MINUTES OF A REGULAR MEETING
Wednesday, March 23, 1983

Chairman Rydell called the meeting to order at 7:35 p.m. in the
Town Hall Council Chambers.
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Commissioners Carico, Dochnahl, Kuranoff, Lachenbruch,
Stewart, Struthers and Chairman Rydell
Absent: None
Staff: City Engineer/Planner John A. Carlson; Assistant Planner
Pat Webb; Secretary Leslie Mullins
B. CONSENT CALENDAR:
MOTION SECONDED AND CARRIED; Moved by Stewartr seconded by
Struthers and passed unanimously to approve the Consent
I kv Calendar, specifically:
1. *Approval of Minutes: Variance & Permit and Planning Commission
for February 23, 1983
2. Setting Public Hearings for April 13, 1983
a. Variance & Permit:
1. Lands of Hwang, File #VAR 1-83

Negative Declaration and Tentative Map, 3 lots
*Commissioner Kuranoff abstained from approval of minutes for
February 23, 1983.
C. REPORT FROM CITY COUNCIL MEETINGS:
March 7, 1983:
rman Rydell reported the City Council approved the Variance
for the Lands of Fritz; sold three more lots in the Matadero Creek
Subdivision; and honored Commissioner Dochnahl on his 50th wedding
anniversary.
March 16, 1983:
Commissioner Carico reported she gave a short report to the City
Council on Westwind Barn and the field trip; Mr. Carlson added
storm damage that had occured in the Town.

D. PUBLIC HEARINGS:
1. ordinance amending Section 9-5.504 of Chapter 5 of
Title 9 of the Los Altos Hills Municipal Code - Patios
at Grade
The Public Hearing was opened and closed with no one speaking
for or against this item.
MOTION SECONDED AND CARRIED: Moved by Carico, seconded by
Lachenbruch and passed unanimously to recommend that the City
Council adopt Ordinance # amending Section 9-5.504 of Chapter
5 of Title 9 of the Los Al—tos Hills Municipal Code.
2. Westwind Farms, File #CUP 8022-77, 27210 Altamont Road,
Annual Review for Conditional Use Permit (continued from
February 23, 1983 meeting)
Ms. Webb referred to her staff report of March 18, 1983, indicating
this item was continued from the February 23, 1983 meeting because
of verbal objections received by neighbors regarding visual and
aural concerns. Ms. Webb noted a field trip was held in order for
commission to meet with Westwind Board of Directors and concerned
neighbors, following the field trip a tentative schedule for
operating the tractor was proposed, which was mailed to all
concerned. Ms. Webb indicated the spreading of manure is an
approved method by the Santa Clara County Health Department,
further noting Westwind has indicated they can not afford the fee
for removal of debris boxes on a regular basis. Staff recommended
approval of the Annual Review with Conditions of Approval as
amended in staff report dated March 18, 1983.
The Public Hearing was then opened.
Mrs. Janice Duncan, President - Westwind Farms, discussed with
commission: 1) Tractor Schedule, noting this was set up to give
us enough flexibility to work (it was never our itention to use
the full hours set or 35 hours a week); 2) Landscaping - noting
condition in staff report is acceptable; and 3) Bath tubs, re-
placing some of the tubs with wash tubs, the remaining bath tubs
will be painted.
Mrs. Bertram, informed commission her husband installed a new
muffler on the tractor this past weekend; and also indicated to
commission and public her father is donating a larger tractor for
use at Westwind.
Mrs. Patmore, 27650 Central Drive, indicated she is still very
concerned about tractor noise, noting the schedule proposed could
mean work up to 35 hours a week and if the commission approves
this schedule we property owners would not have protection. Mrs.
Patmore suggested a 20 hour work week starting at 10:00 a.m.
instead of 8:00 a.m. Mrs. Patmore also noted that animal husbandry
�Iw should be discussed at this meeting.

2. Westwind Farms
Commissioner Lachenbruch suggested that the Environmental Design ded
Committee be asked to make a site review at Westwind to give
ideas for landscaping materials to be used on site and report - 4111
back to the Planning Commission.
Mr. Chuck Marsh, 12933 Tripoli Court, explained to commission why
Westwind needs to do their tractor work in the mornings as opposed
to later in the day.
Commissioner Struthers suggested that the commission extend the
use permit for six months; in this time frame some solutions may
arise to concerns brought up.
Commission and public discussed in detail the spreading of manure.
Mr. Borral, 27800 Central Drive; Mrs. Cassan, 27400 Altamont Road;
Mr. Correll, 26811 Taaffe Road; Mrs. Goldsmith, 27330 Elena Road;
and Mr. Kosofsky, 27390 Altamont Road, all spoke in favor of
Westwind Barn and their operations, and all indicated they had no
problems with tractor noise.
The Public Hearing was then closed.
MOTION SECONDED AND CARRIED: Moved by Struthers, seconded by
Kuranoff and passed unanimously to recommend approval of the
�Av Annual Review for Conditional Use Permit, Lands of Westwind
Farms, File #CUP 8022-77, with amendments to conditions of approval
as outlined in staff report dated March 18, 1983. This annual
review is recommended to be approved for six (6) months, within
the six month time period staff is to monitor noise levels from
on and off site.
It was also recommended that Westwind Barn keep a log of all time
and hours spent using the tractor.
E. OLD BUSINESS:
1. SB 1534, State Legislation, Second Family Living Units
Ms. Webb reviewed in detail her staff report of March 17, 1983,
giving a brief description of the State definition of second units
and a recent statewide second unit survey which indicates Los Altos
Hills as a jurisdiction with limited second unit ordinances.
Ms. Webb informed commission of steps they may wish to follow.
Commission asked staff if the Housing Element Task Force has
been working on this item.
Passed by consensus to appoint commissioners Carico, Rydell and
Stewart to meet with City Council Task Force and bring this item
�kw back to Planning Commission as soon as possible. Further infor-
mation will also be required by City Attorney regarding challenging
state law and other cities perspective on this item. It was
requested that staff write a letter to Ma. or Perkins.to info m
him of the commissions desire (letter to Ke from Cha�rman Ryaell).

E. OLD BUSINESS: (continued)
2. Commissioner Kuranoff informed commission he has been in
contact with a company that would be willing to show us
satellite dishes, (this will be arranged for a future meeting)
3. Commissioner Struthers asked for help on what direction
commission wants to go on for solar panels. Commi sIner
Lachenbruch indicated we should treat these like any
structure as to landscape screening; the site should have,,
location where screening will not interfere with their function.
4. Appointment of Commission Liasons for committees;
a) Pathway Committee - Commissioner Struthers
b) Public Works Committee - Commissioner Lachenbruch
c) Environmental Design - Commissioner Rydell
5. Minutes & Agendas for City Council:
Commission desires to be mailed City Council minutes and
agendas; the committee minutes can be included in their
packets.
6. Chairman Rydell asked staff to look into the status of
the wall constructed on Menalto Drive.
7. commission requested staff look into the secondary dwelling
kaw on Robleda Road, and begin violation procedures.
8. commissioner Struthers suggested the Town sponsor a public
forum on erosion control. Commission discussed fire depart-
ment regulations regarding discing.
9. Ms. Webb gave a brief report on the installation by Pacific
Telephone of squirrel guards in certain areas within the
Town.
