Reel 35 - Side 2 - Tract 1, 001-n63 Chairman Perkins called the regular meeting of the Planning Commission to order at 7:40 pm in the Council Chambers of Town Hall, 26379 Fremont Road: A. APPROVAL OF MINUTES: April 9, 1975 Chairman Perkins noted two corrections he would like to make. Page 2, first paragraph, the words "and that whether or not" in the sixth line should be changed to "and if the Commission agrees". Page 5, fourth paragraph, this phrase should be added after the last word of the paragraph _'necessary ...... if the two conditions were filled'" There being no further corrections, C;,airrian-Perkins declared the minutes of Anril 9, 1975 approved as corrected. It was the consensus of the Commission to change the order of the agenda and to hear item D before item C. D. PUBLIC HEARING: Conditional Use Permit a) Altamont Knolls Stable,25720 Altamont Road, Phillip Zahl, owner, CU -9006-75 Mr. Pastrof gave the Staff report, noting that an additional Condition had been added (06) requiring a 101pathway easement. Mr. Pastrof noted that this easement would link up with the existing easement (Silent Hills Development) to the south-east of the Zahl property. ,4r. Zahl, owner, objected to the 10' easement as it would border on his paved driveway. He also objected to the pathway easement extending to Altamont Road, as it would require a bridge crossing the creek and would subject his driveway to horse traffic. PLANNING COMMISSION - April 23, 1975 Commissioner Young felt the 16' easement was rather harsh and sug- gested a 5' easement for Nr. Zahl and a 5' easement for the adjoining property when it is developed. Mr. Pastrof stated that a five (5') foot easement would require a dog -leg in the south-east corner where it linked up with the Silent Hills pathway easement. Commissioner Young moved, seconded by Commissioner Schick, to approve the Conditional Use Permit for Altamont Knolls Stable, CU-8nn6-75, subject to the 15 conditions set forth by Staff and Condition 16 amended to read Dedication of five (5') foot wide pathway easement parallel to eastern most boundary of property (641.93 feet) and that the pathway easemement would be widened to ten (10') feet for the last ten feet of the eastern most boundary of the property and that a 5' easement be required from the adjoining property. Notion passed by the following roll call vote: AYES: Commissioners Brawn, Schick, Young, Chairman Perkins TIDES: None ABSENT: Commissioners Carico, Phillips Chairman Perkins called for a short recess. C. DISCUSSION STEN: 1. Report on Seismic Investigation by Kerry Sieh Kerry Sieh is a Stanford student working on his Phd. and began this study for the Town in the Spring of 1974. The report gave details of the San Andreas fault line and its Position to the Town. Nr. Sieh showed slides of the damage done by the earth- quake in Southern California, fault traces in the Town and the age and last known activity of any fault in and about the Town. A workshop for the Commission was suggested, so as to study seismic safety with Nr. Sieh, pertaining to building safety in the Town. Chairman Perkins suggested an "in field" workshop, but asked that a written report be submitted before the workshop. Commissioner Young proposed that the Commission thank Nr. Sieh for a well done and informative presentation. 2. Commissioner Schick asked that an index be prepared, shmAnn the elements of the EIR for Adobe Creek Lodge, and where they differed in the Draft, Revised Draft, and Proposed Final EIR. 3. As Commissioner Phillips will not be available for the Variance and Permit Commission meetings until June, Chairman Perkins appointed Commissio,ser Carico as the new Commissioner for the Variance and Permit Commission upon her acceptance. (2) 4w PLANNING COI'VISSION - April 23, 1975 There being no further husiness, Commissioner Schick moved, seconded by Commissioner Young, that the meeting be adjourned.
