MINUTES OF A REGULAR MEETING
Wednesday, April 13, 1983

Chairman Rydell called the meeting to order at 8:05 P.M. in the
Town Hall Council Chambers.
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Commissioners Carico, Dochnahl, Kuranoff, Lachenbruch,
Stewart and Chairman Rydell
Absent: Commissioner Struthers
Staff: City Engineer/Planner John A. Carlson; Assistant Planner
Pat Webb; Secretary Leslie Mullins
B. CONSENT CALENDAR:
Item removed B.1 - (Lachenbruch)
On page 3, first paragraph, 3rd sentence, after ideas amend as
follows: for landscaping materials to be used...
On page 4, 2nd paragraph, last sentence, to be amended after
screening; the site should have location where screening will
not interfere with their function.

C. REPORT FROM VARIANCE & PERMIT COMMISSION:
Commissioner Lachenbruch reported the Variance & Permit commission
recommended approval of two variance requests to the City Council,
for the Lands of Chan and Lands of Hwang, both which
exceed the
development area restrictions, noting both applications
l not
be visible from off site views and could be well landscaped.
D. REPORT FROM CITY COUNCIL MEETING OF APRIL 6, 1983:
Commissioner Stewart reported the City Council approved the Condi-
tional Use Permit for the Lands of Westwind Farms for six months;
discussed cable tv, solid waste management authority and P.G.&E.
outages in Los Altos Hills. Mr. Carlson noted the City Council
also discussed priorities, one of which is the Housing Task Force.

E. PUBLIC HEARINGS:
1. Lands of Hansen, File #TM 7-82, 26131 Elena Road, Request
for approval of Negative Declaration and Tentative Map,
3 lots.
Mr. Carlson referred to his staff report of April 7, 1983,
regarding the Negative Declaration for the subject property,
indicating the commission adopt a motion recommending to the
City Council that a Negative Declaration be filed with the
Santa Clara County Clerk further indicating this property will
not have a significant effect on the environment.
The Public Hearing was opened and closed with no one speaking for
or against this Negative Declaration.
MOTION SECONDED AND CARRIED: Moved by Dochnahl, seconded by
Kuranoff and passed unanimously to recommend approval of the
Negative Declaration, Lands of Hansen, File #TM 7-62, to the
City Council to be filed with the Santa Clara County Clerk.
Mr. Carlson referred to his April 7, 1983 staff report noting the
property has 4 items peculiar to this property, i.e., visual and
noise from freeway, septic requirements and removal of existing
structures. Mr. Carlson noted a condition was added in the
Conditions of Approval that would require Site Development Com-
mittee to give special attention to landscape screening because
of theproperty's location next to the freeway, also noting, a
conditon was added to require the design of the residences to
provide for noise reduction. Mr. Carlson noted the long wet winter
has held up tests for septic fields, noting the property lines
may need to be modified to accomodate leach fields. Staff
recommended approval of the subject tentative map with conditions
of approval as outlined in staff report of April 7, 1983.
The Public Hearing was then opened.
Mr. Alexander Russell, representing owner, addressed commission
on septic requirements, noise requirements and pathways, noting
the applicant is agreeable with the conditions of approval and .
requested the commission grant approval of the Tentative Map.
Mr. Russell asked that the path be dedicated but hold off on
construction until pathway is needed.
Mrs. Fran Stevenson, Chairman Pathway Committee, informed commission
the pathway committee accepts the offer made by Mr. Russell that
at the time the pathway is needed it will be installed.
Mr. Al Morris, 26520 St. Francis, asked commission to grant
approval of the Tentative Map with Conditions as outlined in
staff report.
The Public Hearing was then closed.

E. PUBLIC HEARINGS:

4 Commissioner Stewart expressed his concern over considering a
�r tentative map in lieu of sanitary information. Commissioner
Kuranoff concurred with Stewart for reasons of sanitary infor-
mation and noise concerns.
Commission questioned staff if approval has been given in the
past for tentative maps without perculation tests being performed.
Mr. Carlson indicated in the past maps have been approved with
conditions set for septic requirements.
Commission and staff discussed the noise requirements as listed
in the Conditions of Approval and recommendations made by the
pollution Control Committee.
MOTION SECONDED AND CARRIED: Moved by Stewart, seconded by
Kuranoff and passed by the following roll call vote to continue
consideration of the tentative map, Lands of Hansen, File #TM 7-82,
with consensus of applicant for 30 days, to give applicant
sufficient time to conduct perculation tests and show locations
and layouts on the tentative map.

Ayes: Commissioners Dochnahl, Kuranoff, Lachenbruch, Rydell and
Stewart
Noes: Commissioner Carico
Commissioner Carico noted she voted no because she felt the commis-
sion could condition the tentative map based upon the recommendations
` from Health Department and Soils Geologist.
Applicant was informed they should have a letter in writing to
present to City Council at their next meeting for the 30 day
extension.
F. OLD BUSINESS:
1. Report on wall at 12251 Menalto Drive
Ms. Webb reported staff has met with the property owner and will
be evaluating the exact location and height this Friday and will
have a written report ready for the next meeting.
2. Housing Task Force - Commission requested staff to schedule
a meeting for some time in May for discussion on new legislation.
3. Commissioner Kuranoff indicated he will be scheduling a meeting
with company to show commission satelite saucers for May 11, 1983.
4. Commissioner Kuranoff was appointed liaison to the Pollution
Control Committee.
5. Environmental Design Chairman and member Paul Reneau will be
asked to join the commission at their next meeting for discussion
of the Landscape Policy, Resolution #1256.
G. ADJOURNMENT:
There being no further new or old business, the meeting was
adjourned at 10:00 p.m.
