HomeMy WebLinkAbout08/26/1981PLANNING COMMISSION Town of Los Altos Hills 26379 Fremont Road Los Altos Hills, California MINUTES OF A REGULAR MEETING Wednesday, August 26, 1981 Reel 95, Side I, Tract I, 820 -End; Side II, Tract I 000-85 The meeting of the Planning Commission was called to order by Chairman Kuranoff at 7:35p.m. in the Council Chambers of the Town Hall. A. ROLL CALL AND PLEDGE OF ALLEGIANCE: Present. Commissioners Carico, Dochnahl, Kuranoff, Lachenbruch, vanTamelen Absent: Commissioners Rydell and Stewart Also Present: City Engineer/Planner John A. Carlson, Leslie Penfold Secretary B. CONSENT CALENDAR: The minutes of August 12, 1981 were removed by Commissioner Lachenbruch, for a minor addition: Page 3, 1st sentence, add "through -going" after discouraging. �. MOTION SECONDED AND APPROVED UNANIMOUSLY: It was moved by Commissioner vanTamelen and seconded by Commissioner Lachenbruch to approve the minutes as amended. PASSED BY CONSENSUS: It was moved by Commissioner Carico and seconded by Commissioner vanTamelen to approve the remainder of the Consent Calendar, namely: 1. Setting of public hearings for September 23, 1981: A. Variance and Permit Commission: 1. Lands of Wallace, File #VAR 2-81 B. Planning Commission: 1. Consideration of proposed Grading Ordinance 2. Consideration of proposed Accessory Uses and Structures Ordinance 3. Consideration of Zoning Permit Ordinance and Resolution C. REPORT FROM CITY COUNCIL MEETING OF AUGUST 19, 1981: Staff informed commission that the council recommended approval of sending the proposed Housing Element to Sacramento for their review. D. PUBLIC HEARINGS: 1. Lands of Widman, File #CUP 4-80, 26871 Moody Road, Reauest for Recommendation of Conditional Use Permit PLANNING COMMISSION MINUTES OF AUGUST 26, 1981 PAGE TWO D. PUBLIC HEARINGS (CONTINUED): 40 Mr. Carlson reviewed his staff report of August 21, 1981, noting this is a request for the existing secondary dwelling at 26871 Moody Road, the conditions of approval for the Tentative Map states, "The existing cottage indicated to be removed on the Tentative Map, shall either be removed prior to Final Map approval or a conditional use permit be obtained for the cottage for a limited specified time period." Staff outlined the four facts for the granting of a conditional use permit as required by the Municipal Code section 9-5.1107. Commissioner Lachenbruch recommended the commission approve the CUP based upon the findings of fact outlined in the staff report of August 21, 1981. The public hearing was then opened. Mr. Jeffrey Widman, 26871 Moody Road, asked commission for approval of the conditional use permit with the conditions as listed in the staff report. The public hearing was then closed. MOTION SECONDED AND APPROVED: It was moved by Commissioner Lachenbruch and seconded by Commissioner Carico to recommend approval of the conditional use permit for the Lands of Widman, File #CUP 4-80, based on the four findings of fact outlined in the staff report dated August 21, 1981, E E. NEW BUSINESS 1. General Plan Amendment, Introduction and Part 1 for the Revised General Plan Staff informed commission they should either set a public hearing or a study session for the next scheduled meeting for consideration of this Revised General Plan prepared by William Spangle 6 Associates, dated, "Received July 30, 1981'. Commissioners suggested that staff make an outline for use at the next meeting showing the differences of the existing and proposed general plan, it was also requested that Mr. Spangle be present at the next meeting. Commission discussed the General Plan Amendment feeling that it would be necessary to hold a study session with Mr. Spangle at the meeting of September 23, 1981. F. OLD BUSINESS: Commissioners Lachenbruch and vanTamelen discussed the need for Site Development to broaden its responsibilities, such as dealing with Design Review, development of the site, etc. This topic will be considered at the Design Review meeting scheduled for September 30, 1981. I€ commissioners have any input on this item they should attend the September 30 meeting.
