Comments on the Chaparral Way Public Service Vacation which is to be considered on Thursday, May
5th. at Los Altos Hills Council Chambers.
Chaparral Way as it exists now is not safe for pedestrians and equestrians. In October of 2008 Council
talked about making pathway safety improvements to Chaparral Way. To date the city has not made
any improvements and the road remains dangerous.
Usually pathways are planned and paid for by development. There was no development money to build
out a proper pathway for Chaparral Way. Chaparral was just a gravel driveway serving 4 houses. In
places it is only 14' wide. The pathway easement is not adjacent to the road but rather out in the road
way. At 26100 the Chaparral Way pathway is over a private road.
The roadway above 26271 is of particular concern to me. The town allowed the developer to remove
the.roadway fence that delineated the edge. It is a steep sudden drop over the side. A pedestrian or
equestrian could not stop until hitting the structures below. I always hate to meet horses in this
location.
I am concerned about maintenance liability. Since 2008 the city has done no Chaparral pathway
maintenance and it can be immagined that there will never be any maintenance provided by the city.
don't know how to separate the maintenance of an undefined pathways easement from maintenance
of the roadway. In most locations the pathways easement is wider than the space left for vehicles. I
stopped grading Chaparral Way in 2008 because I didn't understand the liability issues. I would like to
have a written statement of what liability the town will assume for persons walking or riding horses on
Chaparral Way before doing surface road maintenance again.
Chaparral Way does not conform to the Town of Los Altos Hills General Plan because the pathway is not
adjacent to public and private streets rather the pathway is an undefined portion of the roadway. In
addition Chaparral Way is not a safe pathway in it's present configuration.
The proposed Chaparral Way Public Service Easement Vacation seems to me like an attempt by the
town to back away from a bad situation rather than improve the safety of the Chaparral Way pathway.
