A. ROLL CALL: Present: Commissioners Dochnahl, KuranOff, Struthers and Chairman Rydell Absent: Commissioners Carico, Lachenbrvch and Stewart Staff: City Engineer/Planner John A. Acceptance of 'Tentative Map for Filing: a) Lands of Cochran, File #'IDT 9-81, Page Null Road C. REPORT FRCM CITY OXNCIL MEETINGS OF: 1. August 3, 1983 - Commissioner KuranOff reported the City Council hiring a Building Inspector, fixing backhoe; received reports authorized from Traffic & Safety Committee and Finance Committee; and Councilman Perkins requested coanission look at the Helgesson report on drainage. 2. August 17, 1983 - Mr. Carlson reported the Council held public hearing voted to leave as is. for consideration of the roofing ordinance - council 3. September 7, 1983 - Commissioner Struthers reported the Council is for Matadero Creek Subdivision which setting an Architectural Committee work on private will include two planning commdssiamers, authorized discussed owned by Sierra Club regarding a change L properties; property (Gerth Lane); and continued final naps for Lands of Huth and in status Schwarz. REPORT FROM VARIANCE & PERMIT CU4 ISSICN: `, Commissioner Kuranoff reported the oamnission recemxended approval of the Lands of Manaus to allow the existing residence and garage -and new parking platform to be allowed within the front yard setback, due to landslide problems on the subject lot caused by winter of 1982-83. E. PUBLIC HEARINGS: 1. Lands of Manugian, File #SA 3-83, Int #5, Stonebrook Avenue, Request for approval of Site Approval Mr. Carlson referred to his staff report of August 5, 1983, noting there are three items of concern relative to this property: 1) traffic volume on Stonebrook Avenue: access & freeway: pathways; and 3) noise. Commission and staff discussed the use of scene type of plant - shrub other than Dwarf Blue Gum to be used along the north side of the property for noise abatement. The Public Hearing was opened and closed with no one speaking for or against this item. MOTION SECOMED AND CARRIED: Moved by Kuranoff, seconded by Struthers and passed unanitmusly to add Miscellaneous Condition # 7 to read as follows: The owner shall plant a row of broad leaf plants along the north side of the property line for noise abatement frau the freeway. MOTION SECQIDED AND CARRrxn: Moved by Struthers, seconded by Kuranoff and passed unanimously to recaurend approval of the Lands of Manugian, File #SA 3-83, Lot #5, StonebrOOk Avenue with Conditions of Approval as amended. F. OLD BUSINESS: 1. Presentation by Pacific Telephone - Weatherguards Mr. Frank Riddle, Camnmity Relations Manager of Pacific Telephone introduced Mr. Segreti of the service department for the local areas of Ins Altos, Los Altos Hills, etc. who gave Planning Camussion a review of Pacific Telephones philosophy and concept of the weatherguard. Mr. Segreti noted the main concerns in Ins Altos Hills is animal bites to the cables which allows moisture leakage and damage to the system, noting the watherguard protects the cable preventing mechanical malfunction. Mr. Segreti informed ,emission AT&T conducted studies trying all different colors (white, blue, and black) and concluded with black as it is same color as cable and best alternative with respect to cost, noting AT&T corporate policy is to provide the highest possible quality at the lo. st cost. Mr. Segreti informed commission as to the areas for service with weatherguard, noting they are based on the reports which owe through the service office - trouble areas, and are installed in areas where cables axe not going to be replaced in the near future. pIANN1NG Ca4AISSION ml=S - SEP=ER 14, 1983 PAGE THREE F. OLD BUSINESS: (continued) Camassi.on and representatives frau PT&T discussed other methods of protecting the cables frau animals gnawing: 1) chemicals which used to be placed on cables (killed animals); 2) dual sheath cables, reach larger and more intrusive; and 3) armour tape over cables, more expensive and not as effective, noting the most cost effective and life expectency is ten years. Commissioner xuranoff informed PT&T of their concern over the way the weatherguard was installed and locations chosen by PT&T, noting they are visual intrusion in clear open spaces. Commissioner Struthers noted cmutission is concerned with aesthetics, Concerned over the use of weatherguards in intersections and open areas, and asked PT&T if they would perform tree trimming such as PG&E, and discussed the possibility of undergro nding. Mr. Segreti indicated new construction and subdivisions are undergrounded however, to underground older areas, there would be the need for an assessment and %.c uld have to include other utilities. As far as tree trimming, Mr. Segreti indicated PT&T does do this, and most have pre- oam mications with property owners before hand. Chairman Rydell asked that PT&T look carefully into the impact on the environment and the unsafe manner in which the weatherguards are in- stalled, noting his concern over the men working in streets without any warnings for drivers. `. Cmmission directed staff to prepare a letter to Mr. Riddle and Mr. Segreti thanking them for caning and asking that they be in closer contact with the Town next time around. Commissioners are to look into specific areas PT&T should look into and forward this information to staff for investi- gation. 2 proposed amendment to Section 9-5.703 (b)(i) of the Ymnicipal Code regarding exceptions to building envelop requirements Ms. Webb referred to her staff report of August 5, 1983 noting the camussicn at their July 27, meeting discussed the proposed amendment and suggested staff incorporate a means of quantifying the cross-sectional area of an antenna. Ms. Webb noted staff has considered suggested methods of quantifying the area, noting there are a number of variables that enter into the ultimate configuration, all of which have an impact on the recep- tion of the antenna, and also the aesthetic value of the structure, further noting staff has not yet found a consistent, reliable means of quantifying the cross-sectional area of the antenna. Ms. Webb indicated commission should consider the amendment to Section 9-5.703 (b)(iii) by changing the word structure to building whenever it appears, removing the paragraph from Section 9-5.703 (b)(iii) and transfer to Section 9-5.210 entitled Building Height. Mr. Kaufman referred to the giu-nntifying of the antenna area, noting this is an unnecessary requirement. Mr. Walt Gregorwhich, noted to commission the biggest problem with antenna is height, noting it can be an eye sore. PLANNING COMISSICN MINUTES - SEPTEMBER 19, 1983 PAGE FOUR F. OLD BUSINESS: (continued) MOTION SECONDED AND CARRIED: Moved by Kuranoff, seconded by Struthers and passed unanimously to approve the amndrents to Section 9-5.703 (b)(i) and 9-5.703 (b)(iii) as presented in staff report dated August 5, 1983, with the anrenchuent to Section 9-5.703 (b) (i) as follows: A chiuney, or conventional television and radio antenna that are attached to the building can extend above the surface... (as in Municipal Code). G. NEW BUSINESS: 1. Strum Drainage Report - Ia Palau Basin MOTION SECONDED AND CARRIED: Moved by Dochnahl., seconded by Kuranoff and passed unaniro sly to continue this subject to the October 12, 1983 meeting, for notification to residents within the Ia Palm area. 2. Matadero Creek Subdivision - Architectural Committee Mr. Carlson informed cm mission the City Council has requested ccnmdssion to appoint two planning ca ssion members to the Architectural OoMuttee for Matadero Creek Subdivision which will last until December, 1983 when it would then be taken over by the residents within the subdivision. It was ronartmended and passed unanvmusly to appoint Commissioners Carico and Lachenbruch as the Architectural Committee mffnbers for the Matadero Creek Subdivision. H.
