B. APPROVAL OF MINUTES:
1. Minutes of an Adjourned meeting - June 26, 1975
There being no corrections, Commissioner Brown moved, seconded by
Commissioner Hillestad, to approve the Minutes of June 26, 1975
as submitted. �btion carried unanimously with Commissioners Proft
and Perkins abstaining.

There being no corrections, Commissioner Perkins moved, seconded by
Commissioner Bram, to approve the Plinutes of July 10, 1975 as
submitted. Pbtion carried unanimously with Commissioner Hillestad.

3. P'inutes of a Regular 7'eeting - July 23, 1975
Commissioner Young noted he had left the meeting by 12:10 pm. There
being no further corrections, Commissioner Brorm moved, seconded by
Commissioner Proft, to approve the Minutes of July 23, 1975 as
corrected. Potion carried unanimously with Commissioner Hillestad
abstaining.
C. APPROVAL OF RULES OF PROCEDURE-:
Commissioner Hillestad stated that as a new member of the Commission
she found the Rules of Procedure very valuable. Commissioner Proft
concurred. Commissioner Hillestad moved, seconded by Commissioner
Perkins to approve the Rules of Procedure as amended by Commissioners
Proft and Brown. -

D. SPECIAL REPORTS:
1. Presentation by ?tr. Kerry Sieh for Tam Geologist:
Commissioner Perkins commended Mr. Sieh on an excellent report.
The Commission questioned ?7r. Sieh on the adequacy of the Town's present
Building Code, set -back requirements for fault zones, and whether any
requirements could mitigate possible structural damage due to future
earth movement.
City Engineer Alec Russell questioned the Commission on the advisability
of restricting a property owner from building within any set back
area of a fault that has not moved for millions of years.
Commissioner Perkins stated it was not necessary to restrict a property
owner from building within any specific fault area, but it is advisable
for the Tam and the property owner to be cognizant of the hazard and
to design his foundation accordingly.
E. CITY CDLNCIL REFERRAL:
1. lands of Jensen, BSA -6047-75, John Riley, Engineer.
(Building Site Approval recommended by Variance and Permit Commission;
referred back to Planning Commission by Council action August 6, 1975)
City Hanger Robert Crowe Gave the background on this property,
stating Council had referred it to the full Commission for clari-
fication on the "waiving" of Ordinance #180 (and the reason for
waiving) and a rare definite means of rectifying the drainage problem.
fir. Pastrof apologized to the Commission for the lack of information
on the property, stating Staff had insufficient time to submit a
report. ?7r. Pastrof stated Staff could give no definite solution
to the drainage problem without prior knowledge of the applicants
plans for building. fie went on to say the use of the word "waiving"
was admittedly a poor choice andsuggested the word "exempt".
Discussion ensued regarding the length and width of the private road
and the access of the adjoining property owners.
fIrs. Jensen, applicant, snoke to the Commission asking why they
were held responsible for a drainage problem that another property
aver had aquired.

Fur. John Riley, Engineer for the applicant, took this opportunity
to request relief from Condition 6B (a) of the approved Staff
conditions (Los Altos Fire Protection District) which requires a
20' emergency access easement. ?ir. Riley suggested a 20' hammerhead
turnaround strip as an alternate.
Commissioner Young stated four merLers of the Commission had no prior
knowledge of this property (BSA's are normally handled at Variance
and Permit Commission level) and found it difficult to partake in a
discussion with insufficient material to work from.
Discussion ensued concerning the drainage problem with the City Engineer
noting that any placement of additional impervious surface (which is
inevitable for any building) will increase the run-off below. Suggested
mitigating measures included dry -wells, fanning -out, and utilizing the
1 1/2 acres of excess property to divert some of the run-off. Staff
recommended deferring any specific mitigating measures for the drainage
problem to Site Development, as any decision prior to evaluation of the
building plans would be less than best information available.
Commissioner Young moved, seconded by Commissioner Hillestad, that
further consideration on this application be deferred to the next
regular meeting of August 27, 1975 and Staff is directed to bring
Commission up to date during the interval. Motion carried unanimously.
F. NEW BUSINESS:
Chairman Carico stated Council has requested Commission to research and
advise Council on purchasing the 62 1/2 acres of the Palo Altc Unified
School District property. Chairman Carico appointed Commissioners
Proft, Young, and Schick as a sub -committee to investigate the possible
purchase and give their report at the next Planning Commission meeting.
The Chairman also submitted material to the Commissioners on Phase I of
the Regional Housing Element, stating the mayor had suggested the
Commission attend a ABAG seminar in Oakland on September 5, 1975 to
discuss this material. Chairman Carico appointed Commissioners Hillestad,
Brown and Perkins as a sub -committee to hold a study session on this
material and report back to the Commission at the next Planning Commission
meeting. The consensus of the Commissioners was to review the material,
attend the seminar in Oakland and discuss the material after the seminar
on September 10, 1975.
Commissioner Perkins questioned Staff on Conservation Easements as
discussed at the Planning Commission meeting of August 13, 1975, noting
there was a discrep ncy in the Tour Codes, as the State Code referred
to Open Space and the Town, to Conservation Easements.
There being no further business, Commissioner Proft moved, seconded by
Commissioner Yong and carried unanimously, to adjourn this meeting of the
Planning Commission at 10:20 pm.
