Minutes of February 18, 1975
Chairman Spencer called the meeting of the Planning Commission to order in the
Council Chambers of the Town Hall, 26379 Fremont Road, at 7:40 P.M.

Section 9-4.602 (f)
[lotion was made by Commissioner PERKINS, seconded by Commissioner
YOUNG, Section 9-4.602 (f), relative to lots be deleted as recommend-
ed. Motion was carried by the following roll call vote:
AYES: Commissioners PHILLIPS, YOUNG, PERKINS, SPENCER.
NOES: Commissioner NONE.
ABSENT: Commissioners BROHN, SCHICK, CARICO.
Section 9-4.603 (f)
—Commissioners Schick and Carico submitted in writing the following
statement to be entered into the minutes, "Delete underscored lines
and substitute 'such paths, where practically feasible to ensure
safety, shall be separated from the paved roadway', for the reason
that their knowledge of existing paths in Los Altos Hills indicate
the deleted portion is not realistic or workable. Placing paths a
minimum of 10 -feet from the roads could create excessive scaring of
our land".
Motion was made by Commissioner PHILLIPS, seconded by Chairman
SPENCER, Section 9-4.603 (f) be approved with the words "building
sites" on line 12 changed to "nroperty lines". Commissioner
Phillips withdrew his motion.
Motion was made by Commissioner PERKINS, seconded by Commissioner
PHILLIPS, Section 9-4.603 (f) he approved as modified, with the
deletion of the words on line 7, "a minimum of ten (10')", and in-
serting the words "a separation of ten (10') feet shall be consid-
ered appropriate to meet these requirements", and changing the word
"required", on line 13, to the word "recommend", and substituting
the word "required" for the word "deemed" on line 5. notion was
carried by the following roll call vote:

Motion was made by Commissioner PERKINS, seconded by Commissioner
PHILLIPS, Sections 9-4.803 and 9-4.804 be deleted as recommended.
Motion was carried by the following roll call vote:
AYES: Commissioners PHILLIPS, YOUNG, PERKINS. SPENCER.
NOES: Commissioner NONE.
ABSENT: Commissioners BROVIN, SCHICK, CARICO.
Section 9-4.805
Commissioners Schick and Carico submitted in writing the following
statement to be entered into the minutes, "Section 9-4.805 should be
retained as written in the Code Book for the reason the existing
ordinance has proven workable. Due to path, conservation and other
easements, we feel 5% of an acre for every new dwelling within the
subdivision excessive and could result to attacks on our slope den-
sity formula."
Motion was made by Commissioner PERKINS, seconded by Chairman SPENCER,
Section 9-4.805 be approved as modified in the February 6, 1975,
staff memo. Motion was carried by the following roll call vote:
AYES: Commissioners PHILLIPS, YOUNG, PERKINS, SPENCER.
NOES: Commissioner NONE.

Section 9-3.404
Commissicners Schick and rarice submitted in writing the fol-
lowing statement to be entered into the minutes, "Sections 9-3.404,
401.1 and 9-3.410 have been discussed by the Planning Commissioners
with the Planner but HAVE HOT been thorouqhly explored with indivi-
duals that deal with these matters on a day to day basis. For this
reason, we feel the City Engineer should be given the FULL opportun-
ity to state his opinions along with the information he has gathered."
Motion was made by Commissioner PERKINS, seconded by Commissioner
PHILLIPS, Section 9-3.404, as set forth in the Municipal Code he
deleted. Motion was carried by the following roll call vote:
AYES: Commissioners PHILLIPS, YOUNG, PERKINS, SPENCER.
NOES: Commissioner NONE.
ABSENT: Commissioners BROWN, SCHICK, CARICO.
Motion was made by Commissioner PERKINS, seconded by Chairman SPENCER,
Section 9-3.404, as recommended in the December 23, 1974, memo, be
approved, with the addirinn of the word "exposed" before the word
"cut, in lines 1 and 4, and with the recommended changes in the
memo of February 6, 1975. Motion was carried by the following roll
call vote:

9-3.410." Motion was carried by the following roll call vote:

Section9-5.503 (a) (1)
Commissioners Schick and Carico submitted in writing the following
statement to be entered into the minutes, "Section 9-5.503 (1) NO.
Reason: Can restrict and constrain creative building and planning."
Motion was made by Commissioner PHILLIPS, seconded by Chairman SPEN-
CER, Section 9-5.503 (a) (1) be approved as recommended. Motion was
carried by the following roll call vote:

Section 9-5.603
Commissioners Schick and Carico submitted in writing the following
statement to be entered into the minutes, "Section 9-5.603, CHANGE
to read all campers and similar recreational vehicles, whether self-

propelled or otherwise, shall be screened by vegetation or otherwise
AW to be visually compatible with surrounding areas when viewed from
nearby properties. These vehicles shall be parked to conform with
setback provisions in 9-5.504. Reason: The suggested change, we do
not feel, to be unreasonable. However, we question the enforceabil-
ity of even this proposed ordinance."
Motion was made by Commissioner YOUNG, seconded by Commissioner
PERKINS, Section 9-5.603 be approved as recommended. Motion was
carried by the following roll call vote:
AYES: Commissioners PHILLIPS, YOUNG, PERKINS, SPENCER.
NOES: Commissioner NONE.

Section 9-5.206
Motion was made by Commissioner PERKINS, seconded by Chairman SPENCER,
Section 9-5.206 be approved with the change recommended in the Febru-
ary 6, 1975, memo, adding "including access easements for maintenance
of drainage channels" after the words "vehicular access". Motion
failed by the followinq roll call vote:
AYES: Commissioner PERKINS.
NOES: Commissioners PHILLIPS, YOUNG, SPENCER.
ABSENT: Commissioners BROWN, SCHICK, CARICO.
Section 9-4.601 (c) (i) (1 P, 2)
Commissioners Schic an Carico submitted in writing the following
statement to be entered into the minutes, "The matters listed below
are very important, in our opinion, and have not been voted on.
Vie urge the Commission to address these matters.
Section 9-4.601 (c) (pg. 270 Code Book)
Cul-de-sac roads: The maximum length of a cul-de-sac road shall
be determined by the topography and location of the land.
Reason: Due to past experience, the 900' limitation has
proven to be not flexible for good planning. Many existing
public and private roads exceed 900' and have not created
problems.
Section 9-4.6nl (i) (1 R 2) (pg. 270 Code Book.)
1. Such roads shall Provide access to the number of lots as
determined by our slope density formula.
2. DELETE -to more than five (5) parcels and INSERT -the number
of lots determined by slope density formula. Reason: Con-
forms to change in 9-4.601 (c).
Section 9-5.601 (pg. 294-1 and 295) CHANGE number of 6 parking
spaces to 4. Reason: The elimination of 407' of paving conforms
with our rural living concept and still provides adequate parking."
L City Manager Crowe stated the staff would prepare a report on this
`, section for report to the Planning Commission at a future meeting.

Section 6-1.205 (h)

statement to be entered into the minutes, "Section 6-1.205 (h) YES".
Motion was made by Commissioner PERKINS, seconded by Chairman SPENCER,
Section 6-1.205 (h) be approved with the deletion of all words after
"right-of-way", and the following woi,ds substituted, "shall be not
less than 15 feet". Motion failed by the following roll call vote:
AYES: Commissioner PERKINS.
NOES: Commissioners PHILLIPS, YOUNG, SPENCER.
ABSENT: Commissioners BROWN, SCHICK, CARICO.
Motion was made by Chairman SPENCER, seconded by Commissioners PER-
KINS, Section 6-1.205 (h) be approved with the deletion of all words
after "right-of-way" and the following words substituted, "shall he
not less than 20 -feet". Motion failed by the following roll call
vote:
AYES: Commissioners PERKINS, SPENCER.
NOES: Commissioners PHILLIPS, YOUNG.
ABSF : Commissioners BROWN, SCHICK, CARICO.
Motion was madebyCommissioner YOUNG, seconded by Commissioner
PHILLIPS, Section 6-1.205 (h) be aporoved as recommended. Motion
[ failed by the following roll call vote:

Chairman Spencer stated this item would be continued to the next
meeting.
Section 6-1.205 (i)
Commissioners Schick and Carico submitted in writing `he following
statement to be entered into the minutes, "Section -6-1.205 (i)
CHANGE to read Area. For each horse there shall be a minimum of 600
square feet of corral area with proper drainage that will not en-
croach on neighboring and public lands. Reason: New proposed ordin-
ance did not address drainage and the 7% slope too severe."
Chairman Spencer stated this item would be continued to the next
meeting.
ADJOURNMENT
7Crairman Spencer adjourned the meeting to 7:30 P.M., Wednesday, February
26, 1975, in the Council Chambers. The meeting was adjourned at 10:45 PM.
