Chairman Young called the Regular Meeting of the Variance and Permit Commission
to order at 6:30 P.M. in the Council Chambers of Tam Hall:

Chairman Younn requested that the spellinn of Mr. Hunhscaly's name on pane 3,
Line 5 be corrected.
There beinn no further corrections or amendments, the !iinutes of November 25,
1975 were annroved as corrected above.

1. U":PS OF STEM171, File '#BSA6060-75, Sandis '. Assoc., Engineers:
Town Planner Ken Pastrof explained that since the last meeting, a record
of a PGPE easment on the subject property had been received by the Staff.
City Engineer Alex ..ussell informed the Commission that this was not a
recorded document, but contained in a Meets and Bounds description. He noted
that this was the only easement made available to the Tot<"t either recorded
or unrecorded for this property.
Commissioner Proft expressed concern over the present drainage nroblem, as
hell as the notential drainage problem on this proverty, and Mr. Pastrof
assured him that this matter would be addressed at the Site Development
neetinpsr hoievnr; that additional conditions to mitigate any problems could
he imnoseA at this time if it was so desired.
Discussion centered around the road dedication Staff had recon nended, with
"'r. Pastrof showing possible future development in the area and alternate
clans for ingress and egress which might he considered. In response to
Chairman Young's question, Nr. Uallace Stegner, owner of the property,
stated there ,as no formal agreement as to the maintenance of t!,e private
read, but that the road had existed for over thirty years and there ha•i
m=ver been any problem in its maintenance by the neighbors.

Nr. Barr, Three Forks Lane, and Ir. Stenr+er addressed the Co-rlission con-

After further aiscsssion between Commission, Staff am, 'iii--r''s Fnnineer,
ronmissioner Proft corriented that he could see some 'problems rarer nossihie

Three Fors area and felt the entire Planninn Coexnission s"ould be tahinn a

stating that he had been worl:inq .J th. Staff and planned on the minimum
cut on fill based on the soils report. Ile said he was �Illinq to work
further with Staff and the soils Fnoineer, and was in accord with the
Staff Report presented.
Commissioner Proft moved, seconded by Commissioner Brown and unanimously
carried by roil call vote to recommend apnroval of the request for building
site approval, LANDS OF 71ISMG11CHI. File 161193-711, suhiect to tl:e conditions
recommended by Staff contained in the Staff Report dated necrmber n, 107,
and that the property be declared catenorically exennt from the requirements
of the California Environmental Quality Act.
