Chairman Kaufman called the meeting to order at 7:40 p.m. in the Town Hall
Council Chambers.
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:

(( B. CONSENT CALENDAR:
\r' MOTION SECONDED AND CARRIED: Moved by Stutz, seconded by Noel and passed
unanimously to approve the Consent Calendary, specifically:
1. Approval of Minutes - August 10, 1988
2. Resolution N setting time and place of hearing on proposed change
and amendment to the text of Chapter 1 of Title 10 of the Los Altos
Hills Municipal Code entitled "Zoning Law of the Town of Los Altos
Hills" and recommendation concerning a proposed negative declaration
C. REPORT FROM CITY COUNCIL MEETING OF AUGUST 3 & 17, 1988:
Commissioner Emling not present to give report from August 3, 1988 City
Council meeting.
Commissioner Jones reported the City Council on August 17, 1988 discussed
Park & Ride at Arastradero/Page Mill Road, due to concerns raised by
neighbors; approved Lotus Investors Tentative Map; accepted improvements
for Ugie subdivision on O'Keefe; discussed Ford Country Day School pur-
chase proposal; discussion over Foothill College Housing; discussion over
dates for Joint Study Session between City Council and Planning Commis-
sion.
D. REPORT FROM SITE DEVELOPMENT COMMITTEE MEETINGS OF AUGUST 16th & 23rd:

Commissioner Noel reported the Site Development Committee on August 16,
1988 continued Chung on Arastradero Road for swimming pool as applicant
did not show; approved new residence and pool for Packer/Fairchild on
Rhoda Drive; approved Dairiki on Paseo Del Roble landscape plan.
Commissioiner Carico reported the Site Development Committee on August 23,
1988 approved landscape plan for Tyabji on Story Hill Lane; approved new
residence for Gerard Homes on Lot N2, Berry Hill Court; approved new
residence for Vogl on Summerhill, noting concerns over drainage and
landscape mound for screening of structure from roadway; approved new
residence for Li on Christopher's Lane; and grading and drainage for Lisac
on Templeton Place with much concern raised by neighbors over the amount
of activities occuring on the property without permits over the years.

F�PUBLIC HEARINGS:
1. LANDS OF QUARRY HILLS, Stonebrook and Prospect Roads, Draft Environ-
mental Impact Report
Ms. Zeff referred to Staff Report dated August 26, 1988, informing Commis -
sin this is a Public Hearting to hear comments on the Draft Environmental
Impact Report for the Quarry Hills Subdivision. Ms. Zeff informed Commis-
sion and public the public review period for the Draft EIR on the Quarry
Hills Subdivision is from August 1, 1988 to September 14, 1988, noting
this public hearing has been scheduled to allow the public to speak and
comment on the environmental issues analyzed in the Draft EIR. Ms. Zeff
also informed Commission and public representatives from EIP, the consult-
ing firm that prepared by Draft EIR, are in attendance this evening and
are available to answer questions.
Commission and staff reviewed applications currently on file with the Town
and Santa Clara County, i.e., Annexation, Reclamation Plan, Draft EIR,
Tentative Map and Negative Declaration.
The Public Hearing was then opened.
Dr. Howard Martin, 11667 Dawson Drive, referred to Draft EIR and state-
ments by EIP in previous reports with regard to water flow and Hale
Creek. Dr. Martin informed Commission of concerns over useage of Hale
Creek for the Quarry Hills Subdivision improvements, suggesting a by-pass
pipe which will carry All water from upper Hale Creek around the western /
northern perimeter of the quarry project, to continue into Hale Creek as
is procedes beyond the Quarry reclamation area, subject to measures to
control the amount of water from Hale Creek into the lake proposed, and
monitoring of the bypass by Santa Clara Valley Water District. Dr. Martin
added the developer should present a lake/reservoir maintenance and man-
agement plan, as well as useage details and restrictions. Dr. Martin pre-
sented Commission with a report on his recommendations on the proposed
reclamation plan area, including monthly Hale Creek run-off in acre-feet
averages for the 1966 - 1986 (20 year period) from Santa Clara Valley
Water District .
Mrs. Helen Daley, Stonebrook Road, informed Commission of concerns over:
1) road widening and how it can be accomplished; 2) need for horse trails;
and 3) stability of land to accommodate lake.
Mr. David Proft, 26201 Moody Road, asked for preservation of open space
within the subdivision, and concerns as pointed out by Dr. Martin with
regard to necessary water flow from Hale Creek downstream.
Mr. Ted Werthner, 24874 Olive Tree Lane, noted concern over impossibility
of Olive Tree Lane access indicating as 24 homes are close to Olive Tree
there should be some consideration within the EIR to address access and
safety.
r. Walt Gregorwich, Priscilla Lane, raised concern over existing traffic
problems within this area (Stonebrook), additional traffic from not only
Quarry Hills property, but also the 35 lot McCulloch subdivision currently

under review by the Town, noting perhaps we should investigate re -opening
114rStonebrook Drive all the way.
Mr. Charles Nakoti, 10933 Northcrest Lane, informed Commission currently
Stonebrook Drive is 15' wide, serving 7 homes on a meandering roadway
which passes through coast live oaks, noting concern over the cliff from
road to the quarry and its stability and safety. Mr. Nakoti noted also
noise and air pollution from roadway (Street "A") should have more atten-
tion given. Mr. Nakoti also questioned the eventual ownership of land and
lake area, and liability in future. Mr. Nakoti further added concern over
the authorship of the EIR, adequacy of flora and fauna mentions, and its
disregard to the effect of Stonebrook Road.
Mr. David Roos, 13590 Hill Way, informed Commission of concerns over the
ridge that connects to the Open Space District, noting the subdivision of
this property will create an intrusion of homes that would change the at-
mosphere of a large area of open space that now does not abut on anything
but wild lands, and that the property is greatly used by joggers, hikers,
nature lovers.
Ms. Christine Cole, 23219 Ravensbury Avenue, informed Commission of the
need for trails in this area, to lead to Windmill Pasture and Open Space
area, noting there is an existing trail which runs along the ridgeline
which is not shown on the map. Ms. Cole also noted other access points
which exist and also are not shown on the maps provided. Ms. Cole ques-
tioned where the developer will obtain water to fill creek, from Purissima
,[ Water District or Cal Water.
Mr. Ry Smith, 23230 Ravensbury Avenue, spoke briefly of the petition
signed by 500 people against development of the quarry property, noting
the interest of Mid -Peninsula Open Space District purchasing the property
for open space. Mr. Smith added the environmental checklist provided in
the Draft EIR indicate 65 questions, noting 54 (83%) are checked "yes" or
will result in environmental concerns.
Mrs. Sherry Emling, 11853 Murietta Lane, spoke to Commission over the
necessity of neighbors and citizens to help each other out and band to-
gether in our small Town and they should have a tremendous amount of say
as to the development of areas such as the quarry and open space. Mrs.
Emling noted great concern over the liability of the filling in the quarry
for a lake within the development, indicating it cannot be expected that a
Homeowners Associaton can handle such a responsibility after the develop-
ment of the property. Mrs. Emling also noted the need for trails within
this area for pedestrians, equestrians and joggers, and concern over the
dryness of the area and need for water flow from Hale Creek as previously
mentioned.
Chris Ramano, 1253 Golden Way, indicated concern also over water flow from
Hale Creek and development on top of the ridge line, noting trails in this
area are most important connection between San Antonio Park and Wind Mill
Pasture.
`,Mr. Luis Yanez, 26879 Moody Road, informed Commission this is the fifth
EIR he has seen on this property, presenting a road profile diagram from

December 1986 which is on file with the Town, noting concern over: access,
4, circulation, grade of roadway more than 20%, emergency vehicle access and
response time. Mr. Yanez indicated all property over 30% should be dedi-
cated open space, and attention be paid towards grading, drainage, water
supply, and sanitary sewer.
Mr. Scott Overstreet, Encinal Court, noted concern over two specific is-
sues: 1) pages 310 & 311 of the EIR regarding surface water referred to
in the 2nd and 3rd paragraphs and referral to tributary of the north fork
of Permanente Creek, noting the creek flows through his two properties and
his concern over drainage and sedimentation as there are two existing
buildngs on the properties within 15' of the creek, asking that the EIR
address this in great length, not just superficial as the statements are
in the report; and 2) page 377 regarding traffic, ridge area development
and access.
Mrs. Betsy Bertrum, 11854 Page Mill Road, informed Commission a 20% grade
for roadway to this subdivision is too steep, especially being a windy
small roadway, noting safety concerns when wet weather occurs.
Mrs. Marcia Hembry, 10921 Stonebrook Drive, indicated the development of
this property will lead to mutilation of homes and lifestyles we have
grown acustomed to, noting the need for preservation of access, trails,
oak trees as these are the reasons we all moved to and live in Los Altos
Hills. Mrs. Hembry added currently there is too much traffic, too fast
and will increase with this development, noting major safety issues with
L regard to road access.

r Mr. Carl Tiefert, 13049 Albertsworth Lane, informed Commission he did not
feel there is enough consideration over the ridge to the north of the
creek, asking that this area be more clearly addressed with regard to long
term environmental impacts (noise and pollution) to open space and quality
of life.
Mr. R.E. Kurtzic, 24863 Olive Tre Lane, noted concern over earthquake
faults in area, and its affect on lake area and its stabilization, and
concern to downstream neighbors.
Mrs. Jean Sorenson, 23060 Mora Glen Drive, informed Commission she is a
volunteer at the Open Space Reserve, describing the location of the
earthquake fault which runs between Foothill and the St. Joseph property.
Mrs. Sorenson also commented on pesticides used for landscaping and their
affect on environment and wildlife.
Mr. Roman Riser, 11665 Dawson Drive, concerned over Hale Creek water flow,
noting there is no mention of how the 1 acre per foot would be controlled,
questioning what is downstream and how will it be monitored. Mr. Riser
informed Commission the reclamation plan indicates that water will be
bought if economically feasible, if not it will destory Hale Creek.
The Public Hearing was then closed.
Commissioner Carico questioned page 371 regarding increse in traffic on
Stonebrook Road, noting concern over access roadways, adding she will ad-
dress her concerns in writing.

Commissioner Emling noted the map which shows not only his proposal but
creek and how it will affect the downstream neighbors and town owned prop-
erty.
Commissioner Jones, Noel and Patmore informed Commission he would make
their comments in writing.
Commissioner Stutz referred to FIR for McCulloch noting the consultant is
not adding up figures from one report to the next, also noting the
Ridgeview Subdivision will be coming in soon, and that the two FIR's are
not compare the same issues, and school districts are not correct in ei-
ther McCulloch or Quarry Hills FIR. Commissioner Stutz indicated the
visual quality of the property is not addressed as part of the F.IR. Com-
missioner Stutz questioned the Williamson Act Contract.
Chairman Kaufman informed consultant of minor technical points in the FIR:
noting the Fire District on page 3-1.12 is paid for by property taxes and
not by the Town. Chairman Kaufman added concerns over: water supply; the
fire department does not want to see pressure system, need for large tanks
(100,000 gallons) at the ridgeline; access roads are not shown, noting the
need for more than one access, referring to response times, which the
longest time is 10 minutes.
Chairman Kaufman reminded public the review period for the Draft FIR is
open until September 14, 1988 to get comments in writing to staff.
AW NEW BUSINESS:
1. Commissioner Patmore asked that a field trip to tour Gaither and Bel-
lucci properties prior to their public hearing dates. Passed by consensus
to hold field trip on September 14th.
2. Commissioners discussed dates for joint study session of the City
Council and Planning Commission, preferring Tuesday, September 13th or
alternate Thursday, September 22nd at 5:00 p.m., it was noted sandwiches
would be provided.
