MINUTES OF A REGULAR MEETING
Wednesday, June 10, 1981

The meeting of the Planning Commission was called to order by Chairman Rydell
at 7:30 p.m. in the Council Chambers of the Town Hall,
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Commissioners Carica, Dochnahl, Lachenbruch, Rydell & Stewart
Absent: Commissioners Kuranoff & vanTamelen
Also Present: John A. Carlson City Engineer/Planner;
Planner; Leslie Penfold Secretary
B. CONSENT CALENDAR:
The Planning Commission minutes of May 27, 1981 were removed by Commissioner
Carica for discussion of a Motion made on page three, first paragraph.
MOTION SECONDED AND PASSED: It was moved by Commissioner Dochnahl and
seconded by Commissioner Lachenbruch to approve the minutes as is.
PASSED BY CONSENSUS: It was moved by Commissioner Stewart and seconded
by Commissioner Dochnahl to approve the remainder of the Consent Calendar,
namely:
1. Setting Public Hearing for June 24, 1981:
a. Lands of Ayer, Site Approval, File #SA 4-81
D. REPORT FROM CITY COUNCIL MEETING OF JUNE 3, 1981: Commissioner Stewart
reported that the City Council approved Final Map for Lands of Burdick;
Tentative Map for Lands of Taaffe and discussed public safety.
E. PUBLIC HEARINGS:
1) Lands of Widman, File #TM 13-80, 26971 Moody Road, Saudis & Associates,
Engineer, Request for recommendation of approval of Negative Declaration
and Tentative Map.
Mr. Carlson referred to his staff report of June 3, 1981, regarding the
Negative Declaration, noting a review had been completed on the proposed
project that determined the project will not have a significant effect
upon the environment.
The public hearing was then opened.
4 Mr. John Meadows, 26873 Moody Road, concerned with drainage, erosion and
slippage, as his lot is downhill on a steep terrain from the proposed sub-
division.

4 Mr. Tim Saudis, Engineer, noted in regard to the Negative Declaration, the
grading and traffic amounts are minimal in comparison to other subdivisions.
The public hearing was then closed.
MOTION SECONDED AND PASSED UNANIMOUSLY: It was moved by Commissioner Carico
and seconded by Commissioner Stewart to recommend approval of the Negative
Declaration to the City Council,
Mr. Carlson reviewed his staff report of June 3, 1981, noting there are three
items of interest to this subdivision: 1) existing cottage, (.secondary dwelling);
2) driveway; and 3) steepness of the land. He also noted the Pathway Committee
is requesting a 20' easement along Moody Court and a 10' easement along Moody
Road with a Type IIB path installed along Moody Road.
Two letters dated, "Received June 10, 1981" were delivered to the Commission;
one from Mr. Meadows regarding an existing use for access to his residence
that is now apparently over the Widman property; and one from Mr. Sturm which
indicated the new established property line on Widman land, has denied Mr. Sturm
use of an existing turnaround. Both Mr. Meadows and Mr. Sturm would like
easements over Widman's property for these uses. Commissioner Rydell noted
these items should be handled between the neighbors and not at the Commission level.
Commissioners discussed the location of conservation easements over the Widman
property, there were several locations indicated, but no definate location was
decided on.
6V The public hearing was then opened.
Mr. Tim Saudis, Engineer, suggested a proposal for the drainage problems, by
constructing a ditch on the uphill side of the Meadows property, the storm
water would be carried down to Moody Road.
Commissioner Stewart was concerned with the proposed driveway and the amount
of grading to the land. Mr. Sandis informed commission that there would be
7Y of fill and practically no cut involved in the new driveway.
MOTION FAILED DUE TO LACK OF SECOND: It was moved by Commissioner Lachenbruch
that the matter of access should be handled between Meadows and Widman, it is
clearly a private matter. Commissioner Rydell agreed.
Mr. John Meadows, noted along the driveway there is a large amount of debris;
consisting of logs and brush, he felt this was an eye -sore and fire hazard, and
requested that the Commission take action.
Mr. Paul Sturm, 27070 Sherlock Road, noted the new property line on Widman's land
has denied him a use he has had for many years for turnaround purposes, he requested
that the Commission,as part of the subdivision grant an easement for this use.

Mr. Sandis, referred to the Conditions of Approval, noting they are acceptable,
and questioned if it will be a requirement to remove the existing cottage.
Commissioner Lachenbruch indicated it should be included in the Conditions that
the unsightly debris near the Widman boundary be cleaned -up.
The public hearing was then closed.
MOTION SECONDED AND APPROVED UNANIMOUSLY: It was moved by Commissioner Dochnahl
and seconded by Commissioner Stewart to continue the Lands of Widman, for con-
sideration of engineering statistics and legal opinion from the City Attorney
regarding the driveway.
Commissioners requested the driveway location be flagged so they can see the
exact location on the property. They also requested the City Engineer check
further into the drainage, location of conservation easement and the impact
of the new driveway.
2) Lands of Matadero Creek, File #TM 1-81, Page Mill Road at Alexis Drive, Nowack &
Associates, Engineer, Request for recommendation of approval for Negative Declaration
and Tentative Map.
Mr. Carlson noted the first item for consideration is the Negative Declaration, noting
an Environmental Checklist was completed on May �6, 1981, Exhibit #11 of the June 5,
1981 staff report. There are four potential environmental impacts, Mr. Carlson
prepared recommended mitigating measures for these four items. Staff is recommending
approval of the Negative Declaration with mitigating measures outlined in Exhibit #11
of the June 5, 1981 staff report.
The public hearing was then opened.
Mrs. Elsa Poring, 27744 Via Ventanna, felt a formal EIR should be prepared for
the property, mainly for study of ground water.
Mr. Peter Wallace, 27975 Via Ventanna, felt a focused SIR should be required
to address specific items. He would like to see the subdivision re -designed around
EIR report, relative to wildlife and human aspects.
Mr. Critzer, 13385 Country Way, concerned with drainage and screening to lessen
visual impact.
The public hearing was then closed.
MOTION SECONDED AND APPROVED UNANIMOUSLY: It was moved by Commissioner Stewart and
seconded by Commissioner Carico to recommend approval of the Negative Declaration
to the City Council.
Mr. Carlson, noted there are two motions to be adopted: 1) Approval of Tentative Map,
and 2) Declaration of Restrictions. Mr. Carlson referred to his staff report of June 5,
1981, giving a detailed background of the land, location, setting, soils and geologic
conditions, traffic and layout design.
Mr. Richard Schodt, Architect, gave a detailed slide presentation on each individual
lot in regard to development, open space and conservation easements, views on and
off site and retaining walls for the proposed street.

l Mr. Frank Saul, 27977 Via Ventanna, expressed appreciation to staff and
�I commission on the development of the property.
Mr. Peter Wallace, 27975 Via Ventanna, felt the retaining walls should be
kept to a minimum.
'Mrs. Irma Goldsmith, 27330 Elena Road, expressed her appreciation to staff
` and Commission for their good work, noting this subdivision will be historically
significant and a model for others to use.
Mr. Walter Babbitt, 27911 Via Ventanna, felt the staff and Commission addressed
all concerns of the citizens and appreciated the work.
The public hearing was then closed.
' Commission discussed Mr. Carlson's proposal of development limitation, as noted
in staff report dated June 5, 1981. Mr. Carlson chose column 3, it being a compro-
mize between columns 2 and 4, (column 2 is less restrictive and column 4 the most
restrictive for development area
MOTION SECONDED AND PASSED: It was moved by Commissioner Dochnahl and seconded
by Commissioner Lachenbruch to adopt Column 04, page 16 and 17 of the June 5, 1981
staff report.
Commission discussed the use of tennis courts on individual lots or publicly owned

court(s) for the whole subdivision. Commission discussed the idea of having a
` public maintained tennis court located on the Purissima Hills Water land for use
only by owners within the subdivision.
MOTION SECONDED AND PASSED: It was moved by Commissioner Lachenbruch and seconded
by Commissioner Stewart that the Planning Commission would be happy to study a
proposal by the Town to include tennis courts for the use of residents of they,
subdivision, provided: 1) such tennis court be accomodated without violating the
principles that have been discussed for the subdivision, chiefly; those relating,
to aesthetic values, and; 2) a plan be devised for maintenance and assurance of
a adequate policy. It was emphasized that this is an invitation to the Town
to present such a plan for review. Commission Rydell opposed the idea of a
community tennis court, noting there are clubs in the Town for this particrlar use.
MOTION SECONDED AND PASSED: It was moved by Commissioner Stewart and seconded
by Commissioner Dochnahl to continue the meeting to 12:30 a.m. Commissioners
Carico and Lacherbruch voted no.
Cmmnissioner Stewart felt that a special meeting would be necessary to continue
discussion on this particular subdivision, noting possibly Thursday, June 11.
The Design Committee is to meet again with staff before the next scheduled meeting,
Commissioner Stewart will be on the committee also.
MOTION SECONDED AND PASSED BY CONSENSUS: It was moved by Commissioner Stewart and
seconded by Commissioner Lachenbruch to continue the Lands of Matadero Creek
E. to their next regular scheduled meeting of June 24, 1981.

OLD BUSINESS:
1. Lands of Oskay, Status Report, File #CDP 8029-79
Mr. Carlson reported that the asphalt driveway had been removed; Mrs.
Carico noted some small plants had been planted. Staff requested that
the deadline be extended to ensure completion. Staff will prepare an
update for the June 24, 1981.
NEW BUSINESS:
1. Proposed Ordinance, Accessary uses and Structures
This is a rough draft that comes from Portola Valley and Woodside Ordinances.
1 Commissioner Stewart requested that boats be included in this ordinance. Com-
missioner Carico noted she thought at one time there was a previous ordinance
back regard to recreational vehicles. Staff will look into this and report

2. Proposed Ordinance, Grading.
Commission felt this ordinance needs more work
3. Chairman Rydell requested that Commissioners report to him with their
schedules for Site Development and Variance & Permit availability.
4. For the next meeting staff is to report on the 6' solid redwood fence
on the Moody Road twisters. Also report on the fence located on BrioRes.
There being no further new or old business, the meeting was adjourned at 12:10a.m.
