That would be our preference the panels being placed further up with adequate screening for all the neighbors. If the planning commission approves the option 2 listed below, (further down the hill and in the setback) we will see this from our Kitchen, Family Room and Master Bedroom picture windows. This will have a very negative impact on our view. I believe that we would be greatly impacted by this location. Not sure that any of the other neighbors would, including the applicant. If the planning commission approves either we request that adequate screening is part of the deal so we do not have to look at this thing. We are unable to make the meeting tonight as my son in law is in Stanford Hospital and is very ill. We would appreciate the planning commission looking long and hard at the impact of this project. I know some neighbors have written support for option 2, but I believe that is so they don't have to see it! Kindest regards, John and Patricia Trayer 25851 Vinedo Lane Los Altos Hills, CA 94022 650-948-0255 (from Cameron Bilger) Happy Birthday! Congratulations on the new grandchild --I can't believe you guys are grandparents!!!!! No rush on the solar panels, I'm not home on Friday, but will be back on Sunday and if convenient we can tromp around the mud in our yard then. Basically here is the story: We have thermal solar panels on the roof and so no room for photovaltaic panels. This leaves us 2 options: 1. The first is to put the panels halfway down our hill and because of the slope this means 12 feet in the air which we think is not what you would call neighbor friendly --we want to do the right thing for the environment, but not be in the face of our neighbors. We do not need a hearing for this placement and will get immediate approval, but don't want to do this to the neighbors. 2. The second preferable option is to put the panels down at the bottom of the hill near the fence and shrubs standing below the fence line. This will not be seen by the Millers and will be mostly covered from view driving up from Vinedo, but we can certainly add more coverage on your fence side. This placement means it is in the setback so we need to get a variance and wanted to talk with you first. Again happy birthday and congratulations! ---------------- ---------------- Cameron Bilger, Ph.D. Message Nicole Horvitz From: Tran, Loc [Loc.Tran@deh.sccgov.org] Sent: Friday, December 18, 2009 9:40 AM To: Nicole Horvitz Subject: RE: Ground Mounted Solar on Leach Fields Attachments: BulletinA, Los Altos Hills, 12-03.pdf Hi Nicole, Attached is a copy of our Bulletin "A" - Septic System Requirements for the Town of Los Altos Hills. You can find it also on our website: We consider a solar array an accessory structure with a permanent foundation that requires a 10 -food setback from the existing leachfield and any designated expansion areas. The setback is required to provide the distance needed to minimize the soil saturation which may compromise the integrity of the soil supporting the foundation, in addition, the clearance allows for installing and repairing the leachfield. So when we review the plans we look at the footprint of the panels to be the foundation requiring the 10 - foot setback, for installation and repair of the septic systems.
