Chairman Struthers called the meeting of the Planning Commission to order in
the Town Hall Council Chambers at 7:33 p.m.

C. REPORT FROM CITY COUNCIL MEETING OF MARCH 4, 1987:
Chairman Struthers reported the City Council approved installation of
signs for safety on Robleda and look into installation of guardrail in
area near Ignatius property; Approved Resolution of second addendum to
lease between Town and LAH Little League; Adopted Resolution setting the
time and place of hearing to determine whether conditions that exist on
the Gilfoil property on Carillo Lane constitute a public nuisance;
Discussed and continued consideration of Town Land Use Voting Policy to
the next Council meeting; Approved request by Mr. Rick Bell for relief
from road covenent on Black Mountain at Ursula Lane; Passed unanimously
support for policy of safe bike lanes, and directed staff to proceed with
improvements as outlined in the letter of February 20th, by Mrs. Ginzton;
Approved reduction of variance fee for Horley on Black Mountain Road;
Approved encroachment permit for driveway through the Conservation
Easement on Lands of Carse (formerly Korpontinos); and approved to direct
the City Attorney to amend the Covenant regarding Lands of Carse to
include provisions allowing the work proposed within the covenant
restricted area subject to the Town Geologist conditions.
D. REPORT FROM SITE DEVELOPMENT COMMITTEE MEETINGS OF MARCH 3, 1967 AND
MARCH 10, 1987:
Commissioner Patmore informed Commission the Site Development Committee on
March 3, 1987 had a preliminary review scheduled for F.A.S. Development on
Avila Court, noting the applicant did not show for the hearing and item
was discussed that the committee would not be in favor of a two story
structure on this property.
Commissioner Kaufman reported at the March 10, 1987 Site Development
Committee Meeting, approved Landscape Plan for Hansen on Stirrup Way;
Landscape Plan for Carnes on Tracy Court; and New Residence for Chan on
Arastradero Road (PAUSD Lot).
Commissioner Patmore reported the Subdivision Committee met on March 10,
1987 to reconsider the Tentative Map for Lands of Ploeg, noting the item
is very controversial and Committee recommended denial of the subject map
to the full Planning Commission.

Municipal Code by amending the text of Chapter 1 of Title 10 entitled
"Zoning Law of the Town of Los Altos Hills", (continued at the request
of City Attorney for adoption of Resolution setting Public Hearing for
March 25, 1987)•

2. LANDS OF DEL MONTE DEVELOPERS, FILE #TM 5-86, Three Forks Lane,
(Nowack & Associates, Engineers), Request for approval of Negative
Declaration and Tentative Map for a five (5) lot subdivision
{, (continued from February 25, 1987 meeting)
Ms. Lytle referred to Staff Report of March 5, 1987, informing Commission
that the Planning Commission on February 25, 1987 held public hearing and
continued the item to a field trip on March 4, 1987 and to the following
meeting this evening, at the field trip, Ms. Lytle noted the main issues
investigated were drainage concerns of the surrounding property owners,
the alignment of future pathway on the property, and the visual and
aesthetic off-site impacts of future development. Ms. Lytle noted the
City Engineer has addressed the drainage issues in his memo of March 5,
1987. Ms. Lytle informed Commission staff analysis of the remainig issues
are: Pathway Alignment; Visual and Aesthetic Concerns; and Geotechnical
Concerns, as identified in the March 5, 1987 staff report. Ms. Lytle
informed Commission that the as the Town Geologist comments and
recommendations have been received that the Planning Commission recommend
that the City Council file a negative declaration with the Santa Clara
County Clerk; and recommend that the City Council approve the Lands of Del
Monte Developers, subject to Conditions of Approval as attached to the
March 5, 1987 Staff Report.
Commission and Staff discussed the Town Geologist Letter of March 9, 1987
and recommendations presented; and the reports received from Sandia and
Associates with regard to drainage improvements on the Prudence property.
The Public Hearing was then opened.
`. Mr. Paul Nowack, Nowack & Associates, Engineer, informed Commission that
the drainage improvements proposed for the Del Monte Project will be
adequate to handle a 100 year flood and will improve some of the existing
concerns that have been raised at the last meeting by the surrounding
neighbors. Mr. Nowack asked for relief of Condition I.A. noting he did
not feel it needed to be as large as redlined on the Map; and questioned
Condition 6.C. and what that entailed, noting the proposal is to construct
a culvert not a bridge. Mr. Nowack informed Commission that on three of
the lots they are planning single story and two lots step down.
Mr. Roland Von Huene, 13500 South Fork Lane, informed Commission he is
concerned over the wording of Condition 5.F., as he felt it was not strong
enough language.
Mr. Paul Reneau, 13149 Byrd Lane, indicated that their subdivision has no
problem with the drainage, but are very concerned over the impact of views
of existing properties when the new structures are built, asking for
strict control over heights, size and bulk, asking for zoning overlay for
this subdivision and referred to Michael Kuranoff's letter of March 6,
1987.
Mr. Cordell Green, 13460 South Fork Lane, requested that the improvements
as suggested by Sandia & Associates in their letter of March 5, 1987 be
installed especially for lots 2 and 3.

Mrs. Prudence, 12352 South Fork Lane, requested that Nowack & Associates
and Sandia & Associates work closely together with regard to subdivision
drainage improvements.
Mrs. Green, 13460 South Fork Lane, requested that the Commission approve
the bridge as proposed by staff.
The Public Hearing was then closed.
Commission, Staff and Nowack discussed drainage concerns, improvements
proposed as part of subdivision; possibility of retention pond, location
and need for pathway to this subdivision, proposed zoning overlay (i.e.,
type of structures, height and bulk of proposed structures).
MOTION SECONDED AND CARRIED: Moved by Kaufman, seconded by Stutz and
passed unanimously to amend Condition 5.F. as follows: Drainage
improvements shall be designed and constructed to the satisfaction of the
City Engineer and shall include off site improvements as proposed by
Nowack & Associates in their letter dated March 6, 1967.
MOTION SECONDED AND CARRIED: Moved by Kaufman, seconded by Stutz and
passed unanimously to amend Condition 1.A. as follows: The Owner shall
dedicate a Conservation Easement as redlined by Staff on the Tentative Map
dated, "Received, January 23, 1987", (approximately following lands
greater than 30% slope), to the satisfaction of the City Engineer and Town
Planner. No structures, grading or vegetation removal shall be allowed
within the easement, with the exception of grading for installation of
storm drainage and sanitary sewer improvements.
PASSED BY CONSENSUS: To amend Condition I.E. to include at the end of the
paragraph: ...Existing easement shall connect to Byrd Lane.
PASSED BY CONSENSUS: To amend Section 2, Geologist Conditions, as
follows. 2.A. Submittal of Site Development Plans (Lots 1-4), Proposed
residential plans for each lot shall be submitted to the Town to be
reviewed and approved by the Town Geologist and City Engineer prior to
issuance of individula Building Permits. 2.B. Geotechnical Plan Review -
(All Lots) The applicant's geotechnical consultant shall review and
approve all geotechnical aspects of the development plans (i.e., site
preparation and grading, site drainage improvements, and design parameters
for foundations, retaining walls, and roadways) to ensure that his
recommendations have been properly incorporated. The results of the plan
reviews shall be summarized by the geotechnical consultant in a letter and
submitted to the Town Engineer for review and approval prior to issuance
of Building Permits. 2.C. Geotechnical Field Inspection (All Lots) The
geotechnical consultant shall inspect, test ,(as needed), and approve all
geotechnical aspects of the project construction. These inspections shall
include, but not necessarily be limited to: site preparation and grading,
site surface and subsurface drainage improvements; and excavations for
foundations and retaining walls prior to the placement of concrete and
steel. The results of these inspections and the as -built conditions of
these projects shall be described by the geotechnical consultant in a
letter and submitted to the Town Engineer for review prior to final
project approval.

of future residences).

3. LANDS OF MURPHY/OWEN, Old Trace Lane, Modification to Site Development
( Permit for Caretakers Cottage
(w Mr. Enright referred to Staff Report dated March 5, 1987 informing
Commission this item is before the Commission because it involves a
project where the developed area exceeds 20,000 sq.ft., noting the
applicant is requesting permission to reorient the caretakers cottage by
rotating it 90 degrees from where it was approved by the Planning
Commission and City Council in 1986. Mr. Enright informed Commission this
proposal will not have any grading or drainage impacts, noting the
development area will be reduced slightly because the entry walk will be
shortened. Staff recommends that the Commission approve the subject
modification to Site Development with the following conditions: 1)
Applicant shall submit revised site plan, to the satisfaction of the City
Engineer, prior to construction of cottage; and 2) Conditions which were
imposed as part of the original site development permit remain in effect.
The Public Hearing was then opened.
Mr. Ken Pastrof, Owen Homes, informed Commission of their need for site
development modification requesting the Commission approve the
modification subject to the Conditions as listed in the March 5, 1987
Staff Report.

4. LANDS OF RENEAU, FILE #VAR 3-87, 13149 Byrd Lane, Request for Variance
to encroach into forty foot setback area by one foot, and Site
Development Permit for Bathroom Addition
Ms. Lytle referred to Staff Report dated March 5, 1987, informing
Commission the applicant is proposing to construct a 217 sq.ft. addition
to an existing residence, noting the addition is to the master bedroom
bathroom area, in order to accommodate a bathtub, this portion of the
aadition will extend one foot into setback area. Ms. Lytle gave
description of the property and project in terms of zoning ordinance. Ms.
Lytle indicated that the necessary findings per Municipal Code Section 10-
1.1107 are supported as listed in the March 5, 1987 Staff Report,
recommending_ that the Planninv Commission approve the Variance request for
Lands of Reneau to encroach into the forty foot setback area by one foot.
Ms. Lytle recommended that the Planning Commission approve the Site
Development Permit subject to Conditions of Approval in the City
Engineer's memo of March 5, 1987.

variance application.
Mr. Jack Morgan, 13140 Byrd Lane, informed Commission the Reneau property
is well secluded and landscaped, noting no objection to the requested
variance.

�r 5. LANDS OF GASKILL, FILE #VAR 1-67, Lot #2, West Sunset Drive, Request
for Variance to exceed the allowed Maximum Development Area by 580
sq.ft. and Site Development Permit for roof overhangs, deck and
additional floor area
Ms. Lytle referred to Staff Report dated March 5, 1987, informing
Commission that the applicant applied for zoning and site development
perits in October, 1986, and received approval in December 1986, noting at
that time the approved plans proposed development area which utilized the
entire MDA for the property, and since those approvals, the applicant's
have proposed some minor revisions which will exceed the MDA by 580
sq..ft., additional 346 sq.ft. for roof overhang, and 62 sq.ft. of floor
area and 209 sq.ft. of decking. Ms. Lytle informed Commission that the
necessary findings per section 10-1.1107 for granting of a variance to
allow increase in roof overhangs are supported as listed in March 5, 1987
Staff Report and recommends that the Planning Commission approve the
Variance request to exceed the Maximum Development Area for the lot by 346
sq.ft. for purposes of construction overhangs, but that the remainder of
the request be denied, for reasons as reported in the March 5, 1987 Staff
Report.

Mr. Alan Lambert, Gerard Homes, informed Commission that he believes all
six findings necessary for granting of a variance can be made for all of
f the variance requests, asking that the Commission approve the Variance
�r request for the entire application. Mr. Lambert informed Commission that
they began design of the proposed residence and amenities under the
guidelines of the Site Approval for Lands of Linsey when it was approved,
noting since that time the ordinances have been modified.
Mr. Gaskill, informed Commission he is returning back to live in Los Altos
Hills after being out of the state for a couple years, informing
Commission that they have designed the residence under the development
area guidelines which were approved for the Site Approval, informing
Commission the variance request will not change the appearance of the
house, asking that Commission approve the variance request for all
portions.
The Public Hearing was then closed.
Chairman Struthers indicated that the deck proposed may help break up the
structure from off site view especially from Chapin where the structure is
very visible. Mr. Gaskill also noted that there will be many trees
planted along roadway which will help mitigate the view concern.
Commissioner Kaufman stated that he finds it difficult to support a
variance for a structure which is not yet constructed, noting the
structure can be amended to fit into the allowed development area, and
agrees with findings as stated in the March 5, 1987 Staff Report.

Mr. Lambert indicated that perhaps they could re -design the deck so it not
be as large, i.e., delete the master bedroom deck, and pull the requested
deck back to be even with garage approximately removing 100 sq.ft.

Applicant was informed the Variance approved for the overhangs will be on
the City Council Consent Calendar on March 18, 1987, and a letter of
appeal would be required in order to receive review by City Council on the
deck and additional floor area.
6. LANDS OF MANIAN, Lot #5, Berry Hill Court, Request for approval of Site
Development Permit for New Residence and Swimming Pool
Mr. Enright referred to Staff Report dated March 5, 1987, informing
Commission that they are acting as the Site Development Committee because
he proposal for this application exceeds 20,000 sq.ft. Mr. Enright noted
-eas of concern: grading and foundation style, grading and siting of
�., changes to house and pool grading. Mr. Enright informed Commission
staff does not recommend approval of this application, unless changes
de to the grading and foundation style of the house and changing the

grading and siting of the swimming pool, noting if Commission wishes to
approve the Site Development Permit there are conditions of approval
attached to the March 5, 1987 Staff Report.
The Public Hearing was then opened.
Mr. Alan Lambert, Gerard Homes, informed Commission the maximum that this
house can be moved is five feet to the east, including roof overhang; then
you would only be gaining 1/2 foot on the left side and would create
steeper cuts at the garage. Mr. Lambert informed Commission that the
applicant has requested a flat as possible structure, noting they can
raise the pool 2' as mentioned by the City Engineer.
Mr. and Mrs. Manian, informed Commission that they have specifically
requested this design for their home, due to small children noting they do
not care to have the house step down, with regard to the pool, they would
prefer that it be kept back away from house because of safety for their
children. Manians noted they are working on preserving the trees existing
and maintaining the natural setting of the lot.
Mr. Don Brandeau, Landscape Architect, informed Commission he was very
impressed with the careful designing of the proposed residence, noting the
structure can be landscaped to soften the off site views, and informed
Commission that a tree expert is looking into the preservation of existing
pine trees on the property.
The Public Hearing was then closed.
Commission, staff and applicants discussed the design of the proposed
structure and amenities, concerns over the amount of grading necessary for
this proposal, concern over the maximum development area being right up to
the level allowed.
Mr. Lambert informed Commission that they could re -work the drawings and
return to the Site Development Committee for review, keeing the grading
under the allowed for Site Development.
MOTION SECONDED AND CARRIED: Moved by Kaufman, seconded by Carico and
passed unanimously to continue Lands of Manian, to allow redesign of the
residence and swimming pool, and refer to the Site Development Committee
for review and approval, provided that the redesign comes under those
guiueiines.

Chairman Struthers informed Commission that the slides are available at
any time for review, noting the voting ballots must be returned to the
City Clerk no later than 5:00 p.m. on Tuesday, April 7th, as the awards
will be presented at the April 15th City Council Meeting.
2. Planting and Maintenance of Trees on Public and Private Property,
referral from City Council
MOTION SECONDED AND CARRIED: Moved by Kaufman, seconded by Yanez
and passed unanimously by those members present to continue this item to
the next agenda. Chairman Struthers indicated that she has some comments
on this item if anyone would like to hear them, due to the late hour,
it was recommended that the Chairman write up her comments and have them
