HomeMy WebLinkAbout10/29/1981PLANNING COMMISSION Town of Los Altos Hills 26379 Fremont Road Los Altos Hills, California MINUTES OF A CONTINUED MEETING Thursday, October 29, 1981 Reel 96, Side 1, Tract I, 75-781 Chairman Stewart called the meeting to order at 7:45 p.m. in the Council Chambers of the Town Hall. A. ROLL CALL: Present: Commissioners Dochnahl, Lachenbruch, Stewart and vanTamelen Absent: Commissioners Carieo, Kuranoff, Rydell Also Present: City Engineer/Planner John A. Carlson; Assistant Planner Pat Webb; Secretary Leslie Penfold D PUBLIC HEARINGS: (Continued from Wednesday, October 28, 1981) 1. Lands of Handley, File #CUP 5-81, 13818 Page Mill Road, Request for recommendation of Conditional Use Permit. The Public Hearing was opened. Mrs. Handley, 13818 Page Mill Road, asked the commission to recommend approval for her request of a secondary dwelling. Commissioners discussed with the staff the existing secondary dwelling above the garage. Mrs. Handley, indicated that when they applied for the addition above the garage, the Town made no comments about it being considered a secondary dwelling or the need for a conditional use permit. Mrs. Mary Steers, 11641 Buena Vista Drive, felt it would be unfair that the n Town would not permit the Handley's a secondary dwelling on a parcel of nine acres. Mrs. Mary Stutz, 25310 Elena Road, noted they had applied for an addition around the same time the Handley's had and were told as long as there was e main residence to the addition it would not be a breezeway connecting th considered a secondary dwelling. The aPpupblic Hearing was then closed and commiion began review of conditions ss of fffionslf and 3 were modified slightly. CONSENSUS TO ADD THE FOLLOWING CONDITIONS: IT WAS PASSED BY CONDITION 5. The applicant shall process plans through Site Development Committee for approval of the landscaping and secondary dwelling. CONDITION 7. Modification of existing home and garage dwelling structure. l be accomplished as necessary to integrate the two into one primary This modification shall be completed prior to occupancy of the new structure. ' Mrs. Handley, expressed her concern that the addition above the garage was and approved by the Town with no indication of it being a secondary dwelling, felt that the garage and house connection being requested would be a detriment to the property and residence. 2. LANDS OF BAGARIA, File *SA 7-81, 13910 Page Mill Road, Request for recommendation of Site Approval. Mr. Carlson reviewed his staff report of October 22, 1981, recommending approval with conditions as outlined in staff report. Commissioner Stewart noted that since the previous house had burnt down, he did not feel the Town should profit from Mr. Bagaria's misfortune, by expecting him to pay conditional fees. The Public Hearing was then opened. Mr. Bagaria, 13910 Page Mill Road, indicated that be has lived here for 32 years and felt that it would be unfair to pay the conditional fees. Further noting, he does not object to the storm drainage easement. The Public Hearing was then closed and commission began review of the conditions. MOTION SECONDED AND DENIED: It was moved by Commissioners sStewarteandd seconded n #4 by Commissioner Dochnahl to waive the Conditional Fees, of the October 22, 1981 staff report. OLD BUSINESS: 1. Lands of Steers, File #FM 7-81, Review of Path Alignment Mr. Carlson reviewed hisstaff therpathtalignmenttOctober along Centrale Drivenasnappovedthat the Planning Commission approve by the Pathway Committee. The Pathway Committee desires the path to the west an outside of Central Drive roadway easement. Mrs. Steers, 11641 Buena Vista Drive, asked the Planning Commission to recommend as shown on the Final Map, prepared by Lawrence A. to Council the path alignment Palm, Engineer. %W Mrs. Stevenson, Pathway Committee Chairman, indicated that Central Drive is a very narrow road, and the horses are already in the roadway, this easement is being re- quested for future insurance that a path could eventually be put in on Central Drive. PLANNING COMMISSION MINUTES OF OCTOBER 29, 1981 PAGE THREE Lands of Steers, File #FM 7-81 (continued) Mrs. Mary Stutz, pathway committee, stated the need for the path easement over Steers property and the difficulty in coming to an agreement as to the placement of such. Staff commented on the need for safety of the pathway along Central Drive Commission and staff reviewed the Final Map presentation of the pathway. MOTION SECONDED AND PASSED: It was moved by Commissioner Lachenbruch and seconded by Commissioner Dochnahl to recommend to the City Council that the easement for pathway be on Central Drive right-of-way as indicated on the Final Map prepared by Lawrence A. Palm, Engineer. F. NEW BUSINESS: 1. Commissioner vanTamelen's letter, dated "Received October 14, 1981", regarding Site Development Ordinance. (This item was continued until December 9, 1981 Planning Commission meeting) There being no further new or old business, the meeting was adjourned at 9:45 P.M.
