Chairman I�aranoff called the meeting to order at 4:00 P.M. in the Town Hall
Council chambers.
A. RCLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Commissioners Carico, Gottlieb, Lachenbruch, Siegel, Struthers
and chairman Kuranoff

& Foulk, E)igineers) Request for recommendatian of appioval of
Tentative Map and Negative Declaration, 6 lots (continued from
Planning Commission meeting of March 13, 1985)
Ms. Lytle indicated this item was continued from the March 13, 1985 Commission
meeting, noting at that meeting the Commission requested that staff recantact
the Department of Fish and Game to obtain additional information regarding the
easement required along the intermitten stream as it is to act as a buffer
between rlpar� zone and my potential develo�ment. Ms. Lytle informed
CmTnission Yx. Cal Hanipy from the Department of Fish & Game is in attendance
for this meeting if the Cannission had my questions.
CmTftissioner Lachenbruch questioned the location of the 100 year flood plain
on the Tentative Yap.
Yx. Robert Foulk informed Commission the figures and notes shown on the
Tentative Map are in conformance with the requirement from the Santa Clara
Valley Water District, noting all lines are accurate as per survey.
Ms. Lytle informed CmuLission the printed blue line is superceded by the blue
felt tip line sh� on the Tentative Map, noting the new line was dr� in
by staff.
Ccmm�ssianer Struthers questioned the safety of the entrance to the new
subdivision, noting the Starks my wish to consider having their access
off of the new roadway.
Ms. Lytle indicated in the Conditions of Apprcval, Condition 6.A. the�,is
a condition regarding safety and access.
Cammissioners and staff discussed the location of the top of bank; the
restrictions of the Con servation Easement over Lots 5 and 6 especially.

boundaries of the Conservation Easo�ent requested noting it would extend
from the top edge of bank Out from the stream, which would limit the
develoruent 50' frm the creek, noting the eason�ent acts as a natural
screening for pollutants, siltation, flood protection, PlescrVes the
habitat and gives wildlife rom.
C�ssio�ora discussed the possibility of reducing the Conservation
Easement along lots 5 and 6, as it is very constraining, if the applicant
did not wish to redesign the subdlvsicn around the proposed easenent.
There was also discussion regarding the maintenance and clearing Of
creeks by the SCWD. The Cmidssim discussed preservation of vegetation
almg page mill Road and replacement planting after inprovement installation.
Yx. Foulk, inforffed comission with respect to vegetation along Page Mill
Road they will need to remove same vejetation to install the sewer lines
for the subdivision, noting whatever awount of clearing they do, they
will replant with oaks and toyons which will create a buffer they desire.
mr. Foulk referred to the existing buckeye On the property, indicating
they are so congested they are choking each ot1mr.
Comnssi� Struthers indicated perhaps they could be thinned out.
kw The Public Hearing was then opened.
Yx. Robert Foulk, 27435 Natoma Road, infonned Coandssion Over his concerns
with the Conservation Easa�ent asking if something could be worked out, noting
he felt the 50' is in excess. Mr. Faulk indicated he had looked around the
Town anddidn't see my other subdivisions which were required to give this
same ancunt, referring to tl�e - pAUsD Subdivision at Page Mill and Arastxadem
noting they were required to give this type of e asenen t but it was only 201.
Mr. Foulk indicated he was also concerned that the property owner would not
be able to do anything within the eas�mt, ie, bridge garden, etc.
There was discussion regarding the amount of stom drainage work involved
on this property for the Sch� subdivision off of Yioon Lane; r4r. Foulk
indicated he has been in contact with the contractor and will require them
to do clean up work on their propexty.
Cmrftissicners discussed with the applicant the possibility of a lot line change
between lots 4 and 5 noting each would still meet the LUF requirenmt and
give a better development area if the 501 conserv� ation easment is approved
as proposed. Yx. Foulk indicated he really would prefer to leave the design
as is, noting he would be happy to locate the structural setbacks on the
final map for the subdivision, that way the owners would be aware where the
restrictions are.
Chairman Kuranoff indicated he was very glad to see the Department of Fish
and Game proposal on this subdivision, as many Comissioners, Council and
04W residents are concerned over the amount of intensity of development within
the Town, especially in an area with a creek. Chairman Kuranoff indicated
at present our ordinances permit ext�ely intense developnent on lots, and
we!re working On changing those ordinances at this time.

mr. Ewald, 13830 Page Mill Road, informed commission of concerns over
the flood plain and his concerns over the amount of water runoff from
this and other subdivisions up hill; conc erns over the proposed path-
way easmant, noting his concerns over safety of residents by opening
up our private comn�nity to outsiders, asking CmTnission if these arteries
are necessary; and with regard to the size of the houses and types,
noting his c oncern �r the large bones being built in the Hills, and
asked if there is some way to restrain the arount of developTent and their
size.
mr. Stark, 13686 Page Mill Road, informed Cmmission he is in favor of
the pathway system in Los Altos Hills; referred to the flood plain noting
he felt it different than that shown on the Tentative Map referring to the
winter of 1982/83. With regard to the types of boxes to be constructed
Mr. Ewald indicated he was delighted to hear Chairman Yuranoff's canmentsp
noting we would like to see envircnmentally sensitive homes in this area.
Mir. Stark indicated he does not feel he will have a visibility problem
with the new roadway. Mr. Stark indicated aLso he has considered granting
an e asemen t to the Town for a pathway along Page Mill Road. With regard
to the creek crossing and bridge, Mr. Stark indicated he felt it would be
an awful lot of damage to the creek banks, and asked it not be allowed.
Yx. Couperus, 13680 Page Mill Road, concerned also over the size of the
ba� which will be constructed, noting the need for screening. Mr. Couperus
indicated he felt the owner should be able to construct a bridge to get
from am side of the property to the other, noting he felt a bridge could
be built without too madi damage to the creek. Mr. 0ouperus with regard
to the pathway, indicated he also would be willing to dedicate an casement
for const=tion of path�way on Page Mill Road.
Yxs. Nancy Savor, 13816 Page Mill Road, concerned over passibility of
landslides on the proposed subdivision, noting they live below the area.
Mrs. Bavor also indicated they would be willing to dedicate an easement
for the pathway along Page Mill Road.
The Public Hearing was then closed.
Comqussjon� Lachenbruch informed conuassion and applicant of his Concern
over the conservation easement and how it constrains lots 5 and 6;with the
possibility of relaxing the easement on the east side of lots.. With regard
to the building setbacks, Lachenbruch suggested the 40' be from Page Mill
p,,d for lots 5 and 6. lachenbruch indicated he wnuld like to see a detail
of the pathway proposed along Page Yall Road, and the new cul-de-sac, noting
the need for it to be Separated from road�Y atleast 5' where practicable.
Jachenbruch indicated the dedication needed for Page Mill R�d Path�way should
be along the base of the bank, and we should accept at such time when there
is continuity, defer construction until further dedications are obtained.
Lachenbruch suggested staff conduct a meeting with the adjoining residents
and applicant to discuss path�way, noting he would very much like it kept
off of Page Mill Road.

Mr. Foulk indicated as this is a tentative �p, he felt the details of the
pathway could be worked out during the stage between tentative and final
�p approval, noting he would not like to be heldover for further discussion,
as,'I am anxious to get this project mving.
Staff suggested a condition be placed upon the tentative map that pathway
be constructed along Page Mill Road at bottom of bank, and shall be built
at the time other easenents are obtained for continuity.
MOTION SECONDED AND FAILED: moved by Lachenbruch, seconded by Kuranoff and
failed by the following roll call vote to accept the Conservation Easonent
as ded by Depart�t of Fish and G�, with the exception that on
the north east side of creek on Iot #5 reduce easff�ent fran 50' to 20'.
The Go nserva tion Easement would remain the sare on lots 5 and 6 on the
other side of creek.

comnission and staff discussed the types of uses allowed within the Co�a-
tion Easment. Staff reccnvended the cmTrdssion leave as restrictive as
possible, noting the only work which would be allowed would be construction
of Fawn Hill and no structures within the easement, however, if CaTraission
wished they could address specific items allowed within the ea se�nent.
M=cN SECONDED AND CAPRIED: moved by Lachenbruch, seconded by Carico and
passed unanirmusly that within the Conservation Ea�t and atleast 70'
of top of creek bank only agricultural use (without structures) and pathway
use would be pe=tted.
MOTION SECONDED AM =IED: moved by Siegel, seconded by Lachexibluch and
passed by the following roll call vote that the proposed bridge on Lot #5
be deleted.

dedicate a pedestrian/equestrian easement a minu= of ten feet (10') in
width along the westerly boundary of lot #1 to Moon Lane, as shown on
the T�-ntative Map (revisions by staff), Received, February 26, 1985, and
a t� foot (10 ') wide easevent in the vicinity of the Present toe Of the
bank along lots 5 and 6 to the satisfaction of the City Engineer and
4W Pathway Comnittee.

construction of the Type IIB pathway along the entire easment des=bed
in Condition l.B. and along Page Mill Road, along the entire north edge

prior to recordation of the Final Map. The pathway should be separated
f� paved travalways on Page Mill Road and FaWn Hill Drive by atleast
5' where practicable.

of Creekside Court, File #TM 11-84 subject -to Omditions of Approval as
