HomeMy WebLinkAbout02/11/1981PLANNING COMMISSION Town of Los Altos Hills ` 26379 Fremont Road Los Altos Hills, California MINUTES OF A REGULAR MEETING Wednesday, February 11, 1981 Reel 91, Side II, Tract II, 297 -End; Side I, Tract I, 000 - The meeting of the Planning Commission was called to order by Chairman van Tamelen at 7:45 p.m. in the Council Chamber of the Town Hall. A. ROLL CALL: Present: Commissioner Carico, Dochnahl, Kuranoff, Lachenbruch,Stewart, vanTamelen Absent: Commissioner Rydell (excused absence) Also Present: Assistant Planner Pat Webb; Secretary Leslie Penfold ( B. CONSENT CALENDAR: The Minutes of January 28, 1981 were removed from the Consent Calendar and placed on the Agenda under "Old Business", for discussion by Commissioners. C. REPORT FROM VARIANCE AND PERMIT COMMISSION: Commissioner Kuranoff reported that the variance request for an encroachment into .the rear yard setback for the Lands of Ramirez, was denied without prejudice. D. PUBLIC HEARINGS: 1. Lands of Abrahams, File NTM 15-80, Natoma Road, Dexter D. Ahlgren, Engineer, Acceptance for filing Tenatitve Map and Request for Recommendation of Approval for Tentative Map and Negative Declaration, Ms. Webb, referred to Mr. Carlson's staff report dated February 4, 1981, she indicated that the applicant was before the Commission in September to request Conditional Exception for three (3) lots, the request was denied. The applicant is now asking for two lots. Items peculiar to this subdivision are: 1) Private Road Name; 2) Right of Way Dedication; 3) Paths, as stated in the February 4, 1981 staff report. Commissioners discussed with Ms. Webb the following: existing wells and house, right of way and cul-de-sac bulb, fence height limit, and the private road name. The Public Hearing was then opened. Mr. Carl Munsey, 2557 Dumbarton Drive, San Jose, noted that the name of the private road, "Simons Lane" meetswith applicants approval, a fence requirement on Natoma and possibly along the private road would be agreed ` to by the applicant, the only concern is with the private road path. Mrs. Mary Stutz, Pathway Committee, indicated that at the time of the Site Approval for the Lands of Abrahams, File NSA 3-80, the pathway committee was told they could ask for the pathway up to the end of the cul-de-sac at the time of Tentative Map. This path would be only for pedestrian access. PLANNING COMMISSION MINUTES OF FEBRUARY 11, 1981 PAGE TWO Lands of Abrahams (continued) This path would be primarily for the use of the property owners on the cul-de-sac. The Public Hearing was then closed, and Commissioners began discussion on the Conditions. It was passed by consensus to add Condition 4.B.to read as follows: CONDITION 4.B. The existing well on Lot 2, shall be sealed in accordance with the Santa Clara Valley Water District Standards. It was passed by consensus to add Condition S.C.to read as follows: CONDITION S.C. Paths shall be separated from paved roadway by six feet (61) or more wherever topography allows. It was passed by consensus to amend Condition 6.A, as follows: CONDITION 6.A. The owner shall improve the private road to Town Standards with the exception of berms or curbs, with the approval of the City Engineer. It was passed by consensus to amend Condition 7.B. as follows: CONDITION 7.8. The owner shall execute a road maintenance agreement for the private turd, subject to approval by the City Attorney. Conditions 7.C. and 7.D. were added by consensus to read as follows: CONDITION 7.C. All existing structures shall be removed from setback lines prior to Final Inspection of residences for either lot. CONDITION 7.D. Fences located on the Natoma Road and Private Road right of way lines are subject to the following height limits: 1) three feet (31) for fences composed of more than 50% opaque material (when viewed perpendicular to the fence) 2) four and one half feet (41z1) for fences composed of not more than 50% opaque materials. �j v&fS' The maximum height of the fence increases with distance from the 4Q4 ----- 14 a at the rate of one foot (11) of height for each ten feet (10') of dista �tb e!iii case may a fence exceed a height of six feet (61) between the exeuca;e and the structural setback lime. MOTION SECONDED AND PASSED UNANIMOUSLY: It was moved by Commissioner Kuranoff and seconded by Commissioner Dochnahl to approve the Negative Declaration for the Lands of Abrahams, File STM 15-80. MOTION SECONDED AND PASSED UNANIMOUSLY: It was moved by Commissioner Kuranoff and seconded by Commissioner Stewart to approve the Tentative Map for the Lands of Abrahams, File NTM I5-80, with Conditions of Approval as amended. E. OLD BUSINESS: 1) Proposed Secondary Dwelling Ordinance Commissioners discussed the proposed ordinance and made minor changes. PLANNING COMMISSION MINUTES OF FEBRUARY 11, 1981 PAGE THREE Old Business: (continued) Commissioner vanTamelen felt the purpose statement needed further clarification, and will return with changes at the next Planning Commission meeting. It was passed by Consensus to continue this item for a workshop meeting. 2) Minutes of January 28, 1981: The minutes were amended as follows: On page four, under the Lands of Los Altos Hills: I MOTION SECONDED AND PASSED UNANIMOUSLY: It was moved by Commissioner Stewart and seconded by Commissioner Dochnahl to report to the City Council that the acquisition of the Palo Alto School Site located adjacent to Page Mill Road, opposite Page Mill Road/Alexis Drive/Paseo Del Roble intersection, conforms ' with the General Plan, provided the use entails a twenty (20) lot subdivision, with the purpose of subdivision for single family residential lots in the development that is sensative to the area, which has at least twenty-five (25) acres of conservation easements and open space preservation easements distributed ' amongst the twenty (20) lots of the subdivision. 3) Minutes of January 28, 1981: Lands of Oskay, page three, first paragraph, ' second sentance was amended as follows: Commissioners felt it woppld be necessary for Mr. Oskay to implement a landscape plan 4e approval by the Planning Commission prior to approval of the Conditional Use Permit. Commissioner Stewart reported that he and Ms. Webb met with Mr. Oskay to review the Conditional Use Permit and the landscaping needed to be accomplished. Commissioners received a letter dated February 3, 1981, to Mf. Oskay, from Ms. Webb and Mr. Stewart, indicating to Mr. Oskay the items in particular that needed to be completed prior to approval of the Conditional Use Permit. Mr. Oskay was given ninety (90) days to comply. 4) Palo Alto Specific Plan: Commissioners discussed this subject and felt it is now time to act on this matter. After a brief discussion, it was decided that Commissioner van Tamelen would contact Mr. Joe Seiger, (the head of the citizens committee), and report back to the Commission as soon as possible. F. NEW BUSINESS: 1) Commissioners discussed the lack of a sufficient horse trail on Arastradero Road, Ms. Webb was informed to check this situation with Mr. Carlson when he returned from his vacation. 2) Possible Workshop Meeting for February 25, 1981: Commissioners discussed the possibility of holding a workshop meeting at the next Planning Commission meeting, to discuss standing committees and other related concerns of the Commission. 3) Architectural Review: Commissioners felt a citizens committee was necessary to get this subject going, the following commissioners will also serve on the committee: Commissioners Kuranoff, Rydell and vanTamelen.
