ROLL CALL Present: Commissioners CARICO, LACHENBRUCH, PERKINS, SCHICK, SPENCER, YOUNG Absent: Commissioner PHILLIPS STAFF City Manager Lawson, City Engineer Russell, Planning Consultant P'ader, As- sistant Planning Consultant Vlasic, Secretary Huffstetter. MINUTES Vice -Chairman Spencer stated on Page 4 of the April 24, 1974, Minutes, under the Proposed Ordinance of Moratorium on Building, second paragraph, he ob- jected to the proposed ordinance as he did not know anything about the ordinance. Assistant Planning Consultant Vlasic stated on Page 3, paragraph six, As- sistant Fire Chief Farwell responded to the questions of the Planning Com- mission stating a fire hydrant would need additional pavement along Country Way. On Page 4, under the Proposed Ordinance of Moratorium on Building, first paragraph, he objected to the vague language used in the ordinance, not the ordinance itself. Vice -Chairman Spencer stated the Piinutes of April 24, 1974, would stand ap- proved as corrected. Motion was made by Commissioner YOUNG, seconded by Commissioner LACH- EPIBRUCH, that Donald Spencer be nominated as Chairman of the Planning Commission. Motion was made by Commissioner PERKINS, seconded by Commissioner CARICO, the nominations be closed. Donald Spencer was unanimously approved as Chairman of the Planning Commission. Discussion followed among the Commission, Councilwoman hiller and the staff, concerning some of the problems of the Matadero Oaks Subdivision. Councilwoman Miller requested the Commissioners make an on-site inspection of tie P1atadero Oaks Subdivision and see some of the problems being mentioned Planning Consultant Mader reviewed the Sutdivision Ordinance, and gave sug- gestions that could be used in reviewing the planning ordinance and updating the subdivison ordinance. Commissioner Young requested the staff require more relevant information on the EIR Reports, including the amount of grading to be done and its impact. Motion was made by Commissioner PERKINS, seconded by Commissioner LACHEN- BRUCH, this item be continued for study at a special meetinq. lotion was g unanimously approved. Chairman Spencer set the date of !lay 20, 1974, at 7:45 P.H., for the special meetinq. to Commissioner Lachenbruch requested the City Council forward a written state- ment to the Commission, stating specifically what the Council wants the Com- mission to work on. CONTINUED TO MAY 20 1974 STUDY ON PROPOSED ORDINANCE AMENDMENT —. PlFnni�ig_Consufitant—"Nader stated heis recommending t , m net a set of transparencies of the base maps. These could be used at both Planning and City Council meetings. The maps should be prepared and then revised peri- odically, and should show not only all the subdivisions that have occurred, but also topographical slopes throughout the Town. The maps would be used during presentations by the staff at Planning Commission Meetings. Commissioner Young stated the Town should have aerial photographs of the Town, which are updated from time to time. The photographs vonld he usad... at Planning Commission ^eetings, when consid�arinq subdivisions, huilding sites, variances.conditional use permits, etc., The photographs should be on a scale of not less than 400 feet, and show the adjacent properties for a distance of not less than 1,100 feet. Included in the photographs should be an outline of the property under consideration, existing structures, roads, pathways, trails, easements and any other pertinent information. Discussion followed and Commissioner Young recommended this be referred to the City .Attorney for determination, and the staff be directed to investi- gate the costs involved in obtaining this type of material. �I Chairman Spencer stated this matter would be included for study at the special meeting on flay 20. -2_ PLANNING comlISSION - May 8, 1574 RECESS Chairman Spencer declared a short recess at 9:30 P.M., and reconvened the meeting at 9:45 P.N. .____..__ ...._...,-., ,.,,11-7,101,,. fill OCORTT cno cunt nra arar¢. 9a17n n'KFFFE LANE. sistant-Planning Consultant Vlasic stated Frank Ugie, owner of Shalom Acres, 24970 O'Keefe Lane, Los Altos Hills, had filed a requested amendment to the Conditional Use Permit for Shalom Acres. The requested amendments include increasing the maximum number of horses from fourteen to eighteen, adding a barn, feed room and pipe fence, removing the existing one-horse shed and deleting from the approved site plan the proposed rest rooms and swimming pool. An on-site inspection showed the stables to be kept in good order, and the staff is recommending the Commission approved the requested amendments to the Conditional Use Permit. Nr. Frank Ugie spoke on his requested amendments, stating he felt the land could support a maximum of 18 horses, and he did not plan to request another increase in the number of horses the next year. Commissioner Carico read a prepared statement, stating she felt the number of horses was sufficient, and an increase would cause An increase in both the fly problem and traffic problem. flr. Ugie stated there was no fly problem at the present time, and most of the people boarding horses at the stable bicycled to the stables, which did 6W not cause any traffic problems. Mr. David Bellucci spoke in favor of granting the requested amendments to the Conditional Use Permit. Discussion followed on the number of horses an acre of land can support and the fly and traffic problems as they now exist or might exist if the number of horses was increased. 'notion was made by Commissioner PERKINS, seconded by Commissioner LACHE11- BRUCH, the Commission approve the requested amendments to the Conditional Use Permit, subject to the conditions listed in the staff nemorandum of 'hay 8, 1974, and that this permit be reviewed again next year. ABSENT: Commissioner PHILLIPS. 7Fsistant Planning Consultant Vlasic reviewed the staff memorandum of May 8, 1974, relative to this subdivision. City lianager Lawson stated the Purissima Slater District would be deciding ` shortly if theywould be placing a water tank on either the Stedman property �r or the Palo Alto Unified School District property. If the water tank is placed on the Stedman property, two lots will be eliminated. - 3 - PLMNING COMISSION - MAY B, 1974 Mr. Don Bahl, representing the applicant, stated he had only found out about the possible water tank recently, and did not know where the tank ,ill� be placed, but did know it will have to be placed at the 500 foot elevation level. If is is placed in the subdivision, it will eliminate lots four and five. City Engineer Russell spoke on the drainage easement for lots one and two, stating the houses will have to be placed thirty feet from the easement and discussed the width of the roadway and cul-de-sac on Country flay. Commissioner Lachenbruch suggested the Commission approve the Planning Consultant's recommendedations for the easements, and the right-of-way on the cul-de-sac should be fifty or sixty feet wide. Following discussion, the public hearing on this subdivision was continued to June 26, as Or. Commissioner Perkins stated the Committee had met and was working on the matter, but was waiting for some information from the staff. Another Com- mittee meeting will be held after receiving the material, and then a re- port will be made to the whole Commission. Fir. Bellucci stated his application is in compliance with the General Plan and meets the requirements in the %nicipat Code. If a determination is not made by the Town by !lay 15, a suit will be filed aaainst the Town. Chairman Spencer stated the Commission could not meet the 'lay 15 deadline. Mr. Bellucci stated he did not care whether the Commission approved or denied his requested amendments to the Conditional Use Permit, but he did want a decision by 'lay 15. Commissioner Perkins renuested the staff forward the requested information to the Committee as soon as it is available. City 'Manager Lawson stated the material available now would be forwarded to the Committee, and the rest would be for-!arded as soon as it is avail- able. Commissioner Perkins stated the Committee would have a report ready by the June 12 Commission 'keetinq. Following discussion, Chairman Spencer stated a decision could not he made on the requested amendments to Mr. Bellucci's Conditional Use Permit until a report had been received from the Cormittee studying this matter, and a report will not be made until after all material has been received and reviewed by the Committee. -4- PLNINING COINISSION - May 8, P17A ADJOURN"IENT —"lotion was made by Commissioner PERKINS, seconded by Commissioner LACHE^!- BRUCH, the meeting be adjourned.
