(The audience was advised at 7:30 p.m. that there would be a quorum this evening) A. ROLL CALL AND PLEDGE OF ALLEGIANCE: present: Commissioners Carico, Dochnahl, Stewart, Struthers*, and Chairman Rydell** (*8:30p.m. 0*8:15p.m.) Absent: Commissioners Kurano£f and Lachenbruch Staff: City Engineer/Planner John A. Carlson; Assistant Planner Pat Webb; and Secretary Leslie bhnllins B. CONSENT CALENDAR: MOTION SECONDED AND CARRIED: Moved by Dcchnahl, seconded by Carico and passed unanimously to adopt the Consent Calendar, specifically: AV 1. Setting Public Hearings for October 26, 1983: a) Anendwent of Section 9-5.1110 of the Municipal Code, concerning City Council review of Planning Cawnission actions relating to applications for variances, use permits and ordinance interpretations The minutes of September 28, 1983 were not ready for approval at this titre, and will be placed on the October 26, 1983 Agenda. C. REPORT FROM CITY COUNCIL MEETING OF OCTOBER 5, 1983: Comnissionnr Carico reported the City Council continued the Site Approval request for GrosWith on Julietta Lane for further information; approved Final Map for Lands of Schwarz; Lands of Erspeke given permission to cOnm- struct barn with conditions; approved the trail easement relocation for Lot #26 Saddle Mountain Estates. Mr. Carlson gave cwumissim a brief rundown of road improvements as dis- cussed at Council meeting - locations, priorities, etc. D. PUBLIC HEARINGS: MOTION SIDED AND CARRIED: Moved by Stewart, seconded by Struthers and passed unaniirously to continue Public Hearing, Items 1,2,3,4,5, and 7 until the October 26, 1983 Agenda, including New and Old Business. The Lands of Rizzi, Item #6 will be heard this evening as the applicant was present as well as adjoining neighbors. Planning Commission Minutes - October 12, 1983 Page TWO (. 6. lands of Rizzi, 12615 Miraloma way, Site Development Permit 4/ Referral for tennis court (continued from September 28, 1983 meeting) W. Carlson reported this item was before the commission at their September 28, 1983 meeting and continued for a specific landscape plan, the plan has been suhaaitted and before commission for their review. Mr. Carlson indicated as per staff report dated October 6, 1983 that landscaping be planted within 30 days of completion of the tennis court and a construction bond for 1008 of the construc- tion cost be posted with the Town prior to issuance of a Building Permit. The Public Hearing was then opened. Mr. Morey Nelson, Fhgineer, introduced the Landscape Architect Mr. Ransohoff noting he is available for questions on the plans submitted. Mr. Rizzi, questioned staff on the motivation of the bond and the time period for landscaping. Mr. Carlson indicated the request for bond is assurance that the tennis court will be landscaped and maintained, as this request is over the current policy of the Town. The Public Hearing was then closed. Commissioner Struthers expressed her concern over the 12' of cut and fill, objecting to the plan as submitted, noting the applicant has been asked to rotate the court as not to have as much cut and fill, noting as far as the location of the sun, once the plantings have groan they will block the sun, and asked why the court cannot be moved. Mr. James Ransohoff, Landscape Architect, indicated to commission this lot is perfect for location of a tennis court for the north - south direction. Cocmmissioner Stewart expressed concern over the anoint of cut and fill for the placement of this tennis court, noting this is an excessive amount of grading for a court on an individual lot such as this. maTION SECONDED AND CARRIED: Moved by Carico, seconded by Dochnahl and passed by the following roll call vote to approve the Site Develop - m t Permit for the lands of Rizzi, with condition as follows: All landscaping shall be planted within 30 days of completion of the tennis court and a construction bond for 100% of the construction cost for the tennis court be posted with the Town prior to issuance of a Building Permit. NEW BUSINESS: Commissioner Struthers brought up for discussion the EL Retiro property in los Altos relating to land use and alternatives. Commissioners Carica and Struthers have been asked by the City Council to look into the application that is now in front of the Los Altos Planning Commission Planning C=dssion Minutes - October 12, 1983 Page Tbree E. NEW BUSINESS: (continued) and City Council for review and report back to the Los Altos Hills Council. Both Carico and Struthers gave a brief report on their opinions and reasoning on this matter for Planning Comnissions information. F.
