MINUTES OF A REGULAR MEETING
Wednesday, September 23, 1981

Chairman Rydell called the meeting to order at 7:30 P.M. in the Council
Chambers of the Town Hall.
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Commissioners Carico, Dochnahl, Rydell, Stewart and vanTamelen
Absent: Commissioners Kuranoff and Lachenbruch
Also Present: City Engineer/Planner John A. Carlson; Assistant Planner
Pat Webb; Secretary Leslie Penfold
B. CONSENT CALENDAR:
MOTION SECONDED AND PASSED: It was moved by Commissioner Dochnahl and
seconded by Commissioner Carico to approve the Consent Calendar, namely:
1. Minutes of August 26, 1981
( (Commissioners Rydell and Stewart abstained from approval)
2. Setting of Dates of Public Hearings for October 14, 1981:
Variance and Permit Commission:
1. Lands of Talbott, File #VAR 3-81
C. REPORT FROM VARIANCE AND PERMIT COMMISSION: Commissioner Stewart reported
the Variance and Permit Commission approved unanimously a variance request
for the Lands of Wallace.
D. REPORT FROM CITY COUNCIL MEETING OF SEPTEMBER 16, 1961: (Meeting was cancelled
one to lack of quorum)
E. PUBLIC HEARINGS:
1. Ordinance amending Section 9-3.406 of Article 4 of Chapter 3 entitled,
"Site Development" of the Los Altos Hills Municipal Code.
Mr. Carlson informed Commission this ordinance was previously before the
commission on .Tune 24, 1981, and had been approved and requested that it
be sent to the City Attorney for preparation of the ordinance in final form.
The Public Hearing was opened and closed with no one speaking for or against
Staff and Commission discussed the ordinance, it was amended as follows:
After "...driveways crossing a property line", add "or within a panhandle".
MOTION SECONDED AND APPROVED UNANIMOUSLY: It was moved by Commissioner Stewart
and seconded by Commissioner vanTamelen to recommend approval to the City Council
of the proposed ordinance as amended.

2. Ordinance amending Chapter 5 entitled, "Zoning" by adding subsection (j)
( to Section 9-5.702 of Article 7 of the Los Altos Hills Municipal Code.
Mr. Carlson informed the Commission that this proposed ordinance was
before the commission on July 8, 1981, where commission requested it be
re -drafted and sent to the City Attorney for preparation of ordinance in
final form.
The Public Hearing was opened and closed with n one speaking for or against.
The Ordinance was re -written as follows: After "... property line and
setback line", delete comma and a period. The following paragraph shall
read as follows: The recreational vehicles, boats and camper shells shall
be screened from view with landscaping so as to be visually compatible
with the surrounding area.
MOTION SECONDED AND PASSED: It was moved by Commissioner vanTamelen and
seconded by Commissioner Stewart to recommend approval to the City Council
the proposed ordinance as amended.
Commissioners Doctnahl and Rydell voted against this ordinance.
3. Ordinance amending Chapter 5 entitled, "Zoning" of the Los Altos Hills
Municipal Code by adding Section 9-5.310 thereto concerning zoning permits.
Mr. Chrlson informed commission they had previously approved this ordinance
on August 12, 1981 and requested it be sent to the City Attorney for prep-
aration of ordinance in final form. Staff recommended approval of ordinance
and fee schedule to City Council.
The Public Hearing was then opened and closed with no one speaking for or
against.
Staff and Commission discussed this ordinance; commission felt the ordinance
needed further clarification before they could approve. Staff will re -write
and return with ordinance at the October 14, 1981 meeting.
MOTION SECONDED AND APPROVED: It was moved by Commissioner vanTamelen and
seconded by Commissioner Rydell to continue this item until October 14, 1981.
P. STUDY SESSION:
1. General Plan Amendment, Introduction and Part 1, for the revised General
Plan.
Mr. Spangle presented the Introduction and Part 1, to the commission indicating
he would like the views of the commissioners on the general plan introduction
and specific problems.
MOTION SECONDED AND PASSED: It was moved by Commissioner Stewart and seconded
by Commissioner Rydell to keep services and facilities a part of the General
Plan, Page 9, paragraph 6.
AYES: Commissioners Dochnahl, Rydell and Stewart
NOES: Commissioners Carico and vanTamelen

PASSED BY CONSENSUS: It was moved by Commissioner Stewart and seconded
Commissioner Carico to remove Item #7, on page 9.
With suggestions and discussion, Mr. Spangle will revise the Introduction
and Part 1 for the General Plan and return with revised draft.
G. OLD BUSINESS:
' 1. Commission asked status of the Lands of Tryon, Conditional Use Permit;
staff informed commission that they have been granted an extension of
time for remodeling of the dwelling.
H. NEW BUSINESS:
1. Commission asked staff to investigate the fence being installed at Altamont
and Page Mill Roads. Staff informed commission that the Building Official
would be checking this on his inspections Thursday.
2. Commissioner Rydell asked staff to check into the policy change at
Foothill College, regarding the use of recreational facilities by Town
' residents and the parking permit process.
Ms. Webb will report status of this at the Planning Commission meeting of
October 14, 1981.
3. Commissioner Ryde11 noted Commissioner Lachenbruch would not be able to
attend the October 7, 1981 City Council meeting; Commissioner vanTamelen
indicated she would be present.
There being no further new or old business, the meeting was adjourned at 9:30 P.M.
