Chairman Spencer called the meeting of the Planninq Commission to order in
the Council Chambers of the Town Hall, 26379 Fremont Road, at 8:03 p.m.

Chairman Spencer stated since there were no cnrrections to the
'linutes, the Minutes of February 18, 1975, would stand approved
as submitted.

Commissioner Schick stated on Page of the February 26, 1q 75
:Minutes, last paragraph, fifth line from the bottom, the word
"Tuesday", should be channed to"Thursday".
Commissioner Carico Stated on Page 2, fourth Paragraph, fifth
line, "the ground under Kerry Sieh's renort" should he changed to
"the Cotton and Sieh reports"
Commissioner Schick stated on Page 3, the spelling of the following
names should be corrected, "Stacey French, Carol Phy, Lala Carson".

`. Chairman Spencer stated on Page 1 of the 'larch 3, 1975, Minutes,
paragraph three under "Town's Subdivision Ordinance", his
statement should be changed to, "Chairman Spencer stated that
he was concerned about the open-^nded effect of the changes to
Section 9-4.691 (i) and (h). He noted there was no rationale '^r

Chairman Spencer stated the hearing on Adobe Greek this evening was to
receive additional material on the Use Permit Annlication.
Assistant Planning Consultant Vlasic stated the resnons,, to the
January 8, 1775, meeting were suhmitted late on 'larch 7, and he. had
not had a chance to review them. Both he and the Citv Tanager, after
conferring on this matter, were recomrrnding this matter he continued
until a final staff report and =,valuation of the final EIR can be
made.
During a discussion on the material submitted, City 'tanager Crane
requested the Commissioners submit in uritinq any questions or comments
thev have on the response material.

submitted by the applicant to the January 8 meeting. !lotion was

The Commissioners had no comments on the letter, dated rlarch 7, 1,175,
submitted by fir. Halsted, of Public Data System. Hrn�lever, a lengthly
'.iscussion followed on the transcript and comments submitted by the
applicant in response to the comments and questions raised by the
Commission, staff and audience at the January 8 meeting.
Commissioner Perkins stated the EIR and Ilse Annlication do not state
specifically certain items, i.e., traffic, how it will be determined
that outside membership activities will not exceed In% of the gross
revenues, etc.
'— Chairman Spencer stated the response report does not define what
"Cit members" are, what the hours of operation will be, or define the
management.
Ar. 'lilliam Zollar, attorney for the applicant renuested the Commission
Clarify exactly what it wants versus general comments made by the
Commission.
Chairman Spencerrespondedthe Commission needs more clarification in
the EIR, the Conditional Use Application, and the response and
comment report on the January 8 meeting.
Mr. Zollar reviewed some of the problems in give exact numbers and data
requested by the Commission, i.e., amount of traffic at any one activity/
hours of operation for the various functions.
Assistant Planning Consultant Vlasic requested the Commissioners
submit any comments or questions they may have to the Tot -in by !!arch 20.

City Manager Croue stated at the last meeting, the question had been
raised on whether a proposed amendment to the general Plan would
require an EIR. The City Attorney has resnonded stating that if the
conditions outlined in the State guidelines are met, no EIR is required,
and he read the letter from the City Attorney in its entirety.
Potion was made by Commissioner PHILLIPS, seconded by Commissioner
P.:-XINS, the Planning Commission recommend to the City Council the
AdC)e Creek Lodge Complex land be retained for recreational use only,
and no subdividing be allowed. notion failed by the following roll
call vote:
AYES: Commissioners PHILLIPS, YOUNG, PERKINS.
[IDES: Commissioners BROWN, SCHICK, CARICO, SPENCER.
ABSENT: N0'1E
Commissioner Perkins stated the only reason to change the zoning on
this property is either a mistake was made in the zoning of this land
when the General Plan was adonted, or some condition has changed
40 requiring the zone on this property be changed and he has seen nothing
to indicate either of these conditions has occurred.
Commissioner Carico nuoted the comments made by Councilman McReynolds
when he introduced the amendment to the recreation element of the
General Plan, at the City Council meeting of February 19, 1975.
Councilwoman Miller rebutted the quotes and comments by Commissioner
Carico, stating she was not in favor of the pronosed amendment.
Discussion followed on the proposed change in zoning on the Adobe
Creek Lodge Complex, what the resolution would accomplish, and what
effect the change would have on the property and the Tam.
Motion was made by Commissioner Schick, seconded by Commissioner BROWN,
the recomiended change in the Recreation Elenent of the general Plan
be recommended for approval to the City Council. Potion was carried
by the follouina roll call vote:
AYES: Commissioners YOUNG, SCHICK, CARICO, SPENCER
NOES: Commissioners PHILLIPS, YOUNG, PERKINS
ABSENT: NONE
`, Planning Consultant Hader stated the general Plan shows the Adobe
Creek Lodge Complex land for recreational use. The recommended
amendment to the General Plan does not define the effect on the land
if it were subdivided nor address the question on the need for an

Environmental Irapa t Report. He reviewed the State guidelines concerning
EIRs.
APPROVED NOISE ELEMENT OF THE LOS ALTOS HILLS GENERAL PLAN, AS AMENDED
Assistant Planning Consultant Vlasic stated the Planning Commission, on
January 22, 1975. At that time, the Planning Commission requested the
changes recommended by the Noise Commission be incorporated in this element.
The revised element has been distributed to the Commission for their
review. He reviewed briefly Appendix 5 as it related to both the Noise
Element and the Seismic Safety/Safety Element.
Commissioner Schick reviewed the question of the 1400 -feet of F;nt"ill
Expressway that is inside the Town's limits, adjacent to Adobe Creek.
City Engineer Russell stated the right-of-way of the 1400 -feet in
question is within the Town's limits, but there is some question as to
whether the pavement in this area is within the Town of Los Altos Hills
or the City of Los Altos.
Discussion followed on the question of Foothills Expressway relative
to the Town of Los Altos Hills.
Motion was made by Chairman SPENCER, seconded by Commissioner BROWN, the
Noise Element, as revised, be recommended to the City Council for approval.

Planning Consultant Mader stated the Seismic Safety/Safety Element has
been reviewed by the Planning Commission previously, at which time the
Town Geologist was present and answered questions raised by the Commission
and Staff.
City Manager Crowe stated the mapping of the Town by Town Geologist
Cotton and Kerry Sieh should be ready for review at the second meeting
in April, April 23.
Planning Consultant Mader stated the following changes are recommended.
Page 14, fourth paragraph, second line, between the words "that major",
insert "wide spread". Line three between the words "Town Older", insert
the following sentence, "However, wood frame structures, lacking lateral
bracing, adequate to resist seismic forces, may suffer structural failure.
Any". Line four, omit the word "however". On Page 16, line 12, delete
the word "reasonably", and insert the words "moderate to". On Page 26,

L at the end of the first paragraph add "Stanford University, and in the
summer months, the California State Division of Forestry". In the
second paragraph, line four, insert the word "fire" before the word
"district". In tie third paragraph, line five, after the word "protection",
insert the following, "In addition, the District is dependent upon a
single source of water, Hatch Hetchy. Also, parts of the system may be
subject to failure in the event of an earthquake." In line six, after
the word "process" add, "and the basic problems cited above should be
studied by the district."
After discussion by the Commission and staff concerning the adequacy of
the Town's water supply in the event of a disaster and the need for the
diif2rent water districts to cooperate in providing back-up water supplies
In t`,e event of a disaster or emergency, City Manager Crowe suggested on
Page 28, third paragraph, fifth line, the word "require" be inserted
between the words "to improve", and the word "of' be inserted between
the words "improve the", and the words "system" be changed to "systems",
and he word "dist,ict" be changed to"districts".
To Commissioner Brown's inquiry about the flood hazards along Adobe
Creek, mentioned on Page 22, City Engineer Russell stated the entire
length of Adobe Creek is being mapped by the Coast and Geological Service
and parts of the Creek are being mapped by the Santa Clara Valley Water
Flood Control District, in commection with the Federal Flood Insurance
now available.

Seismic Safety/Safety Element, as reivsed, be recommended to the City
Council for approval. Potion was carried by the following roll call vote:
