russell E. Mohr - Letter dated August 22nd, 1958 requested con- sideration plans for proposed building sites. Deferred to the end of the meeting. 8-28-58 _.2_. ']. Don Carr - Letter dated August 23rd, 1958 requested an informal discussion regarding the Fortriede property located on West Fre- mont Avenue. Deferred to the end of the meeting. OLD BUSINESS: 1. Palo Alto Unified School District - Letter dated August 12b, 1958 and signed by Walter Stromquist presented preliminary prints of plot plan for the proposed Fremont Hills School. Chairman Srain will forward letter with the Fremont Hills School site plans to the Council asking for 20' dedication on West Fremont Avenue. It was noted that a foot bridge over the drainage canal must be built by the developers. The School District will have to construct, a gate on their side of the bridge between lots B5 and B6. That the site plan of the Fremont Hills School be approved. MOTION: Hayes; SECOND: Williams; VOTE: Passed unanimously NEW BUSINESS: 1. Variances: ec , � - :�z 3 _ 3 --` a) Paullus. Floyd W. (V-35-58) - Request for approval of building site. Letter signed August 11, 1956 from Laurence Dawson requested approval of building site, stating that the parcel was pur- chased from Hennes Schroll (recorded as Record of Survey). The variance was applied for by Mr. Faullus, contractor for Mr. Dawson, and acting as his agent. Mr. Faullus was present. RECOMMENDATION: That the variance of Floyd W. Paullus (V-35-58) be approved, subject to all agency approvals, and with the stipulation that the location of the 60' right of way of Page Mill Road be determined by the City Engineer. MOTION: Williama; SECOND: Mellquist; VOTE: Passed uanimously b) McLauRlin, E. 'Al (V-34-58) - Request or 8' reduction of rear set—sac or garage. Mr. McLaughlin was present. Letters of approval were read from adjacent property owners approving the granting of this variance. 8-28-58 -•3- 6. McLauglin Variance cont'd. RECOMMENDATION: That the variance of E. A. McLaughlin (V-34-58) for the 8' reduction of rear setback for a garage be approved. _ MOTION. Mellquist; SECOND: Tantau; VOTE: Passed unanimously 2. Divisions of Land; /G� � - ,� 3 —.S "" a) Abrahams Doris Y. (118-58) 3 lots. Engr. Nolte. Mrs. :Abrahams and Engineer were present. RECOMMENDATION: That the tentative map of Doris Y. Abrahams (118-58) 3 lots be approved subject to all agency approvals. MOTION: Williams; SECO"D: Dawson; VOTE: Passed unanimously b) Lovett E. R. (11? -5812 lots. Surveyor, Alexander. RECOMME'^IDATION: �/d te=a 3 -� That the Record of Survey of Z. R. Lovett (117-58) 2 lots be approved subject to the approval of all agencies, and the dedication of a 30' right of way from the center line of the existing 50' right of way of Alta Tierra. MOTION: l;ellquist;. SECOND: Tantau; VOTE: sassed unanimously c) :Jestern States Land Corporation (119-58) 11 lots. Engr. Mackay romps. Mr. Donald MacKay and ISr. Don arr were present. It was noted that several of the lots are less than one acre. The Cha!_rman pointed out that this map had been discussed at a Preliminary Hearing at which time it was determined that there should be a dedication of 20' on West Fremont Avenue thue making Lots #1 and r#2 less than one acre. RECOMMENDATION: That the tentative map of Western States Land Corporation (119-58) 11 lots be approved subject to approval of all agencies; non access of lots ;11 and #11 on West Fremont be shown on the map; and noting that lots #1 and ;#2 are sub- standard in area and dimension due to the request for add- s itional dedication to make West Fremont Avenue 100' wide. � r MOTION: Tantau; SECOND: Williams VOTE: AYES: Dawson, Hayes, Tantau, Williams, Chairman Spain NOES: Nellquist 8-28-58 ABSENT: Case, Holm -•4- jr d) Johnson Raanor (114-58) 8 lots. RECOMME01TION: That the revised tentative map of Ragnor Johnson (114-58) 8 lots, dated August 201e, 1958, be approved subject to non access of Lots ,{1 and if2 on West Fremont Avenue, and the approval of all agencies. MOTION: Mellquist; SECOND: Hayes; VOTE: Passed unanimously 3. -Roscoe W. W. - Pink Horse Ranch Unit rl. Request Y r release of ovenant tor non public family recreation club.��u The Chairman dictated a letter, referring this matter to the City Attorney requesting his consideration and submission of a recommend- ation for appropriate action for the discontinuance of the violation of this covenant. PRELIMINARY DISCUSSION: 1. Mohr Russell D. - :resented plans for two possible schemes for proposed building sites. 2.• Camino Dell Homes - Proposed subdivision. Mr. Ward Crump was present. % Tentative maps for this division have been filed, but were too late to appear on the Agenda, and consequently no official action could be taken. It was noted that the subdivis`_.on is located in the area of the propoced freeway, and reference was made to the Highway Commission'g letter of August 6m requesting notification of any comtemplated subdivisions in the area. The question arose whether or not the State Highway Commission should be considered as an agency of approval. Mr. Nestor Barrett, Planning Consultant, was present and answered questions regarding the Highway Commission's procedure with regard to subdivisions. Mr. Crump requested that his map be forwarded to the Highway Com- mission. Don Carr - Proposed subdivision. The possibilities of dividing the Fortriede property, located on West Premont-ivenue was discussed. -5- AW NEW BUSINESS: cont'd. Master Road Plan - Proposal in form of a letter, dated August 22, 1958, was addressed to Commissioner Froetor,Mellquist, Chairman of Planning Committee of the Planning Commission presented an outline of a General Plan preparation program to be followed. L RECOMMENDATION: That the Chairman is requested to forward to the Town Council the letter from Planning Consultant Nestor Barrett, dated August 22nd, 1958 addressed to the Los Altos ;Tills Planning Commission with the recommendation of the Planning Commission that the pro- posals set forth in this letter be adopted by the Council.
