MINUTES —�praved Minutes For December 11, 1974, As Corrected onmissioner erkins state on t e December 1, 1974, Minutes, Pages 3 thru 5, under "Continued Review on Study on Subdivision Revisions To The Town's Subdivision Ordinance", all changes agreed on, that were not by motion, sbeu;d-be—shewp-ar-e consensus of the Planning Commissioners present. Assistant Planning Consultant Vlasic stated on Page 1, of the Decem- ber 11, 1974, Minutes, under "Approval of Minutes", third paragraph, "Mr. Woolson" should be changed to "Mr. Holfson". On Page 4, third paragraph from the bottom, Commissioner Carico should be changed to Commissioner Phillips,and following Section 9-5.503, the following should be substituted "of the December 2, 1974, Memo be approved." On Page 4, fourth paragraph from the bottom, after Section 9-5.503, should be inserted "of the November 29, 1974, Memo". On Page 5, ,ourtiparagraph from the top, third line, after the second word, "sec- tion", should be inserted "and also the 16' width for cul-de-sac roads". Chairman Spencer stated the Minutes of December 11, 1974, would stand approved as correced. The staff is requesting review of the Noise Element of the General Plan be continued until the meeting of January 22, 1975, in order for the staff to meet with the Interim Chair- man of the Noise Abatement Committee concerning their comments. ' It was the consensus of the Committee this matter be continued to the Jan- uary 22, 1975, meeting. _1_ PLANNING COMMISSION - January 8, 1975 ` RECEIVED REPORT ON MEETING WITH THE PURISSIMA HILLS COUNTY NATER. DISTRICT �r CommissionerPerkins reviewed the meeting atten ea by imse f, City Engin- eer Russell and Purissima Hills County Water District representatives Dan Alexander, Dr. Buss, Bob Boone and Bill McCann, concerning the technical aspects of the Watcr District's role in Los Altos Hills. Points brought out included (1) that the Water District is falling behind in its ability to supply the water needs of the Town, as the Town is developing (subdi- visions and homes) at a faster rate than anticipated; (2) all water sup- plied by the District is from Fetch-Hetchy (the water supply from the south county area has not materialized, and the District does not have any wells as a source of supply); and (3) in case of a disaster, the District will shut-off all water until it has assessed the extent, if any, of the damage to its water lines and tanks. Commissioner Perkins stated he felt very strongly on the matter of disaster, and that the Town should make plans for handlinn a disaster. Also, the Meter District plans to meet with the City Engineer and himself again to continue their discussion. After discussion, Commissioner Young stated the Commission should th=n''z Commissioner Perkins for his efforts in working with the Hater District. CONTINUED PUBLIC HEARING ON TENTATIVE SUBDIVISION -LOT LINE CHANGL ruK LAnU,� Ur MORGAN, G RTH LANE AND OLD PAGE HILL ROAD, F1 Y ssistant Planning Consultant Vlasic stated the staff had not completed its review of this matter yet, as there were several items that still needed to be resolved, including the request by the Santa Clara Valley Water District. Mr. Wolfe, Civil Engineer for the District would explain f6 the District's policy concerning Mr. Morgan's property. Mr. Stan Wolfe, Civil Engineer for the Santa Clara Valley Water District, reviewed the history of the District, briefly, and gave a short presenta- tion on how the District operates, and its objectives, including its ded- ication and reservation policy. During the lengthly discussion that followed, Assistant Planning Consult- ant Vlasic reviewed the questions raised in the staff memo of January 2, 1975, concerning the Lands of Morgan tentative map -lot line change appli- cation. During further discussion, Commissioner Perkins requested the staff re- search the question of how many properties within the Town would be af- fected by the District's request for a lnn-foot dedication/reservation, and what effect the 1nO-foot dedication/reservation would have on the properties. During continued discussion, City Manager Crowestated he felt the Water District should either do the research and report to the Town, or pay to have the research done. After further discussion, motion was made by Commissioner CARICO, seconded by Commissioner SCHICK, this matter be deferred until material is avail- able showing all the properties in the Town that are involved, and until a legal opinion is given by the Town Attorney. Following discussion, Com- missioner Schick withdrew her second, and Commissioner Carico amended the - 2 - PLANNING COMMISSION - January 8, 1975 motion to read that this matter he deferred until the next meeting, when, if possible, information from the staff and the Water District is avail- able that will show all the properties in the Town that would be involved and a legal opinion is received from the Town Attorney concerning the Town's general policy on this matter. 17otion died for lack of a second. Following further discussion, it was the consensus of the Commission no action be taken by the Commission, at this time, but the staff and the Water District work together on the problems and questions raised by the Commission, and this matter be brought back to the Commission with staff recommendations concerning the questions raised. Following additional discussion, and the concurrence of Mr. Morgan, motion was made by Commissioner PERKINS, seconded by Commissioner YOUNG, the pub- lic hearing on the tentative subdivision -lot line change for the Lands of Morgan be continued to the meeting of January 22, 1975. Motion was car- ried by the follmiing roll call vote: AYES: Commissioners SCHICK, YOU'!', CARICO, PERKINS, SPENCER. NOES: Commissioner NONE. ABSENT: Commissioner PHILLIPS. RECESS Chairman Spencer declared a short recess at 8:58 P.M., and reconvened the meeting at 9:19 P.M. 4WCONTINUED PUBLIC HEARING ON CONDITIONAL USE PERMIT FOR. NON-PROFIT RECREATIONAL LANDS 0 FEBRUARY l2-,-Tq75__ Planning Consultant Mader stated this public hearing had been continued so the draft EIR could be revised, as there were errors in the original. The revised draft EIR was distributed to the same agencies and committees as the original. Comments have been requested, but to date, the only com- ments received have been on the original EIR, from the following agencies and interested citizens: Santa Clara County Health Department, dated c:_, lg7r: I'r and Mrs. Phy, dated December 8, 1974; Los Altos Fire Department, dated November 25, 1974; Santa Clara Valley Water District, dated December 16, 1974; and Dr. West, dated January 2, 1975. Mr. Alexander, attorney, representing the applicant, spoke briefly on the revised draft EIR, and distributed sample copies of "Articles of Incor- poration", which may be used for incorporating Adobe Creek Lodge into a non-profit organization. Mr. Sam Halsted, who worked on the revised draft EIR reviewed briefly three charts that had been prepared showing the present and proposed changes to the recreational area, and gave an extensive slide show, de- scribing in detail the present facilities in the area and how the propos.rd c'ianrres would affect the area, as seen from the facility itself and from Moody Road. A very lengthly discussion followed among the Commissioners, Mr. Alexander, ( Mr. Halsted and the staff concerning the coverage in the revised draft EIR on noise levels, present and future plans for area "C", drainage, rent- al usage of tha present structures, future subdivision, discrepencies be- tween the application for the conditional use permit and the revised draft - 3 - PLANNING COMMISSION - January 8, 1975 EIR, hours of operation, parking facilities, present and future manage - i` ment of the club, and type of functions to be held on the grounds. Speaking from the audience was David Prcft; t'ip *rise levels, the need for additional tennis courts, traffic, parking and management of the non-profit organization. With the concurrence of both Mr. Alexander and Mr. Halsted, motion was made by Commissioner YOUNG, seconded by Commissioner CARICO, the public hearing on this matter be continued to the first meeting in February, February 12, 1975. Motion was unanimously approved. Planning Consultant Mader requested the Commissioners submit, in writing, any questions they may have concerning the revised draft EIR, both points brought out in the report or discrepencies within the report, for forward- ing to Mr. Alexander, Mr. Halsted and himself. All questions submitted will be reviewed and answered at the February 12 meeting. WED RESOLUTION SETTING PUBLIC HEARING FOR PROPOSED CHANGES IN THE TOWN'S .VISION ORDINANCE airman Spencer stated a proposed resolution had been prepared by the City Attorney, setting January 22, 1975, at 7:30 P.M., in the Council Chambers, as the date and place for the Public Hearing on the proposed changes to the Town's Subdivision Ordinance. Notion was made by Commissioner CARICO, seconded by Commissioner SCHICK, the proposed resolution setting the time and place for the Public Hearing on proposed changes to the Town's Subdivision Ordinance to be adopted. Notion was carried by the following roll call vote: AYES: Commissiorers SCHICK, YrUNG, CARICO, SPENCER. _ NOES: Commissioner HONE. ABSENT: Commissioner PHILLIPS. ABSTAIN: Commissioner PERKINS. (Resolution No. 14-75 - Resolution Of The Planning Commission Of The Town Of Los Altos Hills, State Of California, Declaring Intention To Consider Amendments To The Text Of Chapter 5 of Title 9 Of The Los Altos Hills Municipal Code Entitled The "Zoning Law Of The Town Of Los Altos Hills," And Other Amendments To Chapter 3 Entitled "Site Development" And Chapter 4 Entitled "Subdivisions", Respectively, Of Title 9, And Chapter 1 Entitled "Animals" Of Title 6 Of The Los Altos Hills Municipal Code, And Setting The Time And Place Of Hearing Thereon) CONTINUEDREVIEW OF THE SEISMIC SAFETY/SAFETY ELEMEMT OF THE GENERAL PLAN Town ,eoloist Cotton spoke briefly on the propose Seismic Safet�r/Safety Element of the Les Altos Hills G:neral Plan, and his concern of the faults and fault traces within the Town limits. Planning Consultant Mader reviewed briefly the areas covered in the pro- posed element, including the Seismic Hazard, Other Geologic Hazards, Fire Hazards and Fire Protection ,leoent> of the Hazard Section. �s0 PLANNING COMMISSION - January 8, 1975 Following a lengthly discussion concerning this proposed element, it was ` the general consensus of the Commission the discussion on this matter be continued to a future meeting, the time to be determined at a later meet- ing.
