P^LL CALL: Present: Co-missionars Brown, Hillestad, Perkins, proft, Young, Chairman Schick. Absent: Chairman Carico Staff: City Manager Robert Crocie, City Ennineer Alex Russell, Town Planner Ken Pastrof, Deputy City Clerk Norma Hislop R. Aopr:011AL OF rIMUTES: "ovenber 12, 1975 Commissioner grown requested that the r.,iords "without prejudice" be added to the motion on oage 3, paragraph 7, to clarify the record. There being no further corrections, !amnissioner Young moved, seconded by Commissioner Brown to approve the riinutes of November 12, 1975 as corrected. ,Potion carried unanimously with Commissioner Perkins abstaining because of his absence from that meeting. C. NTLIC HEARINGS: 1. LAMS OF STOITBROOK, File '#712028-75 - Request for Tentative Mao approval, Brian-Kangas-Foulk, Engineers: Mr. Pastrof noted that on nape three of the Staff Report, there was a typographical error and requested the Commission to eliminate the second 1113 which appeared under "STAFF MOTE. City Engineer Alex Russell informed the Commission that the slope density calculations submitted by the Enrinecr were incorrect in that Stonehrook goad had been included in the length o` the contours. He corrected the figures for the Commission,. Commissioner Hillestad inquired as to i•ihether a Commission representative had been nresent at the Subdivision Committee meeting, and she requested that Staff include the name of the Commissioner in the Staff Report so that some of the queotions Ct nissioners might have might he answered by that person. Discussion ensued between Staff and Commission regarding the fact that the road in the subdivision was half -public and half -private. i1r. Russell pointed out that there vire many roads within the Tolin which were the same, including Fremont Road in front of Town Hall. The Commission so agreed. Mr. pill Kroll, Inwood Corporation, stated that he was in agreement with the conditions as recommended by Staff, but requested clarification of the Path easement requested since the one easement requested did not go anywhere and was located on a private road. He requested that the path be put in as out- lined on Page ^, of the Staff Renorts. Pers. Cindy Hettinger, Pathway Committee representative, addressed Commission on the easements recommended for subject property. Sneakinq from the Flo(jrconcerninn Pathwav Condition: Mr. Stanley Peterson, Prospect Road. Mr. Navnard Stevenson, Prospect Road. Following are the Conditions listed numerically and actions taken by the Commission on them as recommended by Staff: Conditions 1 a), b), c), 2, 3, 4• Concensus of agreement. Condition 5: Concensus of agreement after Hr. Pastrof pointed out that drainage problems would he handled at the Site Development level. Conditions 6, 7, 8, 9: Concensus of agreement. Condition 11: Commissioner Young moved, seconded by Chairman Schick to recormend the name Stonebrook Court to the City Council. Motion carried unanimously. Condition 11: Concensus of agreement after Mr. Pastrof explained that the matter of the turn -around would be handled at the development of Parcel 2. Condition 12: City Hawer recommended the Commission recommend a 30' road dedication. After much discussion, consensus was to accept Condition 12 as recommended by Staff. Condition 13: Commissioner Hillestad moved, seconded by Commissioner Young to construct a Type I A natural Path five foot (5') within a ten foot (10') easement in- side the property line, along the east side of the property fronting Stone - brook Avenue, and on the north side of the property fronting the private road after the deducation as per Condition 12, Motion carried unanimously by roll call vote. Condition 14: Chairman Schick moved, seconded by Commissioner Hillestad, to channe the wording in the condition to re'id as follows: "As concurred to by applicant, trees, etc....... Trees to be agreed to by applicant and Town Planner." Motion carried unanimously. Condition 15: Concensus of agreement. Condition 16: Concensus of agreement after Mr. Pastrof noted that the same condition would be placed on Parcel N2 when it was ready for development. Commission so agreed. V PLRN2IIN8 COMMISSION ML!UTES - November 25, 1975 NEW BUSINESS (Continued): 2. Commissioner Young: Requested that the Chairman of the Planning Commission approach the Mayor and ask that the Planning Commission representative to the Council Meetings be seated in a position that was more comfortable, and possibly on the same level as the Council. He noted the crowded conditions of the Staff area, the difficulty in seeing the Council, and said that prior to the building of the new Chamber, the Planning Commission representative had been seated with the Council. Motion was made by Commissioner Hillestad, seconded by Commissioner Youna and unanimously carried by roll call vote to request the Secretary to prepare a letter for the Chairman's signature requestinn a more prominent seat for the Planning Commission representative at Council meetings. 3. Commission Representative to Council Meeting: Mr. Crowe noted that Commissioner Proft would be the representative to the City Council meetings of December 2nd and December 3rd. E.
