MINUTES OF A REGULAR MEETING
Wednesday, February 23, 1983

Chairman Rydell called the meeting to order at 7:40 p.m. in the
Town Hall Council Chambers
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Commissioners Carico, Lachenbruch, Stewart, Struthers
and Chairman Rydell
Absent: Commissioners Dochnahl and Kuranoff
Staff: City Engineer/Planner John A. Carlson; Assistant Planner
Pat Webb; Secretary Leslie Mullins
B. CONSENT CALENDAR:
MOTION SECONDED AND CARRIED: Moved by Stewart, seconded by
Struthers and passed unanimously to approve the Consent Calendar,
namely:
1. Minutes - February 9, 1983
2. Setting Public Hearings: 1) Ordinance - Patios at Grade
Commissioners Carico & Rydell abstained from approval of minutes.
C. REPORT FROM VARIANCE & PERMIT COMMISSION:
Commissioner Stewart reported the Variance & Permit Commission
recommended approval of a variance for the Lands of Fritz, to
allow building coverage in excess of the 448 building coverage
requirement by 900+ sq.ft.
D. REPORT FROM CITY COUNCIL MEETING OF FEBRUARY 16, 1983:
Commissioner Struthers reported the council approved the Lands of
Tyler variance, annual review for Owlwood Farms, and Conditional
Use Permit for Daughters of Charity with some discussion regarding
the pathway location. Struthers noted the council also revised the
Matadero Creek CC&R's, and prepared a resolution for Commissioner
Dochnahl's 50th Anniversary.
E. PUBLIC HEARINGS:

Annual Review for Conditional Use Permit

1. Westwind Farms
Ms. Webb referred to her staff report of February 18, 1983,
indicating there are no amendments or additions being re-
quested at this time, and there have been no written or verbal
objections received by staff to the facility's use, therefore,
staff recommends approval of the Annual Review.
The Public Hearing was then opened.
Mr. Reiser, Central Drive, informed commission he objects to
activities and committments made previously which have not been
adhered to. Further indicating, he is very concerned about:
1) tractor noise; 2) spreading of manure (possible pollution to
Adobe Creek)and 3) landscaping and screening.
Mr. Jim Patmore, 27640 Central Drive, informed commission of
his concerns over the tractor noise and the spreading of manure.
Mr. Carlson informed the commission and public the County
Health Department makes site inspections at Westwind and have
noted the spreading of manure is acceptable.
Ms. Janice Duncan, President Friends of Westwind, discussed
with commission the use of the tractor (time spent and number of
trips made daily); storage of manure over weekends does not
seem practical, noting there would be more time spent on Monday
`r for spreading and the odor could be even more offensive (especially
in hotter weather).
Ms. Webb informed commission in 1980 the Health Department re-
quested the manure not be stored (not adequate) and asked that
it be spread.
Mrs. Lee Patmore, 27640 Central Drive, noted she objected to
being awakened constantly by tractor noise and noted she would
like to see special hours set up for tractor use.
Commission indicated to Janice Duncan that at the next Board
meeting for Westwind they discuss the following items:
1) noise, tractor use; 2) landscaping & screening; and 3)
spreading of manure (odor, pollution, etc.)
The Public Hearing was then closed.
MOTION SECONDED AND CARRIED: Moved by Carico, seconded by
Lachenbruch and passed unanimously to continue the public hearing
for Westwind Farms, so the above mentioned items can be looked into
further.
F. OLD BUSINESS:
1. Status Report on Subcommittees:
a) Antennas, aerial towers, satellite saucers & lighting:
Commissioner Kuranoff absent, no report

b) Ornamental garden structures:
Commissioner Lachenbruch and staff discussed ideas pertaining
to ornamental garden structures in section 9-5.504. Staff is
to prepare a draft ordinance for review at future meeting.
c) Solar racks & panels
Commissioner Struthers asked for help on obtaining ordinances
from other cities and what their requirements are.
d) Driveways & recreational vehicles:
Commissioners Carico & Stewart indicated they would have
something prepared for the next meeting.
G. NEW BUSINESS:
1. Second Family Living Units - Study Session
Ms. Webb gave a report concerning Senate Bill 1534, State Legis-
lation regarding second units, which requires cities and counties
to provide ordinances that will allow second family units on
existing family lots. Ms. Webb informed commission the Town needs
to chart the course we are going to take, and start to prepare an
ordinance. Ms. Webb noted once the commission has indicated
how they would like to proceed on this issue, staff can provide
further information.
Commission discussed with staff the current ordinances regarding
secondary dwellings. Chairman Rydell suggested that commission
review the information provided more carefully and continue this
item to the next meeting, and possibly the City Manager could
attend so she may give her opinion.
H. ADJOURNMENT:
There being no further new or old business, the meeting was
adjourned at 9:50 P.M.
