HomeMy WebLinkAbout09/10/1975PLANNING COMSSION Tam of Los Altos Hills 26379 Fremont Road Los Altos Hills, California Minutes of a Pegular Meeting Wednesday, September 10, 1975 Reel 39, Side 2, Tract 1, 001 to 368 Chairman Carico called the regular meeting of the Planning Commission to order at 7:45 pm in the Council Chambers at Town Hall, 26379 Fremont Road: A. ROLL CALL: Present: Commissioners Proft, Schick, Young, Perkins, Hillestad, Brown, Chairman Carico Absent: None Staff: City Manager Robert Crave, Planning Secretary Kate Tenney B. APPROVAL OF MINUTES: August 27, 1975 Page 4, first line, Commissioner Schick asked that her name be substituted for "The Commission'. Commissioner Proft asked to have the following motion included in the minutes on page 4: "Commissioner Proft moved that the notion bo amended to include the following, condition: The portion of the easterly boundary line of Parcel 2, from the southern tip of the flag to the southern boundary line of Parcel 2, be moved 20' to the east. Attion died for lack of a second." Also, on page 1, second paragraph, Commissioner Proft noted an error in line 2, the "R" for Pules of Procedure is missing. Paga 5, first paragraph, Chairman Carico asked to add this definition for "Trails, Paths and open Space": 'lie need a clarification on our Town Zoning as controlled by the Federal and State Governments, the Mid Peninsula Regional Park District and local County Committee on Trails, Paths and open Space. Commissioner Perkins moved, seconded by Commissioner Young„ to approved The Rlinutes of August 27, 1975 as amended. Motion carried unanimously. C. PUBLIC REARING: Conditional Use Permit 1. Lands of Westwind Farms, Altamont near Black Mountain Road, Paul Nsuack, Engineer, Cornish and Carey, Agents, CUP -8008-75 (ref: Staff memo, Ken Pastrof, City Planner dated 9-5-75) City ?Inager Robert Crowe gave a brief background on the subject property, noting that the condition directing removal of cooking ` PLAMJING COMUSSION - September 10, 1975 � r (Conditional Uce Pcrm.it, cont.) facilities and sinks for the secondary dwelling, had been accomplished. Commissioner Young requested the CUP Town file on the subject property include a map, signed by the Engineer, showing the dimensions of the lot. As the applicants agent, !urs. Penney King had no comments, Commissioner Perkins moved, seconded by Commissioner Young, to recommend to Council approval of the Conditional Use Permit for Westwind Farms, CUP - 8008 -75, with the conditions as proposed by Staff. Pfotion carried by the following roll call vote: AYES: Commissioners Proft, Young„ Schick, Brown, Hillestad, Perkins and Chairman Carico NOES: None ABSEIT: None D. NEW BUSINESS: Commissioner Proft introduced a motion directing Staff to co M,, a list of all the Non -Conforming uses within the Toon of Los Altos bilis. As [ the dead -line of January 26, 1976 was fast approaching, Commissioner Proft felt the Town should be prepared for the upcoming termination date for these uses. Discussion ensued regarding the termination date as stipulated in the General Plan and the cost that would be involved to research and compile such a list. City Manager Robert Crowe stated that if in fact the intent of the Ta4n was to terminate all non -conforming uses by January, 1976, there were a number of different approaches to the problem of locating these uses: one would be to investigate each property in the Town (a costly enterprise), another would be to investigate only those properties reported to have non -conforming uses. Commissioner Perkins noted that if a survey of the Town was done, and a list of violaters compiled, the Town would be forced to deal with each and every one, regardless of the purpose of the use. W. Crowe advised the Commission that Council was aware of the problem under discussion and it was a matter of priorities. Commissioner Proft yielded his motion to Commissioner Perkins, who moved that the Commission express to the Council it's concern about the Non -Conforming uses being terminated on January 26, 1976, as there are many problems associated with this termination that we are aware of. We uequest Council to advise us of action to be taken in order to make this `r+ termination of Non -Conforming uses a smooth one. Motion was seconded by - 2 - PLANNING MTIISSION - September 10, 1975 (New Business, cont.) Commissioner Young and carried by the following roll call vote: AYES: Commissioners Proft, Brown, Schick, Young, Perkins, Hillestad and Chairman Carico NOES: None ABSENI:None E. MIMI= REPORTS: ABAG Regional Housing Element Commissioner Hillestad read a brief report on the Regional Housing Element by ABAC. Commissioner Perkins requested the Chairman to give explicit directiocs to the Committee as to the intent of the final Committee report. Chairman Carico appointed Commissioner Hillestad as Chairman of the Committee, with the committee's approval, and directed the Committee to "Review the ABAG report and other material the Committee has received (League of California Cities Bill which is going to be presented to the State Legislator), with a view toward producing a critique which would include an analysis of goals and objectives stated in the report t as they would apply and effect Los Altos Hills". li 'Caere being no further business, Commissioner Schick moved, seconded by Commissioner Brown to adjourn the meeting at 9:05 pm to the next adjourned meeting of the Planning Commission scheduled for September 11, 1075 at 3:30 pm.
