MINUTES OF A REGULAR MEETING
Hednesday, April 9, 1975

Acting Chairman William Perkins called the regular meeting of the Planninq
Commission to order at 7:30 pm in the Council Chambers of Town Hall, 2637q
Fremont Road:
A. ROLL CALL:

B. APPROVAL OF MINUTES: March 26, 1975
Commissioner Carico noted that on page 3, first paraqraph, the use of
her name Nice was unnecessary and asked to have the second "Carico"
deleted.
Commissioner Broom requested, on page 1, roll call, that the time of
his arrival be noted as 7:30 pm.
There being no further corrections, the Commission voted unanimously
to approve the minutes of March 26, 1975 as corrected.
C. REQUEST FOR CONTINUANCE:
1. Lands of Morgan, Lots A,B,C, Tract 360q, TH-2013-75, John Riley,
Engineer
City Manager Robert Crave stated that the applicant has reauested
a continuance due to a possible map revision. The City Engineer
suggested that the applicant be given four or five weeks for
continuance.
Commissioner Schick moved, seconded by Commissioner Carico, and passed
unanimously by the Commission, that the Lands of Horgan be continued
to the meeting of May 14, 1975.
D. PUBLIC HEARING:

Acting Chairman Perkins noted that the first item that would be
addressed was the Environmental Impact Report. He also clarified
to the Commission that acceptance of the final EIR signifies the
Commissions belief that the EIR reflects the significant impact
associated with the revised application submitted to the Commission,
and that whether or not the Commission agrees with the final EIR,
it is the document that further discussion will be based on.
Commissioner Brown made a point of order, stating he would like to
make a motion after Staff presentation.
At this time Mr. Vlasic noted that according to the Torras procedure,
the question should be raised whether it is the desire of the Com-
mission to re -open the Public Hearing on this matter, as according
to Town guidelines, before action is taken on a final EIR, re -noticing
must take place. Mr. Vlasic suggested that the Commission re -open
Public Hearings on both the final EIR and the Conditional Use Permit
application, giving Town residents an opportunity for comments on
this matter. He suggested a 30 day period be given for noticing
and subsequent comments.

Co-missioner Caric^ mov^d, secrnded by Cormissioner Yeunn and corrin
inaninously, to agenda the Conditional Use Permit application, NCU-
8004-75 to the meeting of May 14, 1975.
Commissioner Brown moved, seconded by Commissioner Carico, and carried
unanimously, that the mitigating measures proposed in the final EIR
and any other mitigating measures, will be studied by Town Staff and
reported to the Commission at the meeting of "lay 14, 1975.
Before Planning Consultant Tom Vlasic gave the Commission his formal
presentation, he clarified the significance of an EIR by reading
Section 15012 from the Environmental Quality Act Guidelines, which
stated the EIR process was intended to help public decision making
organizations to determine if (1) a project may have a significant
effect on the environment, (2) examine and institute methods to
reduce adverse impacts and (3) to consider alternatives to the
project as proposed.
Mr. Vlasic indicated in his formal presentation on the EIR , the
departures from the draft EIR and the final EIR. The basic impacts
for which comments were received and responded to, concerning traffic,
hydrology, acoustics, sewage disposal, and tennis court lighting.

As analysis on traffic in the draft EIR was not well covered,
the proposed final EIR presented additional analysis on traffic
perpetuated by activities of the proposed country club to
alternative uses of the subject site, particularly the residential
alternative. The analysis compared generated traffic volume
for the proposed project vrs. hypothetical residential use.
The report showed that normal and even special peak hour traffic
could be accomidated on Moody Road, whereas, large company picnics
would clearly create congested conditions on Moody Road.
The proposed mitigating measures included provisions for automobile
entrance into the Club facility during peak hours, discontinuance
of large picnics and events, and measures to implement interior
circulation and parking capacity.
2. HYDROLOGIC IMPACT:
Comments from the Santa Clara Valley k++lter District on the draft
EIR were discussed concerning the flood plain and the need for
extensive back water calculation.
The proposed mitigating measure would reauire the applicant to
E submit calculations in support r.f the hydrologic data submitted
by Public Data Services, Inc., these calculations to be verified
to the satisfaction of the Santa Clara Valley Water District and
the Los Altos Hills City Engineer.
3. ACOUSTIC IMPACT:
Mr. Vlasic commented that the draft EIR does not provide a complete
treatment of the potential impacts on neighboring residential
uses of noise generated from use of country club facilities and
noise generated from traffic traveling to and from the country club.
As this noise has been a source of irritation to neighbors and
the source of many complaints to Town Hall, the following mitigating
measures were proposed.
1. Prohibit exterior amplified sound
2. Limit hours of use of swimming, tennis and food/beverage
service facilities, with particular attention given to
restrictions of early morning and late evening use.
3. Install extensive and relatively dense landscaping between
tennis activity center and property lines to the north,
northeast, and east.
4. Implement traffic control measures to restrict vehicle speed
on site.
4. SEWAGE DISPOSAL IMPACT:
The Santa Clara County Health Department had no objections to the
material contained in the draft EIR, but did make conditions if the
country club is to be a safe and sanitary facility.

Mitigating measures are those proposed by the Santa Clara County
Health Department in the Departments letter dated December 3, 1074.
5. TENNIS COURT LIGHTING IMPACT:
This subject was not addressed in the draft EIR. Investigation and
review of aerial photographs shows that lighted tennis courts are
visible to neighboring residential property.

Mr. Vlasic discussed the Conditional Use Permit, noting that the
applicant had submitted a new application dated April 1, lg75, and
that the applicant had requested that the new application be accepted
as the basic document for discussion, evaluation, and action for the
proposed Conditional Use Permit.
The major components of the +.pnlication, request approval of a CUP to
make use of the property as follows;
1. Operate a non-profit swimming and tennis club on 81.74 acres of the
subject site to be known as Los Altos Hills Country Club. This club
to be used "To provide for the management, maintenance, nrotection,
preservation and development of Los Altos Hills Country Club,
C including its surroundings and environment and to promote the health,
4/ safety and welfare of its members"
The Club will be limited to a maximum membership of 1,nnO families.
Approximately 26 acres will be used for intensive club use and
approximately 64 acres will be maintained as permanent open space
to be used for passive recreation(hiking and horseback riding).
1 acre will be granted to the Town of Los Altos Hills as an ease-
ment for public pathway purposes.
2. One acre will be subdivided to be used for private residential
purposes. (this will require approval of a subdivision application
by the Town of Los Altos Hills)
Mr. Vlasic then described the different activities of the proposed
country club; parking facilities, vehicular entrances to club facilities
and the intended use of said facility. The presentation ended with
a slide show designed to aquaint the Commission with the areas referred
to in the CUP application.
D. NEN BUSINESS:
Commissioner Schick brought up the question of a time limit for Planning
Commission meeting adjournment, noting that the City Council has adoD-
�„ ted an adjournment time of 11:30 pm.
Commissioner Schick moved, seconded by Commissioner Young, that the
Commission adjourn its meetings at 11:00 pm, unless extended by a 70%
vote. Motion passed by the following roll call vote:

ABSENT: Commissioner Phillips
Vice -Chairman Perkins suggested that elections for Chairman be held
at the first meeting in Nay,(May 14, 1975) and that Staff have available
all materials needed for the election.
Vice -Chairman Perkins discussed City Attorney Frank Gillio's letter,
from a previous meeting, regarding State Law requirements for EIR.
Hr. Vlasic discussed the California Environmental Quality Act requirements
and noted that the Environmental Impact Report for the original General
Plan was in compliance.
Vice -Chairman Perkins said the opinion submitted by Citv Attorney Frank
Gillio,regarding EIR requirements,indicated that no further action was
necessary.
There being no further business, the Commission adjourned at ln:ln pm
to their next regular meeting scheduled for April 23, 1975.
