HomeMy WebLinkAbout10/09/1985PLANNING CO IISSION TOWN OF LOS ALTOS HILLS 26379 Fremont Road( Los Altos Hills, California MINUTES OF A REGULAR MEETING Wednesday, October 9, 1985 Reel 120, Side I, Tract I, 500 -End; Side II, Tract I, 000-500 Chairman Carico called the meeting to order at 7:32 p.m. in the Town Hall Council Chambers. A. ROLL CALL AND PLEDGE OF ALLEGIANCE: Present: Commissioners Gottlieb, Kuranoff, Siegel, Struthers, Yanez and Chairman Carico Absent: Commissioner Iachenbruch Staff: Michael W. Enright, City Engineer; Nancy Lytle, Town Planner; Leslie Mullins, Secretary MOTION SECONDED AND CARRIED: Moved by Kuranoff, seconded by Gottlieb and passed unanimously to approve the minutes of September 11 and 25, 1985. (Canndssioner Struthers abstained from approval of 9/25/85 minutes) Item Removed: B.2. Nancy Lytle Ms. Lytle removed setting public hearing for October 23, 1985 for the review of the Draft EIR for Adobe Creek Country Club Property, noting at this time the Draft is not ready for distribution, only a rough draft has been submitted. Ms. Lytle informed Commission the public hearing is to review a Draft EIR for the property, hoo er, the application for Use Permit was withdrawn by the applicant and the EIR was continued, there- fore the Commmission can process the EIR for the property and certify the docmmpnt. MOTION SEIXSIDED AND CARRIED: IDbved by Siegel, seconded by Yanez and passed by the following roll call vote to schedule the public hearing for the review of Draft EIR - Adobe Creek Country Club Property when the document is available and after the November 5, 1985 election. ROLL CALL: AYES: Commissioners Kuranoff, Siegel, Struthers and Yanez NOES: Camdssioners Carico and Gottlieb MOTION SECONDED AND CARRIED: Moved by Gottlieb, seconded by Kuranoff and passed unanimously to set thefollowing items for Public Hearing for October 23, 1985: 1. lands of Sola on/Gray, Variance & Conditional Use Permit 2. Lands of Visher, Site Approval V Planning Commission Minutes - October 9, 1985 Page Two C. REPORT FROM CITY COUNCIL MEETING OF OCICBER 2, 1985: (. Commissioner Yanez reported the City Council camtinued Special Land Use �r Pern t for Lands of Mozart; approved 'Tentative Map for Lands of Jones; set-up policy with regard to secondary dwellings, i.e., 220 volt - gas, and State definition of secondary dwelling, noting the Commission may require a Use Permit for those structures which do not meet the State definition; and set-up policy not to accept private roads as public. D. PUBLIC HEARINGS: 1. LANDS OF ZAPPELTA, FILE #VAR 4-85, Request for variance to allow front yard setback encroachment and height envelope by 31'x' for existing non -conforming structure. Ms. Lytle referred to her staff report dated October 3, 1985, noting this is a public hearing to =sider a variance required per Conditions of Approval for Tehtative Lot Line Adjustment, noting it would allow for an existing ncn-confornung single story wood frme house to encroach into the front yard setback and height envelope by 31'x'. Ms. Lytle gave Commission background information on the subject property, and the lots zoning and subdivision ordinance information. Ms. Lytle made the appropriate findings as required by Municipal Cole Section 9-5.1107 (b) in order to grant the variance approval. Staff recommended approval of the subject variance. The Public Hearing was opened and closed with no one speaking for or against this item. MOTION SECONDED AND CARRIED: Moved by Gottlieb, seconded by xanez and passed unanimously to approve the Lands of Zappella, File WAR 4-85, based on findings per Mtmn;cipal Code Section 9-5.1107 (b). 2. LAMS OF SOLOMON/GRAY, FILE #VAR 2-85, 13750 Robleda Road, Request for approval of variance to allow pool house to encroach 15' into setback (Applicant requested this item be continued to the October 23, 1985 Agenda) 3. LANDS OF S0La401/GRAY, FILE #CUP 6-85, 13750 Robleda Ldoad, Request for approval of Conditional Use Permit for secondary dwelling (Applicant requested this item be continued to the October 23, 1985 Agenda) E. OLD BUSINESS: 1. Review of Draft Antenna Ordinance MIs. Lytle referred to her staff report dated October 4, 1985, indicating attached to the staff report is a copy of the Draft Antenna Ordinance from the City Attorney, dated October 3, 1985. Ms. Lytle informed Commission to review the draft for confomnance with subcamuttee report, if consistent to schedule the public hearing for formal review. Commission and staff discussed the draft ordinance, noting the materials from the subcommittee report have not been categorized and would prefer the ordinance be set up more specifically. planning Cmatission Minutes - October 9, 1985 Page Three E. OLD BUSINESS: j Antenna ordinance (continued) Mr. Marc Kaufman, 14100 Donelson Place, supplied Commission with miscellaneous information regarding radio and dish antennas. Mr. Jim Treybig, 27200 Altamont Road, expressed concern over prohibiting amateur radio operators, informing commission at times a 8' dish antenna is not large enough. Mr. Roger Melon, 12992 Vista Del Valle court, informed Commission he has both a 75T crank up and a12 dish and t received any complaints from neighbors on either, with regard to aesthetics and/or interference with TV reception. Mr. Carl Snyder, 27091 Adenna Court, informed Commission to contact him if they need consultation on measuring antenna as per ordinance requirements. MOTION SECONDED AND CARRIED: Moved by Kuranoff, seconded by Yanez and passed unanimously to refer the Draft Antenna Ordinance back to staff and appropriate members of the antenna subcamiittee and amateur radio operator to cane up with the objective to be a workable ordinance based on all information provided in past hearings and this evening, the proposed ordinance should also include dish antennas. 2. Study Session - Zoning Ordinance The following time and date has been scheduled for the next Study Session to review the zoning ordinance revisions, Wednesday, October 23, 1985 at 5:30 P.M. F. NEW BUSIINESS: %W1. Chairman Carico infonTed Comnissioners of special City Council meeting Tuesday, October 15, 1985 at 4:00 p.m. regarding the July let Task Force Report. 2. Commissioner Yanez referred to letter from County Planning Commission, noting their next meeting is October 24, 1985 at 'Twin Creek Sports Center if any Commissioners are interested in attending. 3. Comnission discussed briefly the letter from Andy Cochran regarding Use - Permits with regard to making their facilities open to public once or twice a year. 4. Chairman Carico informed Commissioners to have available at the next Study session a list of items for discussion for future Study Sessions. G.
