Chairman Siegel called the meeting to order in the Town Hall Council Chambers
at 7:32 p.m.
A. RDLL CAIS, AND PLEDGE OF ALLEGIANCE:

9:30 p.m.), Iachenbruch, Struthers, Yanez and Chairman Siegel

MOTION SECCNDED AND CARRIED: Moved by Struthers, seconded by Carico and
passed unanimously to approve the Consent Calendar, specifically:
1. Setting Public Hearings for October 8, 1986:
a. Lands of Easterbrooks, File WAR 8-86, 25541 Fremont Read, Variance
for setback encroacht and site developrent permit for new residence;
b. Lands of Greenwood, File WAR 9-86, 26075 Duval Way, Variance for
Noise Barrier;
c. Lands of Schroeder, File #VAR 10-86, 26991 Taaffe lead, Variance for
side and height encroachmnt and site developent pernit for additim;
d. Lands of Morris, File #CUP 6-86, 12195 Padre Court, Conditional Use
Permit for Secondary Dwelling Unit and site development permit; and
e. Lands of Yoshida, 14945 Page Mill Road, Appeal of Administrative Decision
C. REPORT FROM CITY COUNCIL MEETING ON SEPTEMBER 17, 1986:
Coudssicner Siegel reported the Council adopted an Urgency Ordinance for
those applications on file which are between transition of New and Old Zoning
Ordinance, noting those applications with Site Development and Special Land
Use Permits have 90 days to secure Building Permit under the old ordinance;
Council granted special exception to Mr. and Mrs. ward to get their application
in for major addition in to Town Hall by October 3rd, to be considered under
the Old Ordinance; Discussed Torun Name Change - City Attorney to prepare Ordinance
1�y and return for approval; approved Chantalat Special Land Use Permit; approved
Prodromou Conditional Use Permit. Siegel inferred Cammission there are two
vacancies on the City Council and anyone interested should file application
by 5:00 p.m., Thursday September 25, 1986.

D. PUBLIC HEARINGS:
( 1. Lands of Currie, File #1IM 3-86, 25545 O'Keefe Lane, APN: 175-48-056,
4I (Ace Consulting Engineers), Proposed Nine Int Subdivision and Negative
Declaration
Commissioner Carica questioned Chairman if she should step down from consideration
of this item as it is on the same street. Chairman Siegel noted it is a personal
decision, noting you are not an adjacent neighbor of the property and don't feel
it necessary.
Commissioners received a copy of letter from Virginia S. Campbell, dated
September 23, 1986 in addition to packet.
Ms. Lytle referred to Staff Report dated September 17, 1986, informing Commission
the applicant's propose to subdivide the property into nine lots, noting access
to the subdivision is proposed as a public road extension of O'Keefe Lane, which
will follow the alignment of the existing driveway access to Mr. and Mrs. Currie's
residence. Nis. Lytle presented Camussion with Zoning and Subdivision breakdown
for each lot; and noted issues related to this development are: 1) Noise;
2) Visual and Aesthetic Impacts; 3) Geotechnical Concerns; 4) Traffic; and
5) Drainage and Sewers. Ms. Lytle recommended that the Planning commission
adopt a motion recauending that the City Council approve the filing of a
Negative Declaration for this project with the Santa Clara County Clerk; and
that the Planning Commission adopt a motion recommending disapproval without
prejudice of the Lands of Currie Tentative Map, based on findings that staff
cannot support findings 11 2, and 3 of the required findings in Section 9-4.515 (e),
(which was renumbered in Ordinance #305). Ms. Lytle informed Commission if they
desired to recamiend the approval of Tentative Map, that the item be continued
to allow staff to prepare Conditions of Approval for the next meeting.
Commissioners questioned a possible setback for proposed residence siting with
regard to noise from I-280. Ms. Lytle informed Commission a Noise Contour Map
should be established as per Noise Report, noting at this time we do not have
enough information to establish one.
Commissioner Carico indicated the Traffic Report provided is not adequate,
expressing concern over properties waich also have potential for subdivision,
noting including this subdivision there are 18 new sites currently proposed.
The Public Hearing was therm opened.
Mr. M. Mnhammdian, 6222 Mojave Drive, San Jose, presented Commission with letter
dated September 24, 1986, in response to Staff Report dated September 17, 1986,
which is to clarify the goals of the proposed subdivision and justify our designs,
which are in accordance with the Town of Los Altos Hills' Ordinances.
Mr. Mike Malek, Ace Consulting Engineers, with regard to Mrs. Campbell's letter,
Mr. Malek informed Commission all adjacent property owners will be able to tie
into the sewer system, noting there are no plans for septic systems on this
subdivision. Mr. Malek informed Commission Terrasearch, Inc., has provided
a Soils and Geotechnical Report for the proposed subdivision. With regard to
traffic concerns, Mr. Gay Pang has prepared an analysis, noting accidents
referred to in his report are those reported to the Sheriff. Mr. Malek informed
Commission a design for strap outlet has been coordinated with Caltrans, and
working improvement plans shall be submitted to the Town Engineer after the
Tentative Map is conditioned, asking Commission to approve the subject Tentative
Map as we have met all conditions and ordinance requirements.

Mr. Imbert Mazzetti, 15421 Vista Serena, asked if proposed subdivision
provides adequate travel for joggers, hikers, etc.? With regard to noise,
Mr. Mazzetti, indicated that lots 6, 7, 8, and 9 will have much difficulty
with freeway noise and would suggest a wall barrier, noting vegetation along
will not be enough.
Mrs. Virgiria Campbell, 12870 Robleda Road, expressed concern over siting of
residences with regard to noise f=,i 1-280, also noting shrubs and tree
planting will not alleviate the impact.
Mrs. Dana Mazzetti, 15421 Vista Serena, expressed concern over noise from
freeway, suggesting a wall be installed; and encouraged approval of the
tentative map as new residences in this neighborhood will help to enhance
our surroundings.
Mrs. Marsha Robertson, 15411 Vista Serena, questioned what the allowable size
of hares will be allowed on this subdivision, also height, architectural style?
Mrs. Robertson expressed the need for a signal on O'Keefe at E1 Monte.
Ms. Lytle informed public and camdssion, on an average the floor area allowed
for residences will be S,OOD sq.ft., max;,m,m height 27', with regard to
2nd stories, the site development ccnvdttee will detennine if appropriate
with regard to ridgeline preservation.
#4W Mr. Richard Wong, 15470 Vista Serena, informed Commission he felt there is a
need for EIR for this project, with regard to Noise, Traffic, etc. With
regard to sound wall, Mr. Wong also indicated he felt it would be appropriate
to help eliminate the noise from freeway.
The Public Hearing was then closed.
Chairman Siegel informed Camnission, we must act on this proposal this evening,
it cannot be continued without concurrance of the applicant, noting if the
Commission wishes to approve the Tentative Map we will continue it to October
8, 1986 for staff to prepare Conditions of Approval.
Commissioners and staff discussed with applicant concerns raised over noise
to proposed residences from freeway, possible conservation/open space easement
to keep lots further away from freeway, landscape mitigation as well as some
type of sound wall combined; number of proposed lots and configuration of
residence siting, raising concern over substandard lots being created due
to noise impacts from freeway. Camission asked the applicant if there was
a possibility of re -design for this subdivision, stressing the impact of
noise upon lots 7, 8 and 9 especially.
Commissioner Kaufman infoumed Camassioners, that at the subcammittee meeting
we asked for re -design based upon concern ever noise, the applicant decided
not to and has submitted this sip map for Commissioners review.
MOIICN SECONDED AND CARRIED: Moved by Yanez, seconded by Carico and passed by
the following roll call vote to recommend that the City Council approve the
filing of a Negative Declaration for the Lands of Currie with the Santa Clara
Clerk.

MOTION SECONDED AND CARRIED: Moved by Struthers, seconded by Kaufman and
passed unanimously to reconnend denial without prejudice to the City Council
for the Lands of Currie, File #TM 3-86, because of the inability to make
findings 1, 2, and 3 in Section 9-4.515 (e).
2. Lands of Vancheiri, 25333 La Ulna Drive, Appeal of Administrative Decision
Ms. Lytle referred to her Staff Report dated September 17, 1986 informing
Cmunission in 1984 the Vancheiri's applied for a zoning permit to construct
an addition at the rear of their house, the site plans and NIDA worksheets
submitted at that time indicated a 2' contour and slope of 12.78; the more
recent application was discovered that the actual contour interval should
have been shown on the plans as 5' and slope as 36.78, thereby reducing
the NIDA drastically and the application was denied as the property is
currently in excess of the allowable NIDA, using formulas for both old and
new zoning ordinance. Mr. Vancheiri has appealed this decision, and staff
recaaiends that the cc mission deny the appeal of the applicant, noting the
Town should not assume responsibility for calculation errors which are based
on misrepresentations by the applicant, even if unintentional.
Commissioners discussed if calculations were previously based upon metric?
and wily are they calculations so different when given in correct intervals?
The Public Hearing was then opened.
Mr. Ton Smith, General Contractor, explained to Commission that two years ago
wtnen an application was submitted, the City Engineer at the time waived the
necessity for a topographic map, and were told the allowable MDA was 12,000 sq.ft.,
and had planned at that tine to do this addition, but at the time were not
financially set to go ahead with the project.
Cmndssioners discussed with applicant the possibility of removing development
area for the addition to keep it existing non -conforming at the same sq.ft.
Commissioners also expressed concern that under new and old ordinances this
application would not be able to be processed. Camission also expressed
sane concern over 2nd story addition being constructed on ridgetop (although
noting it is very modest in size in comparison to existing structures).
Mrs. Vancheiri, 25333 La Luria Drive, indicated she felt it unfortunate that
previously they wire told by the Tuan they were allowed 12,000 sq.ft. and now
the Town's position has changed. Mrs. Vancheiri indicated this is very
expensive and time consuming, and has no where for our child to sleep.
The Public Hearing was then closed.
MOTIM SECONDED AND CARRIED: Hoed by Iachenbruch, seconded by Struthers and
passed by the following roll call vote to deny the appeal of Administrative
Decision for the Lands of Vancheiri on the basis that ordinance limits are
clearly exceeded, with new and old zoning ordinances.

E. NEW BUSINESS;
E 1. Study Session - Draft Housing Element set for October 16, 1986
at 4:00 P.M., this tine will allow the attendance of the City Attorney.
2. Set Site Development O:nmmittee Meetings for 'Tuesday, afternoons,
2:00 P.M. to 5:00 P.M.
3. Commissioner Struthers referred to scheduled meeting of Evergreen
Conservation in Los Gatos on Thursday, September 25th.
4. Cmuissioner Iachenbruch informed Comnission there is a need for study
session on large lats and allowed development area, explaining a simple
rule which can be used.
Commissioners and staff discussed items thich are in need of Study
Sessions: 1) Secondary Dwelling Unit Size on large lots; 2) Tot Unit
Factor on larger lots; 3) Housing Elemnt; 4) Entire General Plan Update; 5)
Definition of artificially implaced materials for NIDA; 6) Wall and Fence
Ordinance, downhill retaining walls; large garages, etc.
5. Commissioner Struthers requested staff investigate fence installed on
Mr. Womg's property on Vista Serena 6' at roadway.
F. OIA BUSINESS:
1. Cammmission received a veno prepared by the City Attorney dated September
10, 1986 regarding secondary dwelling units; re: rental provisions in
the Town's secondary dwelling unit ordinance.
