A. ROLL CALL:
Present: Commissioners Brom, Schick, Young, Perkins, Hillestad,
Proft, Chairman Caries
Absent: None
Staff: City Manager Robert Crowe, City Engineer Alec Russell,
City Planner/Building Inspo for Ken Pastrof, Planning.
Secretary Kate Tenney
B. APPROVAL OF RIIMTIES: August 13, 1975
`, The Chairman noted that the date on Page 1 should be August 13, 1975
and Commissioner Schick noted a vote was not shown for the motion on
the Rules of Procedure. (the vote should be unanimous)
In her memo of 8-20-75 to the Commission, Commissioner Schick requested
the addition of a clause in the ules of Procedure requiring a retiring
Commissioner to return all pertinent material in his/her possession to
the Town Hall. The majority of the Commission voted in favor of the
additional clause with Commissioner Young opposed.
There being no further corrections or additions to the minutes,
Commissioner Perkins moved, seconded by Commissioner Brom and carried
unanimously with Commissioner Schick abstaining, to aopmve the minutes
of August 13, 1975 as corrected and amended.
C. CITY COUNCIL REFERRAL:
1. LAMBS OF JENSEN, John Riley, Engineer
(ref: Staff memos of 7-1-75, 8-11-75, and 8-22-75, Ken Pastrof,
City Planner)
Ar¢'. Pastrof stated Staff had nothing further to add to the information
submitted to Commission.
Mr. John Riley, Engineer for the applicant, requested that the
Commission remove Condition 6B (a) of the Staff conditions as
approved by Commission and recommended to Council. Mr. Riley
thought that this was an unreasonable request and offered a 20

hammerhead turnaround as an alternate.
Commissioner Perkins stated he felt the Commission would be making
a mistake if they agreed to this hammerhead turnaround easement.
Discussion ensued regarding the rationale behind the Fire District's
requirement. City Manager Robert Crowe brought the Commission up
to date on the actions taken so far concerning this property.
Commissioner Brown moved, seconded by Commissioner Young, to
recommend to Council building site approval for Lands of Jensen,
BSA -6047-75 with the same conditions as recommended by the Variance
and Permit Commission with the exception of Condition 6A (b) and
6B (a) which should be deleted and the substitution of a condition
requiring the construction of a hammerhead turnaround for emergency
access. The turnaround shall be 20' on the northern and western
boundaries of the property and construction to be to the satisfaction
of the City Engineer. Motion carried by the following roll call vote:
AYES: Commissioners Brown, Proft, Schick, and Young
NOES: Commissioners Perkins, Hillestad, Chairman Caries
ABSENT: None
Mrs. John Hettinger, 13372 Priscilla Lane, asked the Commissioners
to re -open the Public Hearing for Lands of Jensen, to give her an
opportunity to speak.
Commissioner Proft moved, seconded by Commissioner Perkins, to re -open
the Public Hearing for Lands of Jensen for discussion. The consensus
of the Commission was in favor.
Mrs. Hettinger spoke as a member of the Horseman's Association re
Condition N7, asking when the path would be constructed and who
would be responsible for construction.
City Hanager Robert Crowe responded that the path would be constructed
by the Town when and if an easement was secured as stipulated in
Condition V.
D. REQUEST FOR EXEMPTION FROM THE MORATORIUM:

Drive, Kangus, Foulk F, Associates, Engineers, Inwood Corporation,
Developers.

Mfr. Pastrof stated Staff had no further comments to add to the Staff
memo submitted to Commission.

Mr. Bill Crowell of Inwood Corporation, agent for the applicant,
explained his client's reason for requesting Exemption.
Since this was the second request for exemption by this owner, the
Commission questioned Staff as to the reason for denial the first
time.
Staff responded by noting the first request was for a 5 lot sub-
division and the present request is for a 2 lot subdivision, adding
that the previous request was denied as the result of the excessive
grading and tree removal that would be necessary for development.
Commissioner Young moved, seconded by Commissioner Perkins, to
recommend to Council exemption from the Subdivision Moratorium for
Lands of Jesus Christ of the Latter Day Saints with the restriction
that Parcel 2 be restricted from further subdivision until the Mora-
torium is lifted. Motion carried unanimously.
E. PUBLIC 1EARING:
1. LANDS OF BROINJ/IMB, Tentative Subdivision Map k 2018-75, Elena near
Natoma, Sandis and .Associates, Engineer, 3 lot subdivision

P�. Pastrof stated Staff had no further comments to add to the
memo submitted to Commission except that there had been a minor error
in the preparation of the map and the Engineer, *Ir. Humber, had
agreed to correct the map. (map to be verified and signed by the
Chairman of the Planning Commission)
Commissioner Perkins questioned the accuracy of the slope density
calculations submitted to the Commission.
(Ed. note: the correct procedure for calculating the slope density
calculation had been incomplete)
Commissioner Proft suggested that in the future all slope density
calculations be simed by the Engineer preparing them and certified
for accuracy by the City Engineer.
Discussion ensured regarding the length of the drainfield and return
line requirements for Parcel 3 and also the inclusion of Parcel 1
in the 30' street dedication on Elena.
The Commission questioned Staff on the advisability of requiring a
Conservation Easement for Parcel 2 to protect the stability of the
slope. Staff defined the Conservation Easement vs the Slope Control
kw Easement, recommending the slope control easement as a means of
restricting any activity on the steep slope of Parcel 2. Commissioner
Perkins suggested a 50' easement along the creek line.

The Commission questioned Staff on the possibility of Parcel 1
sharing the cost of the water system needed for development of
Parcels 2 and 3.
Commissioner Perkins moved, seconded by Commissioner Young, to
recommend to Council approval of the Tentative Subdivision map
for Lands of Brawn/Hubb, TPI -2018-75, subject to the Staff conditions
1 thru 17 and 18 thxu 20 (fees) and that condition 12 be modified
to include Parcel 1 in the 30' vehicular dedication adding that the
Slope Density Calculations concerning Parcels 2 and 3 will be
reviewed by the City Engineer and if found to be in error this matter
will be referred back to the Commission. There shall be a Conservation
Easement for a minimum of 50' from the creek line of Parcel 2 (in an
easterly direction) with the exact location to be determined by
Staff . Motion carried by the following roll call vote:
AYES: Commissioners Brown, Young, Perkins, Chairman Carico
NOES: Commissioners Schick, Proft, Hillestad
F. NEW BUSINESS:
Neither the Commission or Staff had any new business.
G. COMTTEE REPORTS:
Cmmissioner Schick pave a preliminary report on the Town owned land,
stating that the Town of Los Altos Hills owns:

Byrne Park Reserve, 75.72 acres at a cost of:
$125,000.00
2.
Purissima/Viscaino land, 9.09 acres at a cost of:
33,000.00
3.
Edith/Fremont land, 1 acre at a cost of:
no cost
4.
O'Keefe land, 8.124 at a cost of:
21,000.00
5.
Rhus Ridge/Pbody Road land, 1.19 acres at a cost of:
no cost
6.
Land adjacent to Adobe Creek Lodge and
Rhus Ridge, 4.45 acres at a cost of
no cost
7.
Land at the end of Byrne Park Lane, 2.035 acres
at a cost of:

Commissioner Young submitted a brief report on Open Space that can be
used as a basis for measuring the requirements for obtaining Open Space
within the Town.
Chairman Carico stated the Commission would hear a final report from
the sub -committee on Open Space after the Commission receives a letter

from the City Attorney clarifying Trails, Paths and Oren Space within the
Tam.
There being no further business, Chairman Carico adjourned the meeting of
the Planning Commission at 10:26 pm to the next regular meeting scheduled
for September 10, 1975.
