City Council Regular Meeting Minutes

CALL TO ORDER (6:00 P.M.)
A. Roll Call
Present: Council Member Mordo, Council Member Radford, Mayor Larsen,
Vice Mayor Waldeck, Council Member Summit
Absent: None

B. Pledge Of Allegiance
1. AGENDA REVIEW
Mayor Larsen reorganized the agenda to accommodate the schedules of individuals
attending the meeting.
2. PRESENTATIONS AND APPOINTMENTS
A. Appointments to the Pathways Committee
Eleanor "Weegie" Caughlan, Los Altos Hills, introduced herself to the City
Council.
Anne Duwe, Los Altos Hills, expressed her interest in continuing to serve on the
Pathways Committee.
Rachelle Mirkin, Los Altos Hills, introduced herself to the City Council.
City Clerk Deborah Padovan responded to a question by Council Member
Mordo informing the Council how long the incumbent Pathways Committee
members have served.
The City Clerk tallied the votes.

B. Reappointment to the Finance and Investment Committee
Council discussion ensued regarding the size of the Finance and Investment
Committee.
MOTION SECONDED AND CARRIED: Moved by Council Member Mordo,
seconded by Council Member Radford and passed unanimously to reappoint
Frank Lloyd to the Finance and Investment Committee for a four-year term.
MOTION SECONDED AND CARRIED: Moved by Vice Mayor Waldeck,
seconded by Council Member Radford and passed unanimous) t�just the
composition of the Finance and Investment Committee to add one more member.
C. Reappointment to the Open Space Committee
MOTION SECONDED AND CARRIED: Moved by Council Member Mordo,
seconded by Council Member Summit and passed unanimous) t�ppoint Sue
Welch to the Open Space Committee for a four-year term.
D. Reappointments to the Community Relations Committee
MOTION SECONDED AND CARRIED: Moved by Council Member Radford
seconded by Vice Mayor Waldeck and passed unanimous) t� o reappoint Roger
Burnell, Karen Emerzian and Ron Knapp to the Community Relations
Committee for a four-year term.
Returning to Agenda Item 2.A.
City Clerk Deborah Padovan announced that a second ballot would be
distributed.
The results of the Pathways Committee appointments were as follows:

MOTION SECONDED AND CARRIED: Moved by Council Member Radford,
seconded by Vice Mayor Waldeck and passed unanimously to appoint Eleanor
"Weegie" Caughlin, Nick Dunckel, Anne Duwe, Eileen Gibbons, Rachelle
Mirkin and Tim Warner to the Pathways Committee for a four-year term.
E. Appointment to the Parks and Recreation Committee

Kavita Tankha, Los Altos Hills, introduced herself to the City Council.
MOTION SECONDED AND CARRIED: Moved by Council Member Mordo,
seconded by Council Member Radford and passed unanimously to appoint Kavita
Tankha to the Parks and Recreation Committee for a four-year term.
F. Education Committee Annual Report and Discussion on the Future of the
Education Committee
Heather Rose, Chair of the Education Committee, presented the annual report of
the Education Committee to the City Council.
Council discussion ensued. No action was taken.
3. CONSENT CALENDAR
MOTION MADE AND SECONDED: Moved by Vice Mayor Waldeck, seconded by
Council Member Mordo and passed unanimously to approve the CONSENT
CALENDAR Items 3.A through 3.E specifically:
A. Approval of Meeting Minutes: City Council Regular Meeting - October 18, 2012
B. Approval of Meeting Minutes: City Council Special Meeting - October 24, 2012
C. Review of Disbursements: October 1, 2012 - October 31, 2012 $1,481,489.39
D. Resolution 64-12 Accepting Grant of Public Sanitary Sewer Easement; LANDS
OF SHARP AND HARRIS, 26958 Dezahara Way (Staff: R. Chiu)
E. Grant of Open Space Easement; LANDS OF LAM & CHANN, 24100 Hillview
Road; File #297-11-ZP-SD-GD (Staff: D. Pedro)
4. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council
on any subiect not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously adopted by the Council, such items can be referred to staff for
appropriate action, which may include placement on the next available agenda.
Duffy Price, Representative of the Los Altos Hills County Fire District, Los Altos
Hills, informed the Council that the Fire District has a new ad-hoc emergency committee
that will be studying emergency preparedness.

5. ONGOING BUSINESS
A. Town Goals 2012 - Personal and Public Safety for All Residents
Public Safety Report by Captain Kenneth Binder
Sheriff Captain Kenneth Binder presented a report on crime to the City
Council.
Council discussion ensued. No action was taken.
The Council now considered item 5.C.
C. Pathways Element Master Path Plan Study Area; Toyonita Road and West
Loyola Drive (Staff. D. Pedro)
Mayor Larsen stated that he has property in the area, recused himself and stepped
down from the dais.
Vice Mayor Waldeck recommended that the City Council accept the
recommendation of the Planning Commission and return the proposed roadside path
map to the Pathways Committee as an ongoing, working document for revision
based on public input; to accept the Planning Commission's recommendation that
no off road paths are necessary in the West Loyola and Toyonita neighborhoods;
and consider initiating the process of a general plan update to the 1981 master plan
and roadside paths.
Council discussion ensued.
MOTION MADE AND SECONDED: Council Member Mordo moved the
recommendation of the Planning Commission that the City Council:
1. Return the proposed roadside path map to the Pathways Committee as an on-
going working document for further revisions based on public input.
2 Accept the Pathways Committee's recommendation that no off-road paths are
necessary in the West Loyola and Toyonita neighborhoods.
3 Consider initiating the process of a General Plan Update to the 1981 Master Path
Plan for roadside paths. The motion was seconded by Council Member Radford.

6. PUBLIC HEARING
A. Consideration of an Ordinance Desi ng ating the House at 12640 La Cresta Drive
as a Historical Landmark; File # 208-12-MISC (Staff. D. Pedro)
Planning Director Debbie Pedro presented the staff report.
Mayor Larsen opened the PUBLIC HEARING.
Nobuko Cleary, Past Chair of the History Committee, Los Altos Hills,
recommends that the Packard home and land be recorded as a Los Altos
Hills Historical Landmark Site.
Martin Packard, Los Altos Hills, stated that his wife, Barbara Packard,
would have enjoyed seeing her house designated as a historical landmark.
Mayor Larsen closed the Public Hearing.
Council discussion ensued.
MOTION SECONDED AND CARRIED: Moved by Council Member
Mordo seconded by Council Member Summit and passed unanimously to
waive reading and introduce an ordinance desi ng atinp- the Packard home at
12640 La Cresta Drive as a historical landmark subject to the findings.
B. Consideration of Incorporating Design Review Consultation in the Site
Development Process-, File # 262-12-MISC (Staff: D. Pedro)
Planning Director Debbie Pedro presented the staff report.
Council discussion ensued.
Jitze Couperus, Los Altos Hills, expressed that sometimes the Town should
do things on behalf of its residents. If the Town spends the money for the
review, then it is being done on behalf of the neighbors and that is money well
spent.

MOTION MADE AND SECONDED: Council Member Mordo moved to
kw approve a budget of $7500 to implement the design review consultation
program for one year or five projects whichever comes first. The Planning
Department will determine which development application would qualify for
the program The motion was seconded by Council Member Radford.

7. NEW BUSINESS
A. Scheduling of January 2013 City Council Meeting Due to League of California
Cities Training (Staff. D. Padovan)
City Clerk Deborah Padovan presented the staff report.
MOTION SECONDED AND CARRIED: Moved by Vice Mayor Waldeck,
seconded by Council Member Radford and passed unanimously to Cancel the
regularly scheduled Cily Council meeting on January 17 2013 and schedule a
special meeting to convene on January 24, 2013.
B. Review of Public/Private Status of Certain Town Roadways and Current Policy
(Staff: R. Chiu)
Public Works Director Richard Chiu presented the staff report.
Council discussion ensued.
Carol Petty, Los Altos Hills, provided a background on the private road where she
lives.
Ada Chiang, Los Altos Hills, stated that she did not know she lived on a private
road.

Greg McCandless, Los Altos Hills, said that the Town maintained Almaden Court
from 1968 to 1998 and that was stopped because the research showed it wasn't a
public street.
Heather Rose, Los Altos Hills, said that Todd Lane is an access point to Gardner
Bullis School and the road is in very poor condition. She requested it be upgraded
to a public road to improve the access.
DIRECTION: Staff to revise the current policy to include information on forming a
Mello -Roos District; meeting and educating property owners, including, discussion
of rough cost estimates; discuss revised policy with the Traffic Safety Committee
and Finance and Investment Committee prior to returning to the City Council; talk
to bond council for input on forming a Mello -Roos District; outline an outreach
program.
8. REPORTS FROM COMMITTEES, SUB -COMMITTEES, AND COUNCIL
MEMBERS ON OUTSIDE AGENCIES
Council Member Mordo provided an update on the Library JPA board. The board voted
to reject any change in the formula.
Mayor Larsen reminded the Council of the Cities Association party on December 6.
Council Member Summit reminded that the Joint Volunteer Awards Committee Lunch is
scheduled for December 7.

10. COUNCIL INITIATED ITEMS
A. Discussion on a Potential Partnership with the Sierra Club for Review of the
Lehigh Quarry Design Consultant Report (Vice Mayor Waldeck)
Vice Mayor Waldeck provided a report on the Lehigh Quarry.
Bill Almon, Los Altos Hills, expressed that the action of the Los Altos City
Council and the proposed action before the Los Altos Hills City Council encourages
the Cupertino City Council to take action.

MOTION MADE AND SECONDED: Council Member Mordo moved to disband
the ad hoc quarry committee and approve a $4000 contribution toward the
emissions study. The motion was seconded by Council Member Radford.

B. Disbanding of the Ad Hoc Committee on the Quarry (Vice Mayor Waldeck)
This item was heard in conjunction with Item 10.A.
C. Further Consideration of the LASD Request to Participate on the
Superintendent's Enrollment Growth Task Force (Council Member Radford)
Council Member Radford presented the item.
Heather Rose, Chair of the Education Committee, Los Altos Hills, stated that
she has two potential candidates for the position.
DIRECTION: The Education Committee to submit a name to Mayor Larsen for
submission to Superintendent Jeff Baier by the deadline of November 21, 2012.
D. Consider SLipporting the Cities Association Best Practices for Cities' Support of
Innovative Hiyh-Performing Schools (Mayor Larsen
Mayor Larsen presented the item.
Council discussion ensued.
MOTION MADE AND SECONDED: Moved by Council Member Radford,
seconded by Council Member Summit and passed unanimously to support the
Cities Association Best Practices for Cities' Support of Innovative, High -
Performing Schools.
