Chairman Rydell called the meeting to order at 7:40 p.m. in the Tom Hall
Council Chambers.
A. ROLL CALL ASID PLEDGE OF ALLEGIANCE:
Present: Commissioners Carico, Kuranoff, Lachenbruch, Stewart, Struthers
and Chairman Rydell
Absent: Camnissioner Dochnahl
Staff: John A. Carlson City Engineer/Planner; Pat Webb Assistant Planner;

On page four, 3rd paragraph, amend motion to indicate "annual review"

Public Hearings for November 30, 1983: 1) Proposed amendmnt to
Secondary Dwelling Ordinance; 2) Lands of Gottlieb, VAR #8-83; 3) Lands
of Zarin, VAR #7-83.
C. REPORT FR(M VARIANCE & PERMIT C941ISSION:
Ca¢missioner Kuranoff reported the Variance & Permit Commission reo=n ded
approval to the City Council of the request for the Lands of Marcus, 26390
Anacapa Drive to increase their Building Coverage by 440 square feet.
D. REPORT FROM CITY COUNCIL h1EEPING OF NOVEYffiER 2, 1983:
Commissioner Stewart reported the City Council approved changing the order
of the City Council Agendas; discussed RFP for Planning Consultants, noting
the City Manager will interview and report to City Council; discussed Neary
rn,arry operations; held first hearing on the Variance & CUP ordinance
amendment, noting the City Council did not include the Planning Commission
recomiendation to retain the last sentence of the old ordinance, feeling it
did not need to be referred back.
Mr. Carlson reported Supervisor Morgan will be attending the next City
Council meeting to discuss the Neary Quarry property; Santa Clara Valley
Water District will be at meting to discuss Rhus Ridge property; and a
representative from the Sheriff's Department will be at meeting to discuss
traffic enforcement.

Commission and staff discussed the Request for Proposals for Contract
Planning Services relating to the steps staff is taking on this subject.
Mr. Carlson informed cammission the City Manager will review the proposals
and make recocmmendation to City Council on her decision. As suggested
at the last meeting, Chairman Rydellrecommended that the Commissioners
look the RFP's over, contact Leslie for packet.
MNION SBCONDED AND CARRIED: Moved by Carico, seconded by Lachenbruch
and passed unanimously to have the Chairman prepare a letter to the City
Council that the Planning Conmission would like to review, the recomienda-
tion made by City Manager.
E. PUBLIC HEARINGS:
Lands of Salbu, 23641 Camino Hermroso, Appeal of Site Development Permit
approval for remdel/addition to existing residence.
Item continued at the request of Salbu's Architect, this item is re-
scheduled for December 14, 1983.

Commissioners discussed the E1 Retire property proposals sulmitted to the
Los Altos Planning Camussion and City Council, indicating the City Council
approved the Planning Commission recamendation verbatim. The Commission
expressed their concerns over open space, impervious surfacing, pathways,
etc., noting at the time this item cares up again for review, then Planning
Commission can give input on setbacks, etc.
2. Commissioner Carico presented invitations to cmnission for the joint
hvn,heon between Les Altos and Los Altos Hills to honor volunteers in
the cmmmmities, and asked that camussioners attend the luncheon.
