HomeMy WebLinkAbout08/02/1962PLANNING COMMISSION TOWN OF LOS ALTOS HILLS MINUTES OF A REGULAR MEETING 4 August 2, 1962 The Regular Meeting of the Planning Commission of the Town of Los Altos Hills was called to order by Chairman Gordon E. Bowler Thursday, August 2, 1962 at 7:50 P. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. ROLL CALL: PRESENT: Commissioners Alter, Ribber, Mellquist, Chairman Bowler ABSENT: Commissioners Garbett, Hawley, Prentice MINUTES: July 21, 1962. ACTION: Adopt Minutes of July 21, 1962 be adopted as submitted. MOTION: Mellquist; SECOND: Alter; VOTE: Passed unanimously COMMUNICATIONS: 1. Mastin & Binsg ton - Letter of Aug. 1, 1962 requested that the Oliver E. Byrd le tative Map be withdrawn from the Agenda. 2. A. S. Felsovanyi - Letter of Aug. 1, 1962 requested a preliminary dis- cussion of a proposed subdivision. 1 Deferred to the end of Agenda. UN l:hf15B'1'a : Deputy Clerk announced that the Town Maps for Equestrian Trail Zones are available for the Flanning Commission. OLD BUSINESS: None. ' NOW BUSINESS: None. VARIANCES: 1. Dixon Kenneth (V-114-62) - Request for Reduction of S6tback-Requirements. A thirteen foot (13') reduction in setback from Taaffe Road was requested in order that the existing graded pad might be used for the building site. Mr. Dixon stated that the pad was graded prior to the Town's incorpor- ation. Application contained signatures of all adjacent property owners having no objections to the variance with the exception of Mrs. G. R. Anderson. There were no objections from the Floor. RECOMMENDATION: 4W That That the request of Kenneth Dixon (V-114-62) for 13' reduction in setback requirement be approved. MOTION: Mellquist; SECOND: Alter; VOTE: Passed unanimously -2- 2. Kroeck, Richard (V-116-62) - Request for Reduction in Setback Requirement. 40A thirty-one foot (31') setback from private road easement is requested. All adjacent pxcparty owners signed as having no objection to the variance with exception of Mrs. E. Prince. There were no objections from the Floor. RrCOMMEtIDATION: That the request of Richard I{roeck (V-116-62) for reduction of 31' from private road easement be anproved. MOTION: Alter; SECOND: Mellquist; VOTE: Passed unanimously 3. Ferrari, Charles (V-117-62) - Request for Reduction of Setback Require- ment. A fifteen foot (15') setback from one side line and six foot (6') from another side line is requested. The Commission questioned the need for the 15' reduction, pointing out that in accordance with the contours as shown on the Map, the house could be constructed to conform to the required setback requirement. RECOMMENDATION: That the request of Charles Ferrari (V-11(-62) for variance be disapproved; that fees be waived if a new request is submitted. MOTION: Mellquist; SECOND: Eibner; VOTE: Passed unanimously DIVISIONS OF LAND: 1. Noll, Oliver (232-62) 5 lots. Engr. MacKay & Somps. Revised Map was reviewed and found to be in compliance with conditions outlined on the Check List of July 21, 1962. Commissioner Mellquist raised the question as to the legality of a subdi- vision of two non-contiguous parcels. Mr. Noll stated that the two parcels are joined by a bridle path owned by him. RECOMMENDATION: That the Tentative Map of Oliver Noll (232-62) 5 lots be approved subject to the conditions of the Check List. MOTION: Alter; SECOND: Mellquist; VOTE: Passed unanimously 2�`Gellatly, J. A., Jr. (235-62) 2 lots. Engr. John W. Riley. Check List was completed by the Chairman. -3- Ge(llatly cont'd. Attention was called to the fact that the access strip which is included in the acreage of Lot 2 exceeds the distance allowable by the Ordinance. RECOMMENDNTION: That the Tentative Map of J. A. Gellatly, Jr. (235-62) 2 lots be approved in accordance with the provisions of the Check List. MOTION: Hibner; SECOND: Mellquist; VOTE: Passed unanimously Commissioner Mellquist suggested that the Chairman comment to the Council that this subdivision is slightly substandard in Lot 2 because of the length of the access road and furthermore, it is another lot split subdi- vision that makes no contribution to the Town's roads. 3, Cranston Alan (236-62) 3 lots. Engr. John W. Riley. Mr. E. Ames, Broker, represented Mr. Cranston. The Commission was opposed to the division of the 3.926 acre parcel into three lots, including access easement, which would result in substandard lots. RECO1=7D ATI OTT: That the Tentative Map of Alan Cranston (236-62) 3 lots be disap- proved because the lots are substandard in area. MOTION: Mellquist; SECOND: Alter; VOTE: Passed unanimously Mr. Ames was advised that the may be resubritted in case additional land can be acquired. PRELIMINARY DISCUSSION: 1. A. S. Felsovanyi - 2 lots. Engr. Marvin Wolff. Proposed subdivision of two lots was reviewed. It was the opinion of the Commission that two (2) net acres may not be subdivided,.creating substandard lots.
